Section 1. That for the purpose of baying for that part of the cost of improvements
of certain portions of certain streets as hereinafter set fort i in the follolvin sec-
tions of tli:s ordinance tivhich is chargeable to the private r)ro perty in the assessr:ient
districts for each of such Ln_nrove.:lents, respectively, as set forth in -t-ie followi.n

AT? ORDIMAPICE relating to and apportioning and levying special assessments
on certain lots and pieces of ground in the City of Salina, :Kansas,
to pay the cost of curbing and guttering Franklin Street from the vfest
line of Sheridan Street to the east line of Verrill S reet; Franklin
Street from the east line of Sheridan Street to the west line of Custer
Street; Front Street from the north line of Ash Street to the south
line of E'lm Sweet; Kansas Avenue from the north line of Ash Street
to the south line of Elm reef; Kansas Avenue from a point 500 feet
north of Elm Street, north approximately 47=eet to the south line of
Riverside Boulevard; West Place from the south line of Elm Street to
the north line of Park Street; Venango Street from the west line of
Sh<;ridan Street to the east line of Merrill—greet; and relating to
and providing for the collection and payment of such assessments.
BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas.
Section 1. That for the purpose of paying for that part of the cost
of improvements of certain portions of certain streets as hereinafter set
forth in the following sections of this ordinance which is chargeable to
the private property in the assessment districts for each of such improve-
ments, respectively, as set forth in the following sections of this ordinance
with respect to each of such improvements there are hereby levied and assessed
on the property liable therefor, being all of the lots and pieces of ground
lying on either side of said streets so improved, respectively, to the middle
of the block for the distance improved, with respect to the improvements
.nentoned in Sections 2, 3, 4, 5, 6, 7 and 8 of this ordinance, according to
the appraised value of such lots and pieces of ground with respect to each
such improverrment, without regard to the buildings or improvements thereon,
special assessments covering the cost of such vw rk and improvements, said
special assessments being based on the special valuation and appraisement
of said lots and pieces of ground heretofore made by three disinterested
appraisers appointed by the Doard of Commissioners of the City of Salina,
Kansas, with respect to each such improvement, which said a.�nraisem.ents are
hereby referred to and made parts of this ordinance, and the several amounts
levied, apportioned and assessed against the lots and pieces of ground for
each of such improvements, respectively, for the purpose aforesaid are hereby
found and determined to be the amounts set forth in the following sections
of this ordinance with respect to each of such improvements.

Section 9. Said amounts levied, apportioned and assessed aforesaid shall
be due and collectible in four equal installments, the first becoming due with
the taxes levied for the year 1946 and one of said installments falling due
each and every year thereafter until all are paid, and all to be collected
with interest as in this ordinance �r ovided, PROVIDED, H0VIEVER, that the
owner of any piece of property liable for any such assessment may redeem
his property from such liability by paying into the City Treasury the entire
amount chargeable against the same, as in this ordinance designated, at any
time within thirty days after the publication of this ordinance and before the
issuance of the bonds of said city in payment of the balance of the cost of
said improvements, and the property so paid on shall not thereafter be liable
for any further assessments for the cost of said improvements nor for any padt
of said bonds.
Section 10. There is hereby further levied and assessed against each
lot and piece of ground described in this ordinance, interest at such rate
per annum as shall be borne by the bonds hereafter to be issued for the payment
of the remaining unpaid cost of such improve -lents, to be hereafter determined
and fixed by ordinance when such bonds are issued, on all of said installments
mentioned and provided for in this ordinance, from the date of the bonds which
may be issued at the end of thirty days as specified :in the preceding sections
hereof, as by law provided, to the tiLe of the collection of the last install-
ment as provided by law, which said interest shall be collected annually at the
swae time and in the same m,,,nner as said installments are collected, a -.d after
the taking effect of this ordinance and the fixing of said interest rate when
such bonds are authorized and issued, it shall be the duty of the City Clerk of
said city to annually at the same time other taxes are certified and until all
of said assessments so apportioned and levied herein have been certified, to
the County Clerk of Saline County, Kansas, a full list of all property liable
to assessment and taxation for such lnork and improvement, except such property
on which the special assessments aforesaid have been paid in full as hereinbefore
provided, together with the respective amounts due on each of such lots and
pieces of ground, which amounts shall include the annual installments of such
special assessments together with the interest for one year at the rate to be
fixed as provided for in this ordinance, on all unpaid balances of such assess-
ments, and such amounts so certified as herein provided for shall be placed
upon the tax roll by the County Clerk of Saline County, Kansas and collected
as other taxes are collected.
Section 11. This ordinance shall take effect and be in force from and
after its publication in the official city paper.
