AN ORDINANCE authorizing and providing for the issuance of Improvement Bonds of the City
of Salina, Kansas, in the sum of $89,123.48 to pay the cost of improving certain
streets in said city to be designated as Series Number P-148.
1MIEREAS, pursuant to proceedings duly had according to law, contracts have been let and
performed for the construction of t'le follo-yring street improvements in the City of Salina,
Kansas, to -wit:
Curbing, guttering and grading of Antrim Avenue from the
center line of Santa Fe to the center line of Third Street,
as provided by Resolution Number 989 and Ordinance Number
5293.
Curbing, guttering and grading of Antrim Avenue from the
west line of Ninth Street to the center line of Eleventh
Street, as provided by Resolution Number 1001 and Ordin-
ance Number 5293.
Curbing, guttering and grading of Antrim Avenue from the
center line of Eighth Street test to the center line of
Ninth Street, as provided by Resolution Number 995 and
Ordinance Number 5293.
Curbing, guttering and grading the north side of Claflin
Avenue beginning at the present curbing and guttering
which is ten feet west of the southwest corner of Lot 20,
Block 2, Pleasantview Addition, City of Salina, Kansas,
thence west to the east line of Pershing Street, as
provided by Resolution Number 999 and Ordinance Number
5293.
Curbing, guttering and grading the north side of Cloud
Street from the east line of Ninth Street to the west
line of Highland Avenue, asprovided by Resolution Number
1020 and Ordinance Number 5293.
Curbing, guttering and grading of Eleventh Street from
the center line of Pacific Avenue to the center line of
Harsh Avenue, as provided by Resolution Number 986 and
Ordinance Number 5293.
Curbing, guttering and grading of Eleventh Street from
the center line of Lincoln Avenue to the center line of
Grand Avenue, as provided by Resolution Number 993 and
Ordinance Number 5293.
Curbing, guttering and grading of Fifth Street from the
south line of Pacific Avenue to the north line of Wood-
land Avenue, as provided by Resolution Number 988 and
Ordinance Number 5293.
Curbing, guttering and grading of Fifth Street from the
south line of Otis Avenue to the north line of Euclid
Avenue, as provided by Resolution Number 996 and Ordin-
ance Number 5293.
Curbing, guttering and grading of Fifth Street from the
north line of Grand Avenue to the center line of Wood-
land Avenue, as provided by Resolution Number 979 and
Ordinance Number 5293.
Curbing, guttering and grading of Grand Avenue on the
north side from the east line of Santa Fe Avenue to
the east line of Fifth Street and on the south side
from a point 78 feet east of the east line of Santa
Fe to the east line of Fifth Street, as ,provided by
Resolution Number 980 and Ordinance Number 5293.
Curbing, guttering and grading of Johnstown Avenue
from the east line of Ohio Avenue to the center line
of Riverside Drive, as provided by Resolution Number
994 and Ordinance Number 5293.
Curbing, guttering and grading of Pershing Street from
the south line of Kirwi.n Avenue to the north line of
Claflin Avenue, as provided by Resolution Number 998
and Ordinance Number 5293.

the east line of Phillips Street to the west line of

the west line of Fourth Street to the west line of
Osborne Street, as provided by Resolution Number 1069
and Ordinance Number 5338.
Curbing, guttering and grading of Harsh Avenue from
the west line of Eighth Street to the east line of
Ninth Street, as provided by Resolution Number 1060
and Ordinance Number 5338.
Curbing, guttering and grading of Harsh Avenue from
the west line of Seventh Street to the east line of
Eighth Street, as provided by Resolution Number 1062
and Ordinance Number 5338.
Curbing, guttering and grading of Wilson Street from
the west line of Sherman Street to the east line of
Custer Street, as provided by Resolution Number 1058
and Ordinance Number 5338.
Section 1. That the foregoing preambles be and they are hereby authorized as a
part of this ordinance and that for the purpose of providing funds to pay the cost
of the improvements herein above referred to and described in the Ordinances and
Resolutions hereinbefore referred to, there shall be issued Internal Improvement Bonds
of the City of Salina, Kansas, in tle total principal sum of $89,123.48, Aich shall
consist of eighty-nine bonds numbered 1 to 89, inclusive, all dated December 1, 1919,
yhich shall bear interest at the rate ofper cent per annum from
and after said date until the respective maturity of said bonds, payable August 1,
1950 and thereafter semi-annually on February 1st and August lst, of each year, saa.d
interest to be evidenced by interest coupons as herein provided for and said bonds
shall become due as follows:
MEMEAS, the total cost of said improvements has been ascertained and the portion there-
of in the amount of $44,630.70 to be paid by general taxes to be levied upon all tax-
able property within said city for the improvement of squares and areas formed by the
crossing of streets and alleys and for the improvement of any of said streets where the
same is through or adjacent to property of the city for which the city is liable, and
for which bonds are to be issued; and
_SHE REAS,the total cost of said curbing, guttering and grading of said streets, ich
are to be paid by special assessments and to be levied upon lots and pieces of ground
liable for the payment of said curbing, guttering and grading in said streets has been
ascertained and has been found and determined to be the sum of :50,009.80, V ich amount
has been heretofore duly assessed and apportioned to the several lots and pieces of
ground liable therefore according to law provided for in the ordinance of the City of
Salina, Kansas, relating thereto, duly passed and approved, of which amount the sum of
$5517,02 has been duly paid by the property owners liable therefore, leaving a balance
of $44,492.78, for which bonds are to e issued; and
.>rfEREAS, bonds in the aggregate sum of $89,123.48 are to be issued to pay the actual
net cost thereof;
BE IT ORDAI17ED by the Board of Commissioners of the City of Salina, Kansas:

Bonds Numbered 46 to 67, for $1,000.00 each,
due February 1, 1953
Bonds Numbered 68 to 89,for $1,000.00 each,
due February 1, 1954
Section 2. Said bonds shall be signed by the Mayor and shall be attested by the
signature of the City Clerk and corporate seal of the City shall be affixed thereto
and said bonds shall have attached thereto interest coupons representing the interest
thereon, which coupons shall be in the form provided by law and shall bear the printed
or lithographed facsimile signature of the Mayor and City Clerk of said city and said
bonds and interest coupons shall be registered, in the office of the City Clerk and in
the o_Tice of the Auditor of State, as required by law.
Section 3. Said bonds shall be designated as Series P-148 and slaall be in the
form and shall contain recitals substantially as follows:

KNOW ALL TSN BY THESE PRESENTS, That the City of Salina in the County of Saline,
State of Kansas, acknov<'ledges itself to be indebted and for value received here-
by promises to pay to the bearer the sum of DOLLARS
in lawful money of the United States of America, on the first day of bruary,
ith interest thereon from the date hereof at the rate of
per cent per annum, payable August 1, 1950, an
thereafter semi-annua ly on the first days of February and August in each year,
on presentation and surrender of the interest coupons hereto annexed as said
coupons severally become due, both principal and interest of this bond being
payable at the office of the State Treasurer of the State of Kansas, in the
City of Topeka, Kansas, and said City of Salina, Kansas, is held and firmly
bound by these presents and the full faith, credit and resources of said city
are hereby irrevocably pledged for the payment of said principal and interest
at maturity.
This bond is one of a series of 89 bonds or like date and tenor, excepting
denomination and maturity, aggregating the principal sum of $39,123-48, issued
by the City of Salina, Kansas, for the purpose of paying the cost of construct-
ing certain curbing, guttering and grading improvements in said city by the
authority of and in full compliance with the provisions, restrictions and limita-
tions of the constitution and laws of the State of Kansas, including Sections
10-101 to 10-1xC 12-601 to 12-608 and 13-1011 and 13-1011a, all in the General
Statutes of Kansas, 1935, and all amendments thereto, and all other provisions
of the laws of said state applicable thereto, and this bond and all other bonds
of this series, and all interest thereon are to be paid by the City of Salina,
Kansas.
And it is -iereby declared and certified that all acts, conditions, and
things required to be done and to exist precedent to and in the issuance of
this bond have been properly done and performed and do exist in due and regular
form and manner as required by the constitution and laws of the State of Kansas,
and that the total indebtedness of said city, including this series of bonds,
does not exceed any constitutional or statutory limitation.
IN 17ITNESS FfIEREOF, the said City of Salina, Kansas, has executed this bond
by causing it to be signed by its Mayor and its corporate seal to be hereto
affixed, attested by its City Clerk and the coupons hereto attached to be signed
with the facsimile signatures of said officers, and this bond to be dated the
first day of December 1949.

Section 4. The Mayor and City Clerk are hereby authorized and directed to prepare
and execute the bonds hereinbefore described and to advertise and sell the same in

the manner provided by lave, and when duly executed and registered to deliver said
bonds to the purchaser or purchasers thereof.
Section 5. The full faith, credit and resources of the City of Salina, Kansas,
shall be, and the same are hereby irrevocably pledged for the prompt payment of said

bonds and all interest thereon. The Board of Commissioners of the City of Salina,
Kansas, shall annually make provision for the payment of the principal and interest
on said bonds as they severally become due by levying taxes and assessments upon the
property liable therefore as provided by law.
Section 6. This ordinance shall take effect and be in force from and after its
