5273 Issue GO Bonds, Series A-141- - - ----- URDII41111 CE IVO. 5273 (Published in the Salina Journal 1 948) - - - -- — Aid ORDIiANCE authorizing and providing for the issuance of bonds of the City of Salina, Kansas, in the sum of $203,250.00 to pay the city's chare of the actual cost of land to be acquired outside of the limits of said city to extend the municipal airport of said city and to pay the city's share of the cost of improving, equipping and developing said lands so acquired, and the lands now constituting said municipal airport for aviation purposes, to be designated as Series 4___L I vGdEREAS, at an election duly called and regularly held in the City of Salina, Kansas, on June 24, 1947, there was submitted to the qualified electors of said i city the proposition of "Shall the City of Salina issue its bonds in the amount of $203,250.00 for the purpose of purchasing and acquiring land to extend the municipal airport and to improve, equip and develope all of the municipal air- port as extended, for aviation purposes, the proceeds of said bonds to be used for the purpose of paying the city's share of the total project estimated at a cost of 4400,000.00, the balance and remainder of said total cost to be paid on a ratio of one-half the total of said improvements and one-fourth of the actual cost of said land to be acquired by a grant of funds to be obtained from the Civil Aeronautics Administration or some similar federal agency vihich said grant shall be used exclusively to aid the City of Salina in paying the cost of said project"; all pursuant to Ordinance Number 5221 of said city and the laws of the State of Kansas; and VhHEREAS, all directives of said Ordinance Number 5221 and the requisites of the laws of the State of Kansas were fully and timely complied with; and i VSHEAS, at such election, a majority of the votes cast thereat upon said proposi- tion, were cast in favor of authorizing the said City of Salina to issue its bonds in said sum for such purpose, all as duly and regularly determined by the Board of Co,.uaissioners meeting as a Board of Canvassers (ex-officio) in the manner and form required by law, and 4HEREAS, Murray A. Wilson, a competent engine-�r, by Resolution Number 1013, duly adopted by the zoard of Commissioners of said city, was directed to and did sub- mit unto said Board of Cormnissioners, under oath, a detailed estimate of the cost of said land and of the improving of said municipal airport for aviation p g p purposes, all in compliance with the directives of said Resol-ation Number 1013; and jK-HEREAS, said Board of Commissioners did receive, accept and approve said detailed estimate of the cost thereof; and I ' VHEREAS, said estimate of cost was the sum of x$400,000.00 and, -HEREAS, the Civil Aeronautics Administration has allocated 4196,750.00 to con- tribute unto the acquisition of said land and the said improvement of said municipal airport, all as set forth in said estimate; and %VHEREAS, the actual net cost of said project to the City of Salina is the esti ated sum of $203,250.00; and 30, NOVV TH;iREFORE, BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas: Section 1. That the foregoing preambles are hereby made a part of this i - ordinance. That in the opinion of the Board of Cotmnissioners of the City of Salina, thepublic safety, service and welfare can be advanced by the municipal i airport of the City of Salina being extended by acquiring land to extend the same, and by the equipment, improvement and development of the said municipal airport as now constituted and as to be extended by acquiring land, as aforesaid, all for aviation purposes, as heretofore duly authorized by the qualified electors of said city; and that said board deems it necessary for said land to be so ac- quired and for said airport, as extended, to be equipped, improved and developed i for the purposes aforesaid. That for the purpose of paying the city's share of tie cost of acquiring said land and improving said airport as extended, it is 1 1 1 hereby ordered that Internal Improvement and general obligation bonds of the City of Salina, Kansas, in the total principal sum of 4203,250.00, be issued, being the city's share of the cost of said land and said improvement, as hereto- fore duly authorized by the qualified electors of said city. That the sum of 0203,250.00 shall be represented by one bond of the principal sum of X1,250.00, numbered 1 and 202 bonds of the principal sum of 41000.00 each numbered 2 to 203, both inclusive and said bonds shalom all be dated February 1, 1948 and shall bear interest at the rate of 1-3/4 percent per annum from and after the date thereof, payable August 1, 1948, and semi-aniaually thereafter on February 1 and August 1 of each year, said interest to be evidenced by interest coupons as he--e- in provided for and said bonds shall become due as follojgs: 1vos. 1 to 21 on February 1, 1949 Nos. 22 to 42 on February 1, 1950 Nos. 43 to 63 on February 1, 1951 Tilos. 64 to 83 on February 1, 1952 i1os. 84 to 103 on February 1, 1953 Nos. 104 to 123 on February 1, 1954 Nos. 124 to 143 on February 1, 1955 Nos. 144 to 163 on February 1, 1956 Twos. 164 to 183 on February 1, 1957 Nos. 184 to 203 on February 1, 1958 Section 2. This bond is one of a series of 203 bonds of like date and tenor, excepting number and maturity, and that Bond No. 1 is in the principal sum of 41,250.00, aggregating the principal sum of 4203,250.00, issued by the City of Salina, Kansas, for the purpose of paying the said city's share of the cost of acquiring land to extend the municipal airport and to equip, improve and develop the said municipal airport, as extended, by the authority of and in full compliance with the provisions, restrictions and limitations of the State of Kansas, including Sections 10-101 to 10-125, both inclusive, of the General Statutes of Kansas, 1935, and Section 3-113 of the 1945 supplement to the General Statutes of Kansas, 193x7, and all amendments thereto, and all other provisions of the laws of said State applicable thereto, and this bond and all other bonds of this series, and all interest thereon are to be paid by the City of Salina, Kansas. And it is herebyd eclared and certified that all acts, conditions and things required to be done and to exist precedent to and in the issuance of this bond have been properly done and performed and do exist in due and regular form and manner as required by the Constitution and laws of the State of Kansas, and that the to Pal indebredness of said City, including this series of bonds, does -lot exceed any constitutional or statutory limitation.
