P I BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas: 9 Section 1. SHALL KEEP RECORD. Every pawnbroker and every buyer of second i hand or old gold or silver or diamonds or other second hand jewelry, shall keep i at his place of business a register, in which he shall enter in writing, a minute description of all property taken, purchased, or received by hia'n in the conduct of h -'s said business (including any number that may be in or upon any article), together with the time of the purchase and the name and place of residence.(giving street and number if within city), of the person selling or leaving said property: also the amount paid for such property, or loaed thereon. He shall make such entries within one hour after the purchase of said property, and such entries shall be made in ink and shall not in any :Wanner be erased, obliterated or defaced. It shall be the further duty of every such dealer or buyer to make out and deliver to the police department of the city, every day before the hour of 12:00 m. a legible and correct copy from said register, of all property received or purchased during the preceding 24 hours, and a good description of the person or persons from whom the same were purchased. Section 2. RECORD OPEN FOR IivSPECTIuN. Such register shall at all times be kept open to the inspection of the commissioners, city manager and the police department. Such dealer or buyer shall also upon request exhibit to any such officer for inspection any article or articles so purchased or received by him. Section 3. SHALL NOT PURCHASE OF PERSONS UNDER 16 YEARS OF AGE OR STOLEN PROPERTY. No such dealer or buyer shall purchase or receive any such article or property of person or persons under the age of 16 years, nor buy or purchase any stolen property which he may from any cause have reason to believe or suspect cannot be rightfully or lawfully sold by the person so offering it for sale. Section 4, SHALL KEEP IN PLAIN VIEW. Every such buyer or dealer shall keep in plain view of the public in some conspicuous place for a period of at least three days from the date and time ofpurchase or receiving same, all articles so purchased or received. Section 5. PENALTY. Any such dealer or buyer who shall violate, fail, neglect or refuse to comply with any provisions, regulation or requirement of this ordinance, shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be fined not less than T<nrenty-five Dollars, nor more than One Hundred Dollars. Section 6. ADDITIONAL PENALTY. That in addition to the penalty provided for in Section 5 of this ordinance, any such dealer or pawnbroker licensed under the terms of any ordinance of the City of Salina that violates, fails, neglects or refuses to comply with the terms of this ordinance shall forfeit such license upon hearing before the Board of Com.;iss Toners of the City of Salina after five-day notice duly given of the time and place of such hearing. Section 7. This ordinance shall take effect and be in force from and after its publication in the o: -'ficial city paper.
