AN ORDINANCE providing for the calling and 'holding of an election of the electors
of the City of Salina, Kansas, to vote upon the question of authorizing the
Board of Commissioners of said city to issue bonds in the amount of $203,250.00
for the purpose of paying the city's share of the actual cost of land to be
acquired outside the limits of said city to extend the municipal airport of
i said city and to pay the city's share of the cost of improving, equipping
i
and developing said lands so acquired, and the lands nou constitutin; said
municipal airport for aviation purposes, and to authorize said board to accept
a grant of funds to be used exclusively for said purposes from the Civil
Aeronautics Administration or some similar Federal Aiency in a sum not to

exceed $196,750.00.
T.HEREAS, in the opinion of the Board of Co rzmissioners of the City of Salina, the
public safety, service and welfare carp be advanced by the municipal airport of the
Cii;y of Salina being, extended by acquiring land to extend the same for aviation pur-
poses; and
1"H` SEAS, in the opinion of said board the _ublic safety, service and welfare can
be advanced by the development, equipping and improvement of the :municipal airport
as now constituted and as to be extended. by the acquisition of land as aforesaid; and

.'WHEREAS, the total cost of said improvement and acquisition of land to extend said
airport will not exceed 4400,000.00; and
'dHE_REAS, the Civil Aeronautics Administration, or some similar agency, a unit of the
government of the United States of America, will contribute fifty (50%) per centum
of the actual cost of said improvement, and t•,,I�enty-five (25;x) per centum of the cost
of land, and a sum not in excess of X196,750.00; and
V_FREAS, the total cost of said land and said improvement to said city will not be
in excess of $203,250.00; and
nHEREAS, it is necessary to issue bonds of the said city to pay the share of the cost
to be paid by the city, being a sum not in excess of w203,250.00; and
_-REAS, it is necessary before said bonds may be legally issued for said purpose to
son -it the proposition of issuing the same to the qualified electors of said city at
an election to be held iithin thirty days from the date of the ado,otion and .ublication
of this ordinance; and
HEREAS, the City of Salina is a city of the first class; and
`HEREAS, the issuance of said bonds and other bonds now contemplated will not create
a bonded indebtedness in excess of the limit now provided by law; ;;OVV Ti EREX'ORE,
BE IT O:DAIIdED by the Board of Commissioners of the City of Salina, Kansas.
Section 1. That the preambles of this ordinance are hereby incorporated
herein and that an election is hereby called to be held in the City of Salina,
Kansas, Teesday, June 24, 1947, between the hours of 6:00 o'clock A. M. and 7:00
P. IYi. of said day, within 30 days after the adoption and -ublication of this ordin-
ance according to law and that such election shall be held at the usual place of
holding elections and shall be conducted by the officers or persons provided by
law for holding elections in said City of Salina, Kansas, and that a majority of
the Hoard of Cor:miissioners of the City of Salina, Kansas, being the governing body
of said city, shall and are hereby ordered and directed to ,)ublish notice of said

election in the manner andform directed and required by Secticn 1C-120 General
Statutes of Kansas, 1935, and that the purpose of calling said. election is to submit
to the qualified electors of said city the proposition of the issuing of bonds of
,
j said city in the amount of 4203,250.00, to pay the cost to the city of improving,
i
developing, equipping and extending the municipal airport of said city, for aviation
purposes, including acquisition of land for said purpose as more particularly set
forth in Section 2 hereof.
Section 2. That the proposition to be voted upon by the qualified electors

k of said ci+-v at said election shall be substantially as follows:

Shall the City of Salina issue its bonds in the amount of 4203,250.00
for the purpose of purchasing and. acquiring land to extend the munici-
pal airport and to ii�.prove, equip and develop all of the municipal air-
ports, as extended, for aviation purposes, the proceeds of said bonds to
be used for the purpose of paying the City's share of the cost of a total
project estimated at a cost of $400,000.00, the balance and remainder of
i said total cost to be paid on a ratio of one-half the total cost of said
improvements and one-fourth of the actual cost of said land to be acquired
by a `rant of funds to be obtained from the Civil Aeronautics Administration
or some similar federal agency, which said grant shall be used exclusively
to aid the City of lalina in paying the cost of said project.
