i"FiFREAS, the City of Salina has by ordinances provided for the construction, maintenanc
and operation of its sewer system and of a !Vain unitary Sever in 1.-ain Sewer District
"I.N` for the purpose of disposing of the sevra.ge mn such district, and
',.FRFAS, on account of the elevation of the existing main sewers adjacent to said
Sewer District "uV", it is impracticable and too expensive to excavate in connecting
such main sewer in Main Sewer District "W", with any other main sewer district or
main intercepting se-wor now existing, so as to dispose of the se,!,age in said ivain
Sewer District 111".V", and
i??REAS, in order to provide an outlet for the se,,age of the main sewer constructed,
o-erated and maintained in Main Sewer District "'K% it is necessary in the judgment
of the governing body of the City of Salina to construct a pwnping station for the
purpose of pumping the sewage of such pain Sewer District "N" into the present
existing main sewer located in the intersection of Fourth Street and an east and
.rest public alley next north of Beloit Avenue, in order to conduct the sewage of

Section 1. That tie preambles hereof are hereby incorporated herein. That a

and the extensi ns thereof to the main sewer now existing in the intersection of
r'ourth Street and an east and west public alley next north of Beloit Avenue, be
constructed in the manner provided by law.
Section 2. That the City Engineer of the City of Salina s'.all on or before
the 24th day of November 1947, prepare an('_ file in the office of the City Clerk,
plans and specifications for the construction of the punpin station provided for
in Section 1 of this ordinance which shall be of the proper c:11aracter and at the
pro )er location to pump the sewage of said Sewer District into the main sel,rer
at present existing in the intersection of Fourth Street and an east and west public
alley next na-th of Beloit Avenue, so as to conduct the se.vag,e from i.:ain Sewer Dis-
trict "tiJ" and extensior;s thereof to a noint of outlet as a part of the selyfige
disposal system of the City of Salina, rlansas, and shall on or before said date
prepare and submit to the Board of Commissioners under oath detailed estiT:,Rtes
of t-�e cost trnereof andthat thereafter the City Clerk shall advertise for three

bidder therefor; provided that such bids shall not exceed the estimated cost thereof

Section S. That for the payment of the cost of such v,ork the bzildirig and
construction of said pumping station, the Board of Cor,,Tiissioners of the City of
Salina, Kansas, shall issue improvement bonds of said city, in an amount not to
exceed cost of such work and Luprovements, to be payable i_a four approximately
ecual annual installments and to bear interest at not to exceed 5/ per annum from
the date of such bonds, and for the purpose of paying such bonds and interest as they
severally mature, the Board of Cwxlissioners shall annually levy a tax upon all real
and personal property in the City of Salina in an amo nt sufficient to pay the

annual installments of such principal and interest, and pending issue and sale of
such bonds, temporary notes shall be issued according to lain, to pay the cost of
such work.
Section 4. That before tie station herein provided for shall be
constructed, the plans and specifications therefor shall first be submitted to the
department of t,.e Board of Health of the State of Kansas and be approved by such
department.
Section 5. This ordinance shall take effect and be in full force from and
after its publication in the official city paper.

IAN ORDINANCE providing for the construction of a pumping station for the

thereof, into the existing sewer located in the intersection of Fourth

prepare and submit to the Board of Coimmissioners under oath detailed
estimates of the cost thereof and that thereafter the City Clerk small
advertise for three consecutive days in the official city paper for
sealed proposals for the building and construction of such pumping
station according to such plans and specifications, which proposals
shall be filed with the City Clerk on or before the time fixed in such
notice, at which time the Board of Commissioners may let a contract for
the bu_lding and construction of such pumping station to the lowest and
best responsible bidder therefor; provided that such bids shall not ex-
ceed the estimated cost thereof and provided further that said Board shall
reserve the right to reject any and all such proposals and that if no
responsible bids shall be received within said estimated cost said Board
may proceed and build such pumping station within such estimated cost.
Section 3. That for the payment of the cost of such work the building
and construction of said pumping station, the Board of Commissioners of the
City of Salina, Kahsas, shall issue improvement bonds of said city, in an
amount not to exceed the total cost of such work and improvements, to be
payable in four approximately equal annual installments and to bear in-
terest at not to exceed 5% per annum from the date of such bonds, and for
