All O_UL!.r.'_ICE creating and defining certain lateral sanitary seder district in
the City of Salina designated as Lateral Sanitary Sewer District Pao,
so created, providing for the cost thereof and for the levying of special
assessments against the property in said district for thea7,�.ent of such
co_istruction and for the issuing of bonds therefor.
BE IT ORDAJ71ED by the Board of Cov:missioners of -the City of Salina:
Section 1. Lateral Sanitary Sewer District No. 203. That there be and there
is hereby created a lateral sanitary sewer district in the City of Salina, which
s'iould be designated as Lateral Sanitary Server District No. 20, and mr li.ch shall
include all of the following described property in tike City of Salina, to -wit:
Lots Five, Six and Seven (5, 6 and 7), Block Seventeen (17), Pacific
Addition; and Lots One to Eighteen (1 to 18) inclusive, Block One (1),
Crowther's Addition.
Section 2. That it is necessary and it is hereby ordered that an 8" V. C. P.
lateral sanitary sewer with all necessary connections, :aanholes, flush tants and
other appurtenances be constructed and built in and to serve said Later l Sanitary
Sewer District Ilo. 203, begin:ing at a new manhole on an existing sewer i.lain in
Grand Avenue betTreon Tenth Stteet and Eleventh Street; thence ru:i_iing south
through Lot Five (5) Block Nineteen (19) Pacific Addition mad in the alley
between Tenth Street and Eleventh Street, a total distance of 600 feet, :no_~e
or less, to a cleanout and end of sewer.
Section 3. That the City Engineer shall on or before April 16, 1945,
prepare and file in the office of the City Clerk plans and specifications for
the construction of the lateral sanitary server provided for in the preceding
sections of this ordinance .,rhich shall le of proper character to serve the
property lying within the district %,rithin rhich such sewor is to ce constructed
and shall on or before the same date prepare and submit to the Board of Cor.
-Assioners detailed estimates under oath of the cost thereof. That thereafter
tine City Clerk shall advertise for three consecutive days in the official city
paper for sealed proposals for the bu_lding and construction of such sewer
according to such plans and specifications, which proposals shall be filed
with the City Clerk on or before the time fixed i.n such notice, at vr!hich time
t',he Board of Com:,.issioners :may let a contract for the building end construction
of such sewer to the lowest and best res)onsible bidder therefor, if there be any
.-,:hose bid does not exceed the esti.ated cost thereof, but said Board shall re-
serve the richt to reject any or all sucrl proposals, and if no bid shall be
received vrithin such estivate, the Board of Coix:,issioilers shall have the po;ver
to do such work and make such improvenents within the cstiriated cost thereof as
provided by law.
Section 4. That for the cost of bull.ding and constructing such sewer special
assessments shall ''.:.s made for the full cost thereof on all lots or y�i.eces of
land within the sever district ti�,i thin and for iviiich such sewer shall be built,
according to the appraised value thereof, -mithout regard to t31e iinpro- ements or
buildings thereon.

Section 5. After the passage and publication of tris ordinance, the Board
of Conaissioners shall appoint three disinterested appraisers, -rho after having
taken an oath to make a true and ir..partial appraisement of all lots or _nieces of
land liable to taxation for the cost of such ir.prover.eats, shall within five days
after having been Notified of their appointment proceed to appraise all of the
lots or pieces of land within such district liable to assessment and taxation as
aforesaid, without regard to the bu`._lding or improvements thereon, and after raising
said appraisements shall return the same to the Board of CorL.lissioners of said
city and said Board shall designate a time for holding a special meeting of said
Board for tie -purpose of hearing any complaints that 1 -.-ay be made as to the value
of any lot or �oiece of land appraised as aforesaid, of tijnich special session due
notice shall be liven in the official city paper, and at vdiich special session
said Board may alter any valuation of any lot or piece of land, if, in their
opinion, the sage had been ap )raised too :sigh or too low.
Section 6. The special assessments herein provided for may be paid by the
person liable therefor in four approxLtiately equal annual installments but the
owner of any property liable to such assessment -shay vdthin thirty days f rola the
date of determining the amount assessed against his property pay the sarle in
full and :lis property shall not be liable for any assesszents for the cost of
such i.nprovements, and :fonds as hereinafter provided .for shall be issued for the
aiaount of the cost of such iriproveiients remaining unpaid at the end of thirty dn.ys
from the time such assessment is fixed.
Section 7. For the purpose of paying for the ti:ork and improvei-.eats in this
ordinance provided for, the Board of Commissioners are hereby authorized and
directed to issue improvement bonds of the City of Salina in an arntiurt not to
exceed the cost of such i.iprovenents, and to run for a period of four years and
be payable in 'Lour approxi_ ately equal annual installments, together rd th interest
not to exceed four per cent per annum vr'rri.ch bonds shall be issued and payable
according to law; and for the purpose of paying the principal and interest on
said bonds as they severally become due and payable, the Loard of Cora,issioners
shell apportion and assess against the lots or pieces of land ,rithin the taxing
districts of such improvements, special assessments covering the cost of such
L..provements and the apportionment therein contained shall hold good for all
of the installments that are to be collected f rota the specific property charge-
