AN ORDINANCE providing for the construction of a certain storm sewf-r in the City
of Salina, to be designated as Storm Sewer No. 25, and providing for the
letting of contract for such construction and for the payment of the cost
thereof.
BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas:
Section 1. That it is necessary and it is hereby ordered that a storm sewer
(described as a main sewer and certain laterals for convenience only), which is
hereby designated as Storm Sewer No. 25, together with all necessary inlets, inlet
connections, manholes, connecting lines, sluice gates and other appurtenances, be
cor_�structed in the City of Salina along the following course, to -wit:
The Antrim Avenue Storm Sewer includes the main sewer
running from Dry Creek east in Antrim Avenue and termin-
ating at Fourth Street and all laterals which drain into
the Antrim Avenue main sewer, being laterals No. 1, 1-A,
1-A.-1, 1-B, 1-C, 2, 2-A, 2-B, 2-B-1, 3, 3-A, 3-A-1, 8-B,
3-C, M-1 and M-2, the center lines of each of which are
more particularly described as follows, to -wit (the man-
holes and all other appurtenances referred to in the des-
cription are to be constructed at the designated place
even if reference is in the present tense) :
Antrim Avenue Main: Beginning at a point on the east bank
o Dry Creek which point is north 18 degrees OOt west 181
feet of a point on the center line of Eleventh Street and
19 feet south of the north line of Antrim Avenue; thence
south 18 degrees 00' east 181 feet with a 66 -inch sewer
pipe to manhole No. l; thence east in Antrim Avenue with
a 60 -inch sewer pipe to the intersection of Tenth Street
to manhole No. 2; thence continuing east with a 54 -inch
sewer pipe to the intersection of Seventh Street to man-
hole No. 5; thence continuing east in Antrim Avenue with
a 42 -inch sewer pipe to the intersection of Fourth Street
to a special manhole, being the terminus of Antrim Avenue
Main.
Lateral No. 1. Beginning on the said described main sewer

36 -inch sewer pipe to the intersection of Hamilton Avenue
to manhole No. 22; thence continuing south in Eleventh
Street with a 30 -inch sewer pipe to the intersection of
Harsh Avenue to Manhole No. 32; thence continuing south
in Eleventh Street with a 24 -inch sewer pipe to the inter-
section of Pacific Avenue to manhole No. 43; thence con-
tinuing south in Eleventh Street with a 16 -inch sewer pipe
110 feet to manhole No. 51, being the terminus of Lateral
No. 1.
Lateral No. 1-A. Beginning at manhole No. 22 on said des-
cri ed Lateral No. 1; thence east in Hamilton Avenue with
a 30 -inch sewer pipe to the intersection of Tenth Street
to manhole No. 23; thence continuing east in Hamilton
Avenue with a 15 -inch sewer pipe 165 feet to manhole No.
24, being the terminus of Lateral No. 1-A.
Lateral No, 1-A-1. Beginning in Tenth Street and 170 feet
north of manhole No. 23 described in Lateral 1-A; thence
south in Tenth Street with a 15 -inch sewer pipe 170 feet
to said manhole 23; thence continuing south in Tenth Street
with a 21 -inch sewer pipe 245 feet to manhole No. 53; thence

section of Fifth Street and Harsh Avenue; thence east with a
21 -inch sewer pipe to the intersection of Fourth Street to
manhole No. 40; thence continuing east in Harsh Avenue with
an 18 -inch sewer pipe to the intersection of Third Street
to manhole No. 41, being the terminus of 3-C.
Lateral No, 1-1. Beginning at manhole No. 2 in the inter-
section of Antrim Avenue and Tenth Street; thence north in
Tenth Street with a 15 -inch sewer pipe 170 feet to manhole
No. 16, being the terminus of Lateral M-1.
Lateral No. M-2. Beginning at manhole No. 4 in the inter-
section of ETE m. Avenue and Eighth Street; thence north in
Eighth Street with a 15 -inch sewer pipe 270 feet to manhole
No. 17, being the terminus of Lateral M-2.,
Section 2. That on or before the 9th day of September, 1946, the City Engineer
shall prepare and file in the office of the City Clerk, detailed plans and specifica-
tions for the construction of the storm sewer provided for in Section 1 of this ordin-
ance with vitrified and/or corrugated metal pipe, bituminous coated, and/or concrete
sewer pipe or any combination of such types of sewer pipe and on or before the same
date shall prepare and file in the office of the City Clerk, under oath, detailed
estimates of cost thereof. After such plans and specifications and estimate of cost
shall have been filed, the City Clerk shall advertise by advertisement published in
the official city paper for at least three consecutive days for sealed proposals for
the building and construction of such storm sewers and at the time and place mentioned,
the Board of Commissioners may contract with the lowest and best responsible bidder
therefor for the building and construction of such storm sewers, but the right to re-
ject any and all bids shall be and is hereby reserved; and provided further that if no
responsible person shall propose to enter into a contract at a price not exceeding the
estimated cost, then the Board of Commissioners may proceed to construct said improve-
ments within the estimated cost thereof and shall purchase the necessary tools,
apparatus and materials and employ the necessary labor for the purpose of constructing
the same.
Section 3. That for the payment of the cost of such work, the Board of Com-
missioners shallissue Improvement Bonds of the City of Salina, Kansas, in an amount
not to exceed the total cost of such work and improvements, except as herein provided,
to be payable in. four (4) approximately equal annual installments and to bear interest
at not to exceed 5% per annum from the date of such bonds, and for the purpose of

Paying such bonds and interest as they severall mature, the Board of Com-
missioners
ommissioners shall annually levy a tax upon all real and personal property in

the City of Salina in an amount suf_icient to pay the annual installment of
such principal and interest, and that pending the issue of such bonds, temporary
notes shall be issued according to law, to pay the cost of such work.

its publication in the official city paper.
