TSE IT ORDAIITED bre the Board of Coimiissi.oners of the City of Salina: Section 1. Lateral Sanitary Sevier District Tdo. 201. That there be and there is hereby created a Lateral Sanitary Sewer District in the City of Salina, vinich should be designated as Lateral Sanitary Seger District No. 201, and which shall include all of the follo-wing described property in the City of Salina, to -sprit: Lots 1, 2 and 3 in Ialker's Addition and Lot 13 in Surveyor's Plat G: Section 2. That it is necessary and it is hereby ordered that a lateral sanitary server witli all necessary connections, manholes, cleanouts and other appurtenances be constructed and wilt in and to serve said Lateral Sanitary Se,•rer District No. 201, beginninp- at an existin- manhole in the intersection of Front and T"Torth Streets and running east a distance of 11 feet, more or less, to a manhole; thence south in the park_ ng of Front Street of 439 feet, more or less, to a cleanout and the end of the sevrer, all servers to be 3" V. C. P. Section 3. That the City Engineer shell on or before April 2, 1945, prepare and file in the office of the City Clerk plans and specifications for the construc- tion of the lateral sari tarp, sevrer provided for in the preceding sections of tl:is ordinance which shall be of proper character to serve the property lyi_-ig within the district within which such sewer is to be co_lstructed and shall on or before the wine date prepare and submit to the Board of Co"-L:<issioaers detailed estimates under oath of the cost trlereof. That tliereafter the City Clerk shall advertise for three consecutive days in the official city paper for sealed proposals for the building and construction of such sever according to such plains and specifications, which proposals shall be filed with the City Clerk on or before the time fixed in such notice, at rrh'.ch time the Board of Coizaissioners may let a contract for the building and construction of such server to the loirest and best res )onsible bidder therefor, if there ,e Em-,,-Maose bid does not exceed the estimated cost thereof, but G"id .bard shall reserve the right to reject any or all such proposals, and if no bid dliall be received within such esti,iate, the Board of Coi.L;Lissioners sliall :nave the povrer to do such viork and make such iiiiprovements within the esti -.ted cost thereof as provided by law. Section 4. Section 6. After the passawe and publication of this ordin- ance the Board of Commissioners shall appoint three disinterested appraisers, who after having taken an oath. to make a true and impartial appraisement of all lots or pieces of laid liable to taxation for the cost of such improvements, shall within five daysl after having been notified of their appointment proceed to apprais� all of the lots or pieces of land within_ such district liable to assessment and taxation as aforesaid, without retard to the build -i ing or improvements thereon, and after making said appraisements shall return the same to the Board of Commissioners of said City and said Board shall designate a time for boldin- a special meet- inc- of said Board for the purpose of hearin7 any complaints that may be made as to the value of any lot or piece of land appraised as aforesaid, of which special session due notice shall be given in the official city paper, and at which special session said Board may alter any valuation of any lot or piece of land, if, in their opinion, the same had been appraised too high or too low.!, Section 6. The special assessments herein provided for may �r � paid by the person liable therefor in four approximately equal annual installments but the owner of any property liable to such assessment may within thirty days from the date of determinint_, the amount assessed azainst his property pay the same in full and his! property shall not be liable for any assessments for the cost of such improvements, and bonds as hereinafter provided for i shall be issued for the amount of the cost of such improvements remainin, unpaid at the end of thirty dal*s from the time such assessment is fixed.
