AN ORDINANCE providing for the calling and holding of an election of the electors of
the City of Salina, Kansas, to vote upon the question of authorizing the
Board of Commissioners of said city to issue bonds in the amount of
4203,250.OU for the purpose of paying the city's share of the actual cost
of land to be acquired outside the limits of said city to extend the municipal
airport of said city and to pay the city's share of the cost of improving,
equipping and developing said lands so acquired, and the lands now constitut-
ing said municipal airport for aviation purposes, and to authorize said board
to accept a grant of funds to be used exclusively for said purposes from the
Civil Aeronautics Administration or some similar Federal Agency in a sum not
to exceed 4196,750.00
NVHERE:AS, in the opinion of the Board of Commissioners of the City of Salina, the public
safety, service and welfare can be advanced by the municipal airport of the Cityof Salina
being extended by acquiring land to extend the same for aviation purposes; and
iiHEREAS, in the opinion of said board the public safety, service and welfare can be ad-
vanced by the development, equipping and improvement of the municipal airport as now
constituted and as to be extended by the acquisition of land as aforesaid; and
WHIMEAS, the total cost of said improvement and acquisition of land to extend said air-
port will not exceed $40U,000.0U; and
wHEREAS, the Civil Aeronautics Administration, or some similar agency, a unit of the
government of the United States of America, will contribute fifty (501/1'o) per centum of
the actual cost of said improvement, and twenty-five 25/ per centum of the cost of land,
and a sum not in excess of $196,750.00; and
WHEREAS, the total cost of said land and said improvement to said city will not be in
excess of 4205,250.00; and
AREAS, it is necessary to issue bonds of the said city to pay the share of the cost
to be paid by the city, being a sums not in excess of $203,25U.00; and
sfHHEREs it is necessary before said bonds may be legally isbued for said purpose to sup --
mit the proposition of issuing the same to the qualified electors of said city at an
election to be held within thirty days from the date of the adoption and -publication of
this ordinance; and
b4HE'REAS, the City of Salina is a city of the first class; and
WHEREAS, the issuance of said bonds and other bonds now contemplated will not create a
bonded indebtedness in excess of the limit now provided by law; NOVV TF—EREIFORE,
BE IT ORDAINED by the Board of Commissirners of the City of Salina, Kansas;
Section 1. That the preambles of this ordinance are hereby incorporated herein
and that an election is hereby called to 'be held in the City of Salina, Kansas, April 1,
1947, between the hours of 6:00 osclock A. M. and 7:00 P.M* of said day, at the time of
the regular city election and within 60 days after the adoption and publication of this
ordinance according to law and that such election shall be held at the usual place of
holding elections and shall be conducted by the officers or persons provided by law for
holding elections in said City of Salina, Kansas, and that a majority of the Board of
Commissioners of the City of Salina, Kansas, being the governing body of said city,
shall and are hereby ordered and directed to publish notice of said election in the
manner and form directed and required by Section 10-120 General Statutes of Kansas,
1935, and that the purpose of calling said election is to submit to the qualified electors
of said city the proposition of the issuing of bonds of said city in the amount of
$205,250.00, to pay the cost to the city of improving, developing, equipping and ex-
tending the municipal airport of said city, for aviation purposes, including acquisition
of land for said purpose as more particularly set forth in section 2 hereof.
Section 2. That the proposition to be voted upon by the qualified electors of said
city of said election shall be substantially as followst

Shall the following be adopted?
Shall the City of Salina issue its bonds in the amount of $203,250.00 for the
i purpose of purchasing and acquiring land to extend the municipal airport and to
extend the municipal airport and to improve, equip and develop all of the muni-
cipal airport, as extended, for aviation purposes, the proceeds of said bonds
to be used for the purpose of paying the city*s share of the cost of a total
project estiva ted at a cost of 4400,000.00, the balance and remainder of said
total cost to be paid on a ratio of ane -half the total cost of said improvements
j and one-fourth of the actual cost of said land to be acquired by a grant of funds
to be obtained from the Civil Aeronautics Administration or some similar federal
{ agency, which said grant shall be used exclusively to aid the City of Salina in
C paying the cost of said project.
