AN ORDINANCE authorizing and providing for the issuance of Improvement Bonds of the
City of Salina, Kansas, in the sum of $38,093.79 to pay the cost of improving
certain streets in said city to be designated as Series Number P-153•
olHEREAS, pursuant to proceedings duly had according to law, contracts have been let
and performed for the construction of the following street improvements in the City
of Salina, Kansas, to -wit:
Curbing, guttering and grading of Connecticut Avenue from
the south line of Gypsum Avenue to thenorth line of Stack
Avenue, as provided by Resolution Number 1182 and Ordinance
Number 5504.
Curbing, guttering and grading of Delaware Avenue from
the south line of Gypsum Avenue to the north line of Stack
Avenue, as provided by Resolution Number 1183 and Ordinance
dumber 5501.
Curbing, guttering and grading of Kenison Road from the
north line of rflorningside Drive to the north line of Wilson
Street, as provided by Resolution Number 1175 and Ordinance
Number 550..
Curbing, guttering and grading of Morningside drive from
the east line of Front Street to the east line of Kenison
Road, as provided by Resolution Number 1176 and Ordinance
Number 5504.
Curbing, guttering and grading of Stack Avenue from: the
center line of Ohio Street to the east line of Delaware
Avenue, as provided by Resolution Number 1181 and Ordinance
Number 550..
Curbing, guttering and grading of Wilson Street i'rorr the
east line of Front Street to the center line of Sunrise
z;rive, as provided by Resolution Number 1174 and Ordinance
Number 5504.
Curbing, guttering and grading of Beloit Avenue from the
west line of Quincy Street west approximately 300 feet,
as provided by Resolution Number 1155 and Ordinance Number
5467.
Curbing, guttering and grading of Connecticut Avenue from
the north line of Gypsum Avenue to the south line of Stapler
Avenue, as provided by Resolution Number 1167 and Ordinance
Number 5167.
Curbing, guttering and grading of Lelaware Avenue from
the north Eine of Gypsum Avenue to the south line of Stapler
Avenue, as piovided by Resolution Number 1168 and Ordinance
Plumber 5.67.
Curbing, guttering and grading of the south side of Hamilton
Avenue from the center line cf Eleventh Street to tine center
line of Twelfth Street, as provided by Resolution Number 111x.8
and Ordinance Number 5467.
Curbing, guttering and grading of Harsh Avenue from the center
line of Eleventh Street to the center line of Twelfth Street,
as provided by Resolution Number 1151 and Ordinance Number 51.67.
Curbing, guttering and grading of Indiana Avenue from the center
line
of Gypsum Avenue to the south line of Stapler Avenue, as
provided by Resolution Number 1169 and Ordinance Num':er 51.67.
Curbing, guttering and grading of Pacific Avenue from the center
line
of Eleventh Street to the center line of Twelfth Street,
as provided by Resolution Number 1152 and Ordinance 'lumber 5467.
Curbing;, Euttering and grading of Stapler Avenue from the center
line of Delaware Avenue
to the east line of Indiana Avenue,
as
provided by Resolution Plumber 1170 and Ordinance Number 5167.
Curbing, guttering and grading of the east side of T?;relfth
Street from the
center line of Harsh Avenue to the center line
of Hamilton Avenue,
as provided by Resolution Number 1149 and
Ordinance Number 5467.
Curbing, guttering and grading of Twelfth Street from the
center line of Pacific Avenue to the center line of Harsh
Street, as provided by Resolution Thurber 1150 and Ordinance
Number 567.
Curbing, guttering and grading of the north side of Wilson
Street frorn the west line of Front Street to the east line of
Third Street and on the south side of Wilson Street from the
west line of the Front Street toga point 125 feet west of the
west line of Second Street, as provided by Resolution Number
111.6 and Ordinance Number 5467.
JHLREAS, the total cost of said i�tprovements has been ascertained and the portion
thereof in the amount of u22,730.78 to be paid by the general taxes to be levied
upon all taxable property within said city for the improvement of squares and areas
formed by the crossing of streets and alleys and for the improvement of any of said
streets where the same is through or adjacent to property of the city for which the
city is liable, and for -ahich bonds al -e to be issued; and
`rh'ER AS, the total cost of said curbing, guttering and Lrading of said streets, which
are to be paid by special assessments are to be levied upon lots end pieces of ground
liable for the payment of said curbing, guttering and grading in said streets has been
ascertained and has been found and determined to be the sum of $20,015.88, which amount
has been heretofore duly assessed and apportioned to the several lots and pieces of
duly passed and approved
ground liable therefore according to law provided for in the ordinance of the City of
Salina, Kansas, relating thereto, , of which amount the sum of
$4682.87 has been duly paid by the property oimers liable therefore, leaving a balance
Of ?151363.01, for which bonds are to be issued; and

net cost thereof;

BE IT ORLAI14ED by the Board of Commissioners of the City of Salina,Kansas:
Section 1. That the foregoing preambles be and they are hereby authorized
as a
part of this ordinance and that for the purpose of providing funds to pay the cost of
the improvedents herein above referred to and described in the Ordinances and Resolu-
lions hereinbefore referred to, there shall be issued Internal Improvement Bonds of the
City of Salina, Kansas, in the total principal sum of 438,093.79, which shall consist
of thirty-eight bonds numbered 1 to 38, inclusive, all dated December 1, 1951, which

shall bear interest at the rate of #30 to 38 Inc. @ 1-4L%
per annum from and after said
date until the respective maturity of said bonds, payable August 1, 1952, and thereafter
semi-annually on February 1st and August lst, of each year, said interest to be evidenced
by interest coupons as herein provided for and said bonds shall become due as follows:
Bonds Numbered 1 to 11, for y1,000.00
each except Number 1 is for 4P1093.79
due February 1, 1953•
Bonds Numbered 12 to 20, for ",x°1,000.00
each, due February 1, 1954.
Bonds Numbered 21 to 29 for 41,000.00
each, due February 1, 1955.
Bonds Numbered 30 to 38 for 41,000.00
each, due February 1, 1956.
Section 2. Said bonds shall be signed by the Mav%or and shall be attested by the
signature of the City Clerk
and corporate seal of the city shall be affixed thereto
and said bonds shall have attached thereto interest
coupons representing the interest
thereon, which coupons shall be in the form provided by law and shall bear the
printed
or lithographed facsimile signature of the Mayor and City Clerk of said city
and said
bonds and interest coupons shall be registered in the office of the City Clerk and in
the office of the Auditor of State, as required by law. .

K"OW ALL i`1EN BY THLSE PRESENTS, That the City of Salina in the County of Saline, State
of Kansas, acknowledges itself to be indebted and for value received hereby promises
to pay to the bearer the sum of DOLLARS
in lawful money of the United States o America, on the first day of

per cent per annum, payable August 1, 1952, and thereafter semi-annually on the first
day of February and August in each year, on presentation and surrender of the interest
coupons hereto annexed as said coupons severally become due, both principal and interest
of this bond being payable at the office of the State Treasurer of the State of Kansas,
in the City of Topeka, Kansas, and said City of Salina, Kansas, isheld and firmly bound
by these presents and the full faith, credit and resources of said city are hereby
irrevocably pledged for the payment of said principal and interest at maturity.

guttering and grading improvements in said city by the authority of and in full compliance
with the provisions, restrictions and lii.:itations of the constitution and laws of the
State of Kansas, including Sections 10-101 to 10-128 12-601 to 12-608 and 13-1011 and
13-1011a, all bf the General Statutes of Kansas, 194 , and amendments thereto, and all
other provisions of the laws of said state applicable thereto, anti this bond and all other
bonds of this series, and all interest thereon are to be p aid by the City of Salina, Kansas.
And it is hereby declared and certified that all acts, condi.ti.ons, and things re-
quired to be done and to exist precedent to and in the issuance of this bond have been
properly done and performed and do exist in due and regular form and manner as required
by the constitution and laws of the State of Kansas, and that the total indebtedness of
said city, including this series of bonds, does not exceed any constitutional or statutory
limitation.
IN WITNESS 'v1HEREOF, the said City of Salina, Kansas, has executed this bond by caus-
ing it to be signed by itsMayor and its corporate seal to be hereto affixed, attested by
its City Clerk and the coupons hereto attached to be signed with the facsimile signatures
of said officers, and this bond to be dated thefirst day of December 1951.
