BE IT ORDAL ED by the Board of Corri,issioners of the City of Salina, Hansas: Section 1. That for the purnose of Dwlling for that part of the cost of improvements of certain portions of certain streets as hereina2ter set forth in the following sections of this ordinance which is chargeable to the private property in the assessment districts for each of such i:_prove..ents, respectively, as set forth in following sections f this ordinance vrith respect to each of such i.T,rovernents there are hereby levied and assessed on the property liable therefor, being all of the lots and ,)eces of ground lying on either side of said streets so improved, respectively, to the i.iddle of the block for the distance improved, with respect to the improvements mentioned in Sections 2, 3, 4 and 5 of this ordinance, according to the appraised value of such lots and ?ieces of q�round with respect to each such improvement, vdthout regard to the bu ldings or im- provements thereon, special assessments covering the cost of such work and im- prove--ents, said special assessments being based on the special valuation and a.ppra.ise:.ent of said lots and nieces of ground heretofore mado by three disin- terested appraisers appointed by the I-oard of Coi-T.,issione:°s of the City of Salina, Kansas, vrith respect to each such inLprovement, which said appraisements are here- by referred to and made :assts of this ordinance, and the several amounts levied, apport oned and assessed against the lots and pieces of ground for each of such Laproveacnts, respectively, for the purpose aforesaid are hereby found and determ.ned to be the amounts set forth in the following sections of this ordinance -rdth respect -to each of such iriprovements. Said amounts levied, apportioned and assessed aforesaid shall be due and collectible in tft equal installments, the first becoming due with the taxes levied for the year 1945 and one of said ins-allments falling due each and every year thereafter until all are raid, and all to be collected with interest as in this ordinance provided; PROVIDED, HO;VEVER, that the owner of any piece of property liable for any such assessment may redeem his property from such liability by paying into the City Treasury the entire amount chargeable against the sane, as in this ordinance designated, at any tLme within thirty days after the publication of this ordinance and before the issuance of the bonds of said city in payment of the balance of the cost of said improvements, and the property so paid on shall not there- after be liable for any further assessments for the cost of said improvements nor for any part of said bonds. Section 7. There is hereby further levied and assessed against each lot and piece of ground described in this ordinance, interest at such rate per annum as shall be borne by the bonds hereafter to be issued for the pay- ent of the remaining unpaid cost of such improvements, to be hereafter de- termined and fixed by ordinance when such bonds are issued, on all of said installments mentio ed and provided for in this ordinance, from the date of the bonds which _-Ay be issued at the end of thirty days as specified in the preceding sections hereof, as by law provided, to the ti,ae of the collection of the last installment as provided by law, vilich said interest shall be collected annually at the same time and in the same manner as said in- stallments are collected, and after the takalg effect of this ordinance and the fixing of said interest rate When such bonds are authorized and issued, it shall be the duty of the City Clerk of said city to annually at the same ti.:e other taxes are certified and until all of said assess- ments so apportioned and levied herein have been certified, to the County Clerk of Saline County Kansas, a full list of property liable to assess- ment and taxation for such work and improvement, except such property on which the special assessment aforesaid have been paid in full as herein- before provided, together with the respective aTnounts due on each of such lots and pieces of ground, vrhich amounts shall include the annual install- ments of such special assessments together with the interest for one year at the rate to be fixed as provided for in this ordinance, on all unpaid balances of such assessments, and such a.niounts so certified as herein provided for shall be placed upon the tax roll by the County Clerk of Saline County, Kansas and collected as other taxes are collected.
