AN ORDINANCE providing for the construction of a pumping station for the purpose of
pumping the sewage of stain Sewer DH -A and extensions thereof into the existing suer
located at the intersection of the center line of Crawford Street with the center line
of a north and south alley, first east of Second Street in order to conduct the sewage
of Main Sewer DH -A to a point of outlet and providing for the payment of the cost

thereof.

WHEREAS, the City of Salina has by ordinancesprovided for the constructApn, main-
stenance and operation of its sewer system and of a main surer DH -A for the purpose
of disposing of sewage in such district, and

WHEREAS, on account of the elevation it is impracticable and too expensive to execavato
in connecting with such suer so as to dispose of the sewage of said main sewer and
WHEREAS in order to
provide an outlet for the sewage of main sewer DH -A, it is
necessary in the judgment of the governing body of the City of Salina to construct a
pumping station for the purpose of pumping the sewage of such main sewer DH -A into
the present existing sewer located at the intersection of the center line of Crawford
Street with the center line of the north and south alley first east of Second Street
in order to conduct the sewage of said Main Sewer DH -A to a point of outlet# NOW,

BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansasr
Section 1. That the preambles hereof are hereby incorporated herein. That a
pumping station for the purpose of pumping sewage of Main Sewer DH -A and extensions
thereof to the sewer now existing at the intersection of the center line of Crawford

Street with the exciter line of the north and south alley first east of Second Street,
be constructed in the manner provided by law.

Section 2. That shall on or before the

1952s prepare and file in the office of the City
Clerk, plans and specifications for the construction of thein station

for in Section 1 of this ordinance and shall be of the proper character and at the
proper location to pump the sewage of said Main Sewer DHS into the surer at the inter-
section of the center line of Crawford Street with the center line of the north and
south alley first east of Second Street, so as to conduct the sewage from Main Sewer
DH-.A.and extensions thereofq to a point of outlet as apart of the

system of the City of Salina, Kansas, and shall on or before saidre date prepare and
submit to the Board of Commissioners under oath detailed estimates of the cost thereof
and that thereafter the City Clerk shall advertise for three consecutive days in the

official city paper for sealed proposals for the building and construction of such

j pumping station according to such plans and specifications, which proposals shall be
i
filed with the City Clerk on or before the time fixed in such notice, at which time
I
the Board of Commissioners may let a contract for the building and construction of
;
such pumping station to the lowest and best responsbile bidder therefor; provided that
such bids shall not exceed the estimated
cost thereof and provided further that said
Board shall reserve the right to reject any and all such proposals and that if no
responsible bids shall be received within said estimated cost said Board may proceed
and build such pumping station within such estimated cost.
Section 3. That for the payment of the cost of such work the building and con-
struction of said pumping station, the Board of Commissioners of the City of Salina,
Kansas, shall issue improvement bonds of said city, in an amount not to exceed the
total cost of such work and improvements, to be payable in tAMIK en

annual installments and to bear interest at not to exceed 5% per annum from the date
of such bonds, and for the purpose of paying such bonds and interest as they sever-
ally mature, the Board of Commissioners shall annually levy a tax upon all real dnd

personal property in the City of Salina in an amount sufficient to pay the annual
installments of such principal and interest, and pending issuance and sale of such
bonds, temporary notes shall be issued according to laws to pay the cost of such

Section 4e That before the pumping station herein provided for shall be con—
structed, the plans and specifications therefor shall first be submitted to the
department of the Board of Health of the State of Kansas and be approved by such
department.
Section 5. This ordinance shall take effect and be in full force from and after
its publication in the official city paper.
