ORDINANCE NUMBER 90-9418
AN ORDINANCE PROVIDING FOR THE AMENDMENT OF ORDINANCE
NUMBER 8526, THE SAME BEING CHAPTER 42 OF THE SALINA CODE, AND THE
ZONING DISTRICT MAP THEREIN AND THEREBY ADOPTED AND PROVIDING
FOR THE REZONING OF CERTAIN PROPERTY WITHIN THE CITY AND
PRESCRIBING THE PROPER USES THEREOF.
WHEREAS, all conditions precedent for the amendment of the Zoning
District Map, the rezoning of certain property therein, hereinafter described has
been timely complied with, and SO NOW, THEREFORE,
BE IT ORDAINED by the Governing Body of the City of Salina,
Kansas:
Section 1. AMENDMENT. PLANNED DEVELOPMENT DISTRICT/
MANUFACTURED HOMES. That the Zoning District Map of the City of Salina,
Kansas, duly adopted and published as a part of Ordinance Number 8526, the
same being Chapter 42 of the Salina Code, be and it is hereby amended so that
the following described property be rezoned as follows, to wit:
Lots Eleven (11), Thirteen (13), Fifteen (15), Seventeen
(17), Nineteen (19), Twenty-one (21) and Twenty-three
(23), Block Twenty-seven (27), Episcopal Military Institute
Addition to the City of Salina, Saline County, Kansas.
shall become a part of District "PDD/MH-S", PLANNED DEVELOPMENT
DISTRICT/ MANUFACTURED HOMES.
Section 2. CONDITIONS OF APPROVAL. That the use of said
described property
shall be subject
to all the
conditions, restrictions and
limitations as made
and provided for in
Ordinance
Number 8526, the same being
Chapter 42 of the
Salina Code, with
reference
to PLANNED DEVELOPMENT
DISTRICTS/MANUFACTURED HOMES. Development of the property shall be
subject to the plans on file with the Planning Commission and/or City Clerk and
I the following conditions, to wit:
(1) Housing units placed in this development must have
been constructed after January 1, 1985, and must
contain a seal indicating they were built according to
National Manufactured Home Construction and Safety
(HUD Code) Standards.
(2) The units must have a minimum width of fourteen (14)
feet and a minimum main floor area of seven hundred
eighty (780) square feet.

(3) The units shall be placed upon a basement, slab, piers
or other permanent foundation that complies with
Uniform Building Code requirements so as to be
classified and taxed as real property under K.S.A.
79-340 and shall be permanently anchored to and
supported by permanent footings extending to the frost
line. Anchoring straps or cables affixed to ground
anchors shall not be considered sufficient. Exterior
over -the -top tie downs shall not be permitted.
(4) If interior piers are used for the foundation, the
crawispace shall be enclosed by a permanent, full
perimeter exterior wall consisting of concrete or
masonry.
(5) The exterior wall covering must consist of siding
materials customarily used on conventional dwellings,
including, but not limited to, wood, vinyl or metal lap
siding, vertically or horizontally grooved wood siding.
Flat, ribbed or corrugated metal or plastic panels shall
not be permitted.
(6) The unit roof must be double pitched and shall be
covered with materials customarily used on conventional
dwellings. Roofing materials shall not consist of
corrugated fiberglass or metal. The roof must
overhang both side walls or the front end wall of the
unit by at least six (6) inches.
(7) The hitch, axle and wheels must be removed from all
units.
(8) The unit must be permanently connected to all utilities
in conformance with applicable city codes.
(9) Each lot shall have a separate entrance from a public
street and two (2) off-street parking spaces.
(10) Minimum size of outbuildings shall be ten feet (10') by
ten feet (10') . Detached garages shall be allowed and
shall meet city building code requirements.

Section 3. TIME SCHEDULE FOR COMPLETION. Development of the
site shall be timed according to the following schedule, to -wit:
1. Complete Development - Ten (10) Years from the date of
publication of this ordinance.
Section 4. That this ordinance shall be in full force and effect from
and after its adoption and publication once in the official city newspaper.
