5509 Storm Sewer Improvements Minneapolis Avenue- - ORDI,":ANCE NO. 5509 (Published in the Salina Journal AN ORDIPdANCE providing for th Salinae consuructi.on of a certain storm sewer in the City of , and providing for the letting of contract for such construction and for the payment of the cost thereof. i BE, IT OR.DAIiQED by the Board of Commissioners of the City of Salina, Kansas. Section 1. That it is necessary and it is hereby ordered that a storm se. -ver, together with all neeessary inlets, inlet connections, manholes, connecting lines, sluice gates and other appurtenances, be constructed in the City of Salina along the following course, to -wit:. Section 3. That for the payment of the cost of such work, the board of Com - G neral Obligation missioners sh2i issue/Improvement Bonds of the City of Salina, Kansas, in an amount not to exceed the total cost of such work and improvements, except as herein provided, to be payable in four �approximately equal annual installments and to bear interest at not to exceed 5; per annum from the date of such bonds, and for the purpose of paying such bonds and interest as they severally mature, the Board of Commissioners shall annual t, levy a tax upon all real and personal property in the City of Salina in an amount suf- ficient to pay the annual installments of such principal and interest, and that pending the issue of such bonds, temporary notes shall be issued according to law, to pay the cost of such work. Beginning at an existing manhole at the intersection of hinneapolis j Avenue and Quincy Street, thence east ?n Minneapolis Avenue a dis- tance of 535 feet to a manhole to be constructed at the intersection Of 11i.nneapolis Avenue and Norton Street, thence south ,en Norton. Street a distance of 650 feet to a manhole to be constructed at tie intersection of Nortion Street and Jewell Avenue, being the terminus of storm sewer. Section 2. That on or before the 25th day of September 1950, the City Engineer shall prepare and file in the office of thei C ty Clerk, detailed plans and specifications for the constructic,n of the storm sewer provided for in Section 1 of this ordinance with vitrified and/or corrugated metal pipe, bituminous coated, and/or concrete sewer pipe or any combination of such types of sewer pipe and on or before the same date shall prepare and file in the office of the City Clerk, under oath, detailed estimates Of cost thereof. After such plans and specifications and estimate of cost shall have been filed, the City Clerk shall advertise by advertisements published in the official city paper for at least three consecutive days for sealed proposals for the building and construction of such storm sewer* and at the time and place mentioned, the Board of Commissioners may contract with the lowest and best responsible bidder therefor for the building and construction of such storm servers, but the right to reject any and all bids shall be and is hereby reserved; and provided further that if no responsible person shall propose to enter into a contract at a price not exceeding the estimated cost, then the Board of Commissioners may proceed to construct said improvements p is witnzn the estimated cost thereof and shall purchase the necessary tools, apparahtis and materials and employ the necessary labor for the purpose of constructing the same. Section 3.
