AN ORDINANCE relating to and apportioning and levy-in� special assessments on
certain lots and pieces of ;round in the -Ci ty of Salina, Kansas, to na•r the

Avenue to the south line of Otis Avenue; for the paving and grading of
Eleventh Street from the south line of Pacific Avenue to the north line of
Harsh Avenue; for the grading and paving of Funston Street from the south
line of Repub _ic Ave ,,ie to the north line of Sul t ;give; for the paving;
and grading of Hamilton Avenue from the ?nest line of Ninth Street to the
west line of Eleventh Street; for the pav5n7 and grading of Hancock Street
from the north line of Venango Street to the south line of Re nablic Avenue;
for the paving and grading of Je,,vell Avenue from the west line of Ninth
Street to the ;best line of Eleventh Street; for the pavin; and grading of
11ontrose Street from thenorth line of Charles Street to the north line of
Prescott Avenue; for the paving and grading of Pershing Street from the north
line of JeF;,ell Ave -nue to the north line of KinTan Avenue; for the Leaving and
grading of Tenth Street from the south line of Harsh Avenue to the south
line of Pacific Avenue; for the paving and gracing of Thirteenth Street from
the north line of Lincoln Avenue to the north line of North Street; for the
paving and grading of Thirteenth_ Street from the south line of Broadway
Boulevard to the south line of Lincoln Avenue, and relating to and providing
for the collection and payment of such assessments.
BE IT ORD MED by the Board of Commissioners of the City of Salina, Kansas:
Section 1. For the :-)urpose of paying for that part of the cost of
improvements of certain portions of certain str,^ets as hereinafter set forth
in the follol;r_ing sections of this ordinance tn,iich is chargeable to the ;private
property in the assessment districts for each of such im;_,rove.nents, respect-
ively,as set forth in the follovring sections of this ordinance ,7..ith respect
to each of such improvements there are hereby levied and assessed on the
property liable therefor, beim- all the lots and nieces of ground lying on
either side of said streets so improved, respectively, to the middle of the
block for the distance improved, vjith respect to the improvements mentioned
in Sections 2, 3, 4, 5, 6, 7, 3, 9, 10, 11 and 12 of this ordinance, accord-
in- to the appraised value of such lots and pieces of ground tiaith respect
to each such improvement, without regard to the buildings or improvements
thereon, special assessments covering the cost of such arork and improvements,
said special assessments being based on the special valuation and appraise-
ment of said lots and pieces of _round heretofore made by three disinterested
a_apraisers appointed by the Board of Commissioners of the City of Salina,
Kansas, with respect to each such improvement, v,nich said appraisements are
hereby referred to and made parts of this ordinance, and the several amounts
so levied, apportioned and assessed against the lots and pieces of around for
each such improvements, respectively, for the purpose aforesaid, are hereby
found and determined to be the .amounts set forth in the following sections of
this ordinance with respect to each of said improvements.
Section 2. For that part of the cost of grading and paving Eighth Street
from the north line of Antrim Avenue to the south line of Otis Avenue, which
is chargeable against the private property i'vithin the district chargeable
therefor, and vrhich cost is hereby determined to be X4,129.47, there is hereby
levied, apportioned and assessed against the follo-vring described lots and

Section 13. Said amounts so levied, apportioned and assessed aforesaid .gill
be due and collectible in ten equal installments, the first becoming; due -with the
taxes levied for the year 1950 and one of said installments f allinc- due each and
every year thereafter until all are paid, and all. to be collected .°rith interest
as in this ordinance provided, PROVIDED, I -I , ,R, that the o.,,ner cf any piece of
property liable for any such assessment may redeem his property from such liability
by paying into the City Treasury the entire amount chargeable against the same, as
in this ordinance designated, at any time within thirty days after the publication
of this ordinance and before the issuance of bonds of said city in payment of the
balance of the cost of said improvements and the property so paid on shall not
thereafter be liable for an -%r further assessments for the cost of said improvements
nor any part of said bonds.
Section 14. There is hereby further levied and assessed against each lot and
piece of ground described in this ordinance, interest at such rate per annum as shall
be borne by the bonds hereafter to be issued for the payment of the remaining unpaid
cost of such improvements, to be hereafter determined and fixed by ordinance Yhen
such bonds are issued, on all of said installments mentioned and provided for in
this ordinance, from the date of the bonds which may be issued at the end of thirty
days as specified in the preceding sections hereof, as by law provided, to the
time of the collection of the installment as provided by law, -which said interest
shall be collected annually at the same time and in the same :Wanner as said install-
ments are collected, and after the taking effect of this ordinance and the fixing
of the said interest rate vihen such bonds are authorized and issued, it shall be the
duty of the City Clerk of said Citir to annually at the s.rMe time other taxes are
certified and until all of said assessments so apportioned and levied have been
certified to the County Clerk of Saline County, Kansas, a full list of all property
liable to assessment and taxation for such work and improvement, except such prop-
erty on Tihich the special assessments aforesaid have been paid in full as herein-
before provided, together with the respective amounts due on each of such lots and
