CITY OF SALINA, KANSAS
SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
OCTOBER 31, 2006
7:15 a.m.
The Special Meeting of the Board of Commissioners was called to order at 7:20 a.m. in Room 107,
w City -County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of
silence.
There were present:
Mayor Donnie D. Marrs, Chairman presiding
Commissioner Alan E. Jilka
Commissioner R. Abner Perney
Commissioner John K. Vanier H
comprising a quorum of the Board, also present:
Jason A. Gage, City Manager
Greg Bengtson, City Attorney
Penny Day, Deputy City Clerk
Absent: Commissioner Deborah P. Divine
ADMINISTRATION
(3.1) Provide additional purchasing authority to the city manager for the purpose of obtaining
environmental technical review services.
Jason Gage, City Manager, explained the reason for obtaining environmental technical
review services, and the reason for the additional purchasing authority.
Mr. Gage responded to Commissioner Vanier's question regarding the monetary
contributions of the other entities involved, and if Dragun Corporation would be working directly for
the city of Salina.
Mr. Gage then responded to Mayor Marrs' question in reference to the time frame for
comments on the addendum.
Commissioner Vanier questioned the comfort level of the Dragun Corportation in being
able to respond during the short timeframe, Mr. Gage responded.
Mr. Gage responded to Mayor Marrs' question as to if the Kansas Department of Health
and Environment had received the same information as the city of Salina.
06-7340 Moved by Commissioner Vanier, seconded by Commissioner Jilka, to provide purchasing
authority to the city manager until June 30, 2007 in an amount not to exceed $75,000 to be used for
technical review of former Schilling Air Force Base environmental work performed by the United
States Army Corps of Engineers. Aye: (4) Nay: (0). Motion carried.

WAIVER AND CONSENT TO HOLD A SPECIAL MEETING OF THE BOARD OF
COMMISSIONERS
We, the undersigned, being duly elected, qualified and acting City Commissioners of the
City of Salina, Kansas, and constituting a majority of the Board of Commissioners of the City of
Salina, Kansas, do hereby waive notice and consent to the holding of a special meeting of the Board
of Commissioners of the City of Salina, Kansas, on the 31St of October, 2006 at 7:15 a.m. in Room
107 at the City -County Building for:
1. Grant City Manager authorization to purchase a technical review services.
