AN ORDINANCE relating to and apportioning and levying special assessments on certain
lots and pieces of ground in the City of Salina, Kansas, to pay the cost of curbing,
guttering, paving and grading of Norton Street from the north line of Claflin Avenue
to the north line of Kirwin Avenue; for the curbing, guttering, paving and grading of
Quincy Street from the north line of Claflin Avenue to the north line of Kirwin Avenue;
and for the curbing, guttering, paving and grading of Woodland Avenue from the west
line of Ninth Street to the east Uns of Broadway Boulevard; and relating to and pro-
viding for the collection and payment of such assessments.
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF SALINdA., KANSAS:
Section 1. That for the purpose of paying for that part of the cost of improve-
ments of certain portions of certain streets as hereinafter set forth in the following
sections of this ordinance which is chargeable to the private property in the assessment
districts for each of such improvements, respectively, as set forth in the following
sections of this ordinances with respect to each of such improvements there are hereby
levied and assessed on the property liable therefor, being all the lots and pieces of
ground lying on either side of said tract of street so improved, respectively, to the
middle of the block for the distance improved, with respect to the improvements mentioned
in Sections 2, 3 and 4 of this ordinance, according to the appraised value of such lots
and pieces of ground with respect to each such improvement, without regard to the build-
ings or improvements thereon, special assessments covering the cost of such work and
improvements and said special assessments being based on the special valuation and
�ppraisement of said lots and pieces of ground heretofore made by three disinterested
appraisers appointed 'by the Board of Commissioners of the City of Salina, Kansas,with
respect to each of such improvements, which said appraisers are hereby referred to and
made parts of this ordinance, and the several amounts levied, app6rtioned and assessed
against the lots and pieces of ground for each of such improvements, respectively, for
the purppse aforesaid, are hereby found and determined to be the amounts set forth in
the following sections of this ordinance with respect to each of said improvements.
Section 2. For that part of the cost of curbing, guttering, paving and grading
of Norton Street from the north line of Claflin Avenue to the north line of Kirwin
Avenue, which is chargeable against the private property w ithin the district chargeable
therefor, and which cost is hereby determined to be $3,219.27, there is hereby levied,
apportioned and assessed against the following described lots and pieces of land as pro-
vided for in Section 1 of this ordinance, the following amountst

Section 5. Said amounts levied, apportioned and assessed aforesaid will be due
and collectible in ten equal installments, the first becoming due with the taxes levied
for the year 1949 and one of said installments falling due each and every year thereafter
until all are paid, and all to be collected with interest as in this ordinance provided,
PROVIDED, HOWEVER, THAT the owner of any piece of property liable for any such assess-
went may redeem his property from such liability by paying into the City Treasury the
entire amount chargeable against the same, as in this ordina.ncedesignated, at any time
in
with thirty days after the publication of this ordinance and before the issuance of
bonds of said city in payment of the balance of the cost of said improvements, and the
property so paid on shall not thereafter be liable for any further assessments for the
cost of said improvements nor for any part of said bonds.
Section 6. There is hereby further levied, and assessed against each lots and
piece of ground described in this ordinance, interest at such rate per annum as shall be
borne by the bonds hereafter to be issued for the payment of the remaining unpaid cost
of such improvements, to be hereafter determined and fixed by ordinance when such bonds
afe issued, on all of said installments mentioned and provided for in this ordinance,
from the mate of the bonds to be issued at the end of thirty days as specified in the
pre-
ceding sections hereof, as by law provided, to the time of the collection of the last
installment as provided by law, which said interest shall be collected annually at the
same time and in the same manner as said installments are collected, and After taking
effect of this ordinance and fixing of said interest rate when s uch bonds are authorized
and i ssued, it shall be the duty of the City Clerk of said city to annually at the same

time other taxes are certified and until all of sAid installments and assessments
so
apportioned herein have been certif jred, certify to the county Clerk of Saline Courtly,
Kansas, a full list of all property liable to assessment and taxation for s}ich work
and improvement, except such property on which the special assessments aforesaid have
been paid in Rall as hereinbefore provided, together with the respective amounts due
on each of such lots and pieces of ground, which amounts shall include the an.nue.A,

installments of such special assessments together with the interest for one yezr at the
rate to be fixed as provided for in this ordinance, on all unpaid balances of such
assessments, and such amounts so certified as herein provided shall be placed upon the
tax roll by the County Clerk of Saline County,Kansas and collected a
