AN ORDINANCE authorizing and providing for the issuance of Improvement
Bonds of the City of Salina, Kansas, in the sum of $30,661.36, to pay the
cost of improving certain streets in said City to be designated as Series
Number P-142.
WHEREAS, pursuant to proceedings duly had according to law, contracts have
been let and performed for the construction of the following street improve-
ments in the City of Salina, Kansas, to -wit:
Curbing, guttering and grading of Frost Street
from the west line of Ninth Street to the east
line of Tenth Street, as provided for in Reso-
lution Number 898 and Ordinance Number 5175.
Curbing, guttering and grading of Franklin
Street from the west line of Merrill Street to
the west line of Hancock Street, as provided
for in Resolution Number 902 and Ordinance
Number 5175.
Curbing, guttering and grading of Eleventh
Street from the south line of Claf lin Avenue,
thence south to the north line of Cloud Street
as provided for in Resolution Number 911 and
Ordinance Number 5175.
Curbing, guttering and grading of the north
side of Cloud Street from the west line of
Ninth Street thence west to the City Limits,
as provided for in Resolution Number 912 and
Ordinance Number 5175.
Curbing, guttering and grading of the north
side of Franklin Avenue from the west line of
Eleventh Street, thence west to the east line
of Sherman Street, as provided for in Reso-
lution Number 919 and Ordinance Number 5175.
Curbing, guttering and grading of Eighth
Street from the south line of Otis Avenue,
thence south to the north line of Antrim
Avenue, as provided for in Resolution Num-

Curbing, guttering and grading of Seventh Street
from the north line of Grand Avenue to the south

lution Number 861 and Ordinance Number 5175.
Curbing, guttering and grading of North Street
from the east line of Fourth Street thence
east to the west line of Second Street as pro-
vided for in Resolution Number 932 and Ordinance
Number 5175.
Curbing, guttering and grading of Penn Avenue
from the north line of Smoky Hill Drive, thence
north to the south line of Gypsum Avenue, as pro-
vided for in Resolution Number 918 and Ordinance
Number 5175.

to the west city limits, as provided for
in Resolution Number 910 and Ordinance
Number 8175.
WHEREAS, the total cost of said improvements has been ascertained and the
portion thereof in the amount of $10,934.77 to be paid by general taxes
to be levied upon all taxable property within said City for the improve-
ment of squares and areas formed by the orossing of streets and alleys
and for the improvement of any of said streets where the same is through
or adjacent to property of the city for which the city is liable, and for
which bonds are to be issued; and
WHEREAS, the total cost of said curbing, guttering and grading of said
streets, which are to be paid by special assessments and to be levied upon
lots and pieces of ground liable for the payment of said curbing, guttering
and grading in said streets has been ascertained and has been hereby found
and determined to be the sum of $23,725.62, which amount has been hereto-
fore duly assessed and apportioned to the several lots and pieces of ground
liable therefore according to law provided for in the ordinance of the
City of Salina, Kansas, relating thereto, duly passed and approved, of
which amount the sum of $3,999.03 has been duly paid by the property owners
liable therefore, leaving a balance of $19,726.59, for which bonds are to
be issued; and
WHEREAS, bonds in the aggregate sum of $30,661.36 are to be issued to pay
the actual net cost thereof;
BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas:
Section 1. That the foregoing preambles be and they are hereby
authorized as a part of this ordinance and that for the purpose of pro-
viding funds to pay the cost of the improvements herein above referred to
and described in the Ordinanves and Resolutions hereinbefore referred to,
there shall be issued Interanl Improvement Bonds of the City of Salina,
Kansas, in the total principal sum of $30,661.36, which shall consist of
Thirty bonds numbered I to 30, inclusive, all dated July 1, 1948, which
shall bear interest at the rate of one and one-half (12p)
per cent per annum from and after said date until the respective maturi-
ties of said bonds, payable semi-annually on February 1st and rte,¢ vJ vsT,
1st, of each year, said interest to be evidenced by interest coupons as
herein provided for and said bonds shall become due as follows:
Bonds Numbered 1 to 6Jd, for $1,000.00 each except
Number 1 is for $1,661.36, due August 1, 1948,
Bonds Numbered 7 to 14 for $1,000.00 each, due
August 1, 1950.
Bonds Numbered 15 to 22 for 01,000.00 each, due
August 1, 1951.
Bonds Numbered 23 to 30 for $1,000.00 each, due
August 1, 1952.
Section 2. Said bonds shall be signed by the Mayor and shall be
attested by the signature of the City Clerk and corporate seal of the City
shall be affixed thereto and said bonds shall have attached thereto interest
ooupons representing the interest thereon, which coupons shall be in the
form provided by law and shall bear the printed or lithographed facsimile
signature of the Mayor and City Clerk of said city and said bonds and
interest coupons shall be registered in the Office of the City Clerk and
in the office of the Auditor of State, as required by law.
Section 3. Said bonds shall be designated as Series P-142 and
shall be in the form and shall contain recitals substantially as follows:

KNOVI ALL RSN BY THESE PRESENTS, That the City of Salina in the County
of Salina, State of Kansas, acknowledges itself to be indebted and for value
received hereby promises to pay to the bearer of the sum of
DOLLARS in lawful money
of the United States of America, on the first day of
19 with interest thereon from the date hereof at the rate of
, payable semi-annually—on the
first day of and in each
year, on presentation and surrender of the interest coupons hereto annexed as
said coupons severally become due, both principal and interest of this bond
being payable at the office of the State Treasurer of the State of Kansas, in
the City of Topeka, Kansas. And said City of Salina, Kansas, is held and
firmly bound b-; these presents and the full faith, credit and resources of
said city are hereby irrevocably pledged for the payment of said principal_
and interest at maturity.
This bond is one of a series of bonds of like date and tenor,
excepting denomination and maturity, aggregating the principal sum of
$30,661.36, issued by the City of Salina, Kansas, for the purpose of pay-
ing the cost of constructing certain curbing, guttering and grading improve-
ments in said city by the authority of and in full compliance with the pro-
visions, restrictions and limitations of the constitution and laws of the
State of Kansas, including Sections 10-101 to 10-115, 12-601 to 12-608 and
13-1011 and 13-1011A, all in the General Statutes of Kansas 1935, and such
sections as amended, and all other provisions of the laws of said state
applicable thereto, and this bond and all other bonds of this series, and
all interest thereon are to be paid by the City of Salina, Kansas.
And it is hereby declared and certified that all acts, conditions,
and things required to be done and to exist precedent to and in the issuance
of this bond have been properly done and performed and do exist in due and
regular form and manner as required by the constitution and laws of the State
of Kansas, and that the total indebtedness of said city, including this
series of bonds, does not exceed any constitutional or statutory limitation.
IN WITNESS WHEREOF, the said City of Salina, Kansas, has executed this
bond by causing it to be signed by its Mayor and its corporate seal to be
hereto affixed, attested by its city Clerk and the coupons hereto attached
to be signed with the facsimile signatures of said officers, and this bond
to be dated the first day of 1948.

Section 4, The Mayor and City Clerk are hereby authorized and
directed to
prepare and execute the bonds hereinbefore described and to
advertise and sell the same in the manner provided by law, and when
duly executed and register6d to deliver said bonds to the purchaser
or purchasers thereof.
Section 5. The full faith, evedit, and resources of the City of
Salina, Kansas, shall be, and the same are hereby irrevocably pledged
for the prompt payment of said bonds and all interest thereon. The
Board of Commissioners of the City of Salina, Kansas, shall annually make
provision for the payment of the principal and interest on said bonds as
the same become due by levying taxes and assessments upon the property
liable therefore as provided by law.

and after its publication in the official city paper.
