BE IT ORDAITvED by the Board of Corriissioners of the City of Sal_l.na, ha.nsas: i Section 1. Definitions: The words and phrases used in this ordinance shall, for the purpose of this ordinance, be construed as follows: The word "person" shall be construed and held to be any person ± or persons, partnership, corporation or any officer, agent, employee i or servant of any corporation or any other person or combination of ;)ersons, either natural or artificial, by whatever name he or they y may be called. A Master Plumber is hereby defined as any person; skilled in the planning, superintending and the )ractical installation of plumbing, and capable of gassing the verbal, written or mechalnical tests re- quired by the Board of Examiners. Tile .lord "employinr-r plumber" shall be construed and held to be r any person who employs ".Taster plumbers or Journeyman. })lvribers f'or the _)urpose of doing a plumbing business, and if an eriployincr plunber is not himself a P,Taster Plumber, he shall not en,(-;aE;e in any plumbing business or receive any lic__:�nse or hermit to do any plumbing wort; in the City of Salida unless he has i_n his ermploy a I aster )lumber holding a A?aster pluTmbert s certificate drily issued as required by the ordinances of said city. A Journeyman Plumber is hereby defined as any person other than a ;?aster Pl imber, who as his principal occupation is enga red in the practical installation of plumbino, and is capable of passing the re- quirements of the Board of Examiners as a j )urneyman phimber. Plltmbing is hereby defined to include the pipes, fixtures and appurtenances thereto which are used to connect the rater, se,var;e and gas from t',ie Hain or pro-)ert-I line and to distri:mte it in or abo.zt any preriises or buil.din`-, for any use ;hu tever, and all pipes and <il)partenances used or to be used or conveying savage, liquids or water within, and outside of foundation walls of any building and connected with the public sewers or private septic tanks, cess pools, and all pipes and appurtenances used to ventilate the drains, fixtures and traps in any building, so connected so that all piy)es and connec- tions throuC;h which .ries, vapors or t aters of any kind may discharge into septic tanks and cess pools or public sewers. i Section 2. Inspector: The office of plumbing; inspector for the + City of Salina is hereby created, and he shall do and perform the I duties of said Plumbing Inspector as ;prescribed in this ordinance. � Until otherwise provided for, the Buildings Inspector of the City of i iSalina shall be ex -officio Plumbing Inspector. Section 3. Fees for Inspection: The Plumbing Inspector shall collect an inspection fee of 50�. for each fixture and water and sewer i connection up to twelve and 254{ for each fixture and connection over I twelve, to be paid by the pt:rty requiring his services, which fees shall be paid direct to the Plumbing Inspector to be accounted for by him and Daid to the City Clerk in the same manner as other fees col- �I lected by hi_m as Inspector shall be accounted for and paid. Pio person I or persons shall hereafter connect with the sewer system or water mains without first having received a certificate from said Inspector, approving; said sewering% and plumbing and acceptin{- such connection. The said Inspector may condemn and disconnect any connection with 1 r said sewer system or water rain for any failure to conply tivith the i provisions of this ordinance. The said Inspector, at any reasonable time, s -)all have free access to all prerlises using; said sewer system for the purpose of examining any connectionst lti ez c, in . Section 4. Final Inspection: Final inspection of plumbing must be made when all supply pipin( is 3ns',alled and all fixtures and traps i are placed and the entire job is completed. The Plumbing Inspector i shall, for this final inspection, collect and pay o ver, and' inslAction i fee of 50y. for the first five fixtures and 10/ for each additional fixture. Vvhen the plumbing in any building is completed, the plumber may secure for the owners of such building a certificate of inspection signed by the plumbing inspector, certifying that the plumbing; work has been properly done and inspected and tested as required by the pro- visions of these rules. It shall be the duty of ttiie Plurlbintr Inspec'(,or to issue such certificate or release slip if work is approved. Section 5. Defective Plumbing: All house drains, waste, soil and vent pipes, traps and water pipes in any building or premises shall at all ti -r es be Dept in good order and repair so that no g;ases I i or odors shall escape therefrom and whenever the Plumbing Inspector shall find defects in any pltunbing or drainage in violation of the re- quirements of this or any ordinance of the City of Sall_ �a, he shall order the same to be taken out or corrected and made to conform thereto. 1 1 Section 6. Application for Permit: It shall be unla:°rful f. or ! any person to make or cause to be riade any connection with the r sewer rain or laterals or water mains in the City of Salina, or to install any plurnbinr work, the construction of which is reCulated andovernecl by the provisions of this ordinance, in any building or on any premises in the City of Salina, Without securing a permit i therefore from the Plumbing Inspector, an application for which shall first be made to such Ins )ector stating the location and nature of thework on forms to be supplied by such Inspector; Provided however, t_�, at no such application or permit shall be required for repairing, or re placing any old fixtures, faucet or valve by a new one to be used for the same )urpose, or for forcinu out stoppage, repairing; leaks or rel_i_evin" frozen pipes or fittings, or other emergency repairs, but all such shall comply with the requirements of this ordinnnce. Section 7. Permit for Removal of Sidewalk or Paving; No 1)P1rl t shall be granted to any rl!ster or employing -plumber or to any person to excavate or to tape up pavuriont or sidewalks until a written application siTned by said master or employing plumber or person, shall be ;riven to the City Clerk, to be rept by him, such. application to be made and all work thereunder to be done in strict accordance with the ordinances now in effect or hereafter enacted. i Section 8. IAcense and Pond; All master -plumbers or employing; plumbers,before being granted a permit by the City Clerk to eng�g;e in the plumbi-n�� business or to work on said sewer system and con- ! nectinr; to water mains of said city, must pay to said City Clerk a license tax of25.00 per year and Procure from him a license to do such work, execute to the City a surety bond in the sum of X1000 to be approved by the Board of Commissioners, co .di boned for the °ood and f. ait?lfulper=orrmance upon wore to be done by hirn pon the sewer system of water mains of sa=i_d city, or the connect on t;iere- with and to hold the City harmless from all damar;e arising; from open trench work or otherwise, or on account of careless or ne,;li ,,ent work. In addition thereto there shall be a 25.00 deposit paid in to the City Clerk by each T,?aster and employing plumber doing plumb- ins; bus i_ness in the City of Sali-la, and this deposit shall be kept at all times at ;;*25.00. To license shall be issued to or uond accepted from any applicant until he has first complied with all the provisions of Ordinance T.?o. 4804 requiring examination and certificate, or any amendment thereto. y A Section 9. Connections: All services pipes and connections in said citIr over, through or al -)ng any street, lane, avenue or alley, from the corporate cock on the watermains to the stop cock shall be of cast iron double extra strong lead pipe or type K copper with flared fittings not less than 3/4 inch in diameter, and no pipe or other material except approved cast iron, double extra strong lead pipe or type Y copper pipe with flared fittings lti inch or larger, shall be permitted or used in making such connections. At the point of connection with the corporation cock the lead pi_.)e shall be bent in an "S" or other Form to allow for movement of the pipe. Steel Pipe - Quality and Coating of Pipe and Pittings: All iron pipe used for vent pipes shall be galvanized steel and malleable fittings shall be galvanized, or black cast iron fitting may be used. Lead to Iron Pipes: All connections of lead to iron pipe must be made vrith a cast brass or copper ferrule, the same size as the opening into the iron soil pipe, and the lead neatly and sub- stantially joined to the brass or copper ferrule by a wiped joint and then calked into the hub of the 1-ron pipe with oakum and molten lead the sane as for iron soil pipe joints. Section 20. Trap Levels and Protection: All traps shall be ri,s�idly supported and set true, with respect to their :7ate.r level, and shall be so located as to protect their seal. _loon Drains: Floor drains shall have a permanent water seal. Section 23. Clean -outs: (Size) Cleanouts shall be of the same size as the pipe, up to 4 inches in diameter, and shall be not less than 4 inches for larger pipe tr,3ns. Cleanouts shall be at least 4 inches lon with airtight screw joints with brass plugs. Cleanouts shall be provided at the foot of all vertical lines of soil pipe and at the end of each horizontal line, and at each change of direction which is more than 5 feet inlength. The distance be- tween the cleanolits sl_allnot exceed 26 feet. There shall be at least one 4 inch cleanout provided in t1le house drain made with a f,_a1_l_ size Y branch just inside of the wall near the house drain and house sewer connection. Grade of Horizontal Pipes: All horizontal piping shall be run in practical alignment and at a uniform Crade not less than inch -per foot there possible for soil or waste pipes and house drains suspended by iron hangers, :_posts, or v.all ledges; and riot less than 1/8 inch per foot for vent or ventilation pipes. Section 25. Change of Direction: All changes of direction of hora_zontal runs shall be mads with Y's, sixth, eighth, or sixteenth i bends. Sanitary tee may be used in a vertical line. Drainage Excavations: Al_1 excavations regiiired to be made for the installation of a house drainage system or any part thereof within the v�ialls of a bu' lding shall_ be open trench work. Lhaust,Blowoffs and Drip ripe Connections: T! ie exhaust, blow -offs, sediment or drip pipe from a steam boiler shall not connect directly with any sewer, drain, soil, or waste pipe. Such pipes shall dischar-e into the top, and above the Line of discharge, of a suitable tank or condensor made of wrought or cast iron, pro- vided with a relief pipe of at least 2 inches in diameter, extending to the outer air. Section 33. Connections with Conductors Prohibited: Conductor pipes shall not be used as soil, waste or vent pipes, nor shall any soil, waste or vent pipe be used as conductors. Sectlon 34. Soil and '';'aste Pipes: All main and branch soil and waste pipes, except as others°,iise provided in this ordIL-lance, sha11 be cast iron, extra heavy soil pipe of the following weig�ts: 2 inch 5� lbs. per ft. 3 inch 9p lbs. per ft. 4 inch. 13 lbs. Der ft. 5 inch 17 lbs. ,ger ft. 6 inch. 2.02 lbs. per ft. with corres )ondin" fittings. Lead bends and drum traps used shall be known as extra heavy. Section 35. ',:1'aste Pipe Sizes: The minimum inside diameter of soil pipe or lead waste pipe to any fixture shall be as follows: 1 to 7 water closets, 4 inch for main line. B to 12 water closets, 5 inch for main. line. Nore than 12 water closets, 1 line of waste pipe, 6 inch pipe shall be used for main line. Private kitchen sinks, 1F inch waste. Hotel or restaurant sinks, 3 inch waste. Slop sinks, waste full size of opening in sink.
