AN ORDINANCE authorizing and providing for the issuance of Improvement bonds
of the City of Salina, Kansas in the sum of $5,475.41, to pay the cost
of improving certain streets in said city to be designated as Series P-134.
WHEREAS, pursuant to proceedings duly had according to law, contracts have been
let and performed for the construction of the following street improvement in the
City of Salina, Kansas, to -wit:
Curbing, guttering and grading of Kansas Avenue from
the north line of Ash Street to the south line of Elm
Street as provided for by Resolution No. 845 and Ordin-
ance No, 5081.
Curbing, guttering and grading of West Place from the
south line of Elm Street to the north line of Park Street
as provided for by Resolution No. 853 and Ordinance No,
5081.
Curbing, guttering and grading of Franklin Street from
the west line of Sheridan Street to the east line of
Merrill Street as provided for by Resolution No. 854
and Ordinance No. 5081.
Curbing, guttering and grading of Franklin Street from
the east line of Sheridan Street to the west line of
Custer Street as provided for by Resolution No. 857 and
Ordinance No. 5081.
Curbing, guttering and grading of Venango Street from
the west line of Sheridan Street to the east line of
Merrill Street as provided for by Resolution No. 859
and Ordinance No. 5081.
Curbing, guttering and grading of Front Street from
the north line of Ash Street to the south line of Elm
Street as provided for by Resolution No. 869 and

Ordinance No. 5081.
Curbing, guttering and grading of Kansas Avenue from
a point approximately 500 feet north of Elm Street,
thence north approxirately 475 feet to the south line
of Riverside Boulevard as provided for by Resolution
No. 870 and by Ordinance No. 5081, and
WHEREAS, the total cost of said improvements has been ascertained and the portion
thereof in the amount of $1,890.84 to be paid by general taxes to be levied upon
all taxable property within said city for the inp rovement of squares and areas
formed by the crossing of streets and alleys and for the improvement of any of said
streets where the same is through or adjacent to property of the city for which the
city is liable, and for which the city is paying cash; and
WHEREAS, the total cost of said curbing and guttering and grading of said streets
which are to be paid by special assessments and to be levied upon lots and pieces
of ground liable for the payment of said curbing, guttering and grading in said
streets has been ascertained and has been hereby found and determined to be the
sum of $7,833.71, which amount has been heretofore duly assessed and apportioned
to the several lots and pieces of ground liable therefore according to law pro-
vided for in the ordinance of the City of Salina, Kansas, relating thereto, duly
passed and approved, of which amount the sum of $2,347.30 has been paid by the
property owners liable therefore, leaving a balance of $5,475.41, for which bonds
are to be issued.
BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas&
Section 1. That the foregoing preambles be and they are hereby authorized
as a part of this ordinance and that for the purpose of providing funds to pay
the cost of the improvements herein above referred to and described in the Ordin-
ance and Resolutions hereinbefore referred to, there shall be issued Internal
Improvement Bonds of the City of Salina, Kansas, in the total principal sum of
$5,475.41, which shall consist of Seven Bonds numberd from one to seven, inclusive,
all dated September 1, 1946, which shall bear interest at the rate of 1-1/14 per
cent per annum from and after said date until the respective maturities of said
bonds, payable semi-annually on March lst and September 1st of each year, said
interest to be evidenced by interest coupons as herein provided for and said bonds
shall become due as follows%
No. 1 for $475.41 due September 1, 1947
No. 2 for $1000.00 due September 1, 1947
No. 3 for $1000.00 due September 1, 1948
No. 4 for $500.00 due September 1, 1948
No. 5 for $1000.00 due September 1, 1949
No. 6 for $500.00 due September 1, 1949
No. 7 for $1000.00 due September 1, 1950
Section 2. Said bonds shall be signed by the Mayor and shall be attested by the
signature of tie City Clerk and corporate seal of the city shall be affixed thereto
and said bonds shall have attached thereto interest coupons respresenting the interest
thereon, which coupons shall be in the form provided by law and shall bear the printed
or 12ghographed fac simile signature of the Mayor and City Clerk of said city and said
bonds and interest coupons shall beiegistered in the office of the City Clerk and in the
office of the Auditor of State, as required by law*
Section 3. Said bonds shall be designated as Series P-134 and shall be in the
form and shall contain recitals substantially as follows, to -wit:

KNOW ALL MEN BY THESE PRESENTS, That the City of Salina in the County of Saline,
State of Kansas, acknowledges itself to be indebted and for value received hereby promises
to pay to the bearer the sum of
DOLLARS
in lawful money of the United States of America, on the first day of 19, ,
with interest thereon from the date hereof at the rate of one and one MWT per cenT-
per annum, payable semi-annually on the first days of March and September in each year,
on presentation and surrender of the interest coupons hereto annexed as said coupons
severally become due, both principal and interest of this bond being payable at the
office of the State Treasurer of the State of Kansas, in the City of Topeka, Kansas.
And said City of Salina, Kansas, is held and firmly bound by these presents and the full
faith, credit and resources of said city are hereby irrevocably pledged for the payment
of said principal and interest at maturity.
This bond is one of a series of bonds of like date and tenor, excepting de-
nomination and maturity, aggregating the principal sun of $50475.41, issued by the City
of Salina, Kansas, for the purpose of paying the cost of consttucting certain curbing
and guttering and grading improvements in said city by the authority of and in full
conpliance with the provisions, restrictions and limitations of the constitution and
laws of the State of Kansas, including Sections 10-101 to 10-115, 12-601 to 12-608,
and 13-1011 and 1011-a, General Statutes of Kansas 1935, and such sections as amended,
and all other provisions of the laws of said.state applicable thereto, and this bond and
all other bonds of this series, and all interest thereon are to be paid by the City of
Salina, Kansas.
And it is hereby declared and certified that all acts, conditions and things re-
quired to be done and to exist precedent to and in the issuance of this bond have been
properly done and performed and do exist in due and regular form and manner as required
by the constitution --and laws of the State of Kansas, and that the total indebtedness of
said city, including this series of bonds, does not exceed any constitutional or statu-
tory limiation.
IN WITNESS WHEREOF, the said City of Salina, Kansas, has executed this bond by
causing it to be signed by its Mayor and its corporate seal to be hereto affixed,
attested by its City Clerk and the coupons hereto attached to be signed with the fac
simile signatures of said officers, and this bond to be dated the first day of September,
1946,

I Section 4. The Xayor and City Clerk are hereby authorized and directed
to prepare and execute the bonds hereinbefore described and to advertise and
sell the same in the manner provided by law, and when duly executed and registered
to deliver said bonds to the purchaser or purchasers thereof.
Section 5. The full faith, credit and resources of the City of Salina,
Kansas, shal a and the same are hereby irrevocably pledged for the prompt
payment of said bonds and all interest thereon. The Board of Commissioners of
the City of Salina, Kansas, shall annually make provision for the payment of
the principal and interest on said bonds as the same become due by levying taxes
and assessments upon the property liable therefore as provided by law.
