Section 4. That for the cost of bui.! n ; and constructing such a sever, special
asseo sments shall be made for the full cost thereof, on all lots or pieces of land

the appraised value thereof, without regards to the improvements or bu_ldinEs thereon
Section 5. AXter the passaCe and publication of this ordinance, the Hoard of
Commission crs shallappoint three disinterested appraisers nho after having taken an
oath to make a true and impartial appraisement of all lots or pieces of land liable
to taxation for the cost of such improvements, shall within rive days after having
been notified of their appointment proceed to app;raise all c:f the lots or pieces of
land within such c_istrict, liable to assessment and taxation as aforesaid, irithout
regard to the buildings or improvements thereon, and after making said appraisements
shall return the sane to the bard of Comni ssi_oners of said city and said -hoard shall
desi ;nate a time for holdin.d a special meeting of said Hoard for the purpose of hcar-
in;g any complaints that may be ^-ade as to the value of any lot or niece of .land
appraised as aforesaid, or nhich special session_ due notice shall be riven in the
official city paper, and at iJni ch special session said Board may alter any valuation
of any lot or Niece of land, if, in their opinion the same has been appraised too
high or too lo,r.
Section 6. The special assessments herein provided for may be raid be the person
liable therefor in Your approximately equal annual installments but the o ':ner of any
property liable to such assessment may within thirty days from the date of determining
the amount assessed against his property pad- the same in Full and his property shall
not be liable for any assessment for the cost of such improvements and bonds as here-
inafter provided for the amount of the cost of such improvements remaining unpaid
at the end of thirty da7s from the time such assessment is fixed.
Section 7. For the purpose of paying for the ark and improvements in t zis ord-
inance provided for, the -hoard of Com-cissioners are hereby authorized and directed to
issue improvement, bonds of the City of Salina in an amount not to exceed the cost of
such improvement, and to run .for a period of our years and be payable in four
approximately equal annual installments, toy ether idth interest not toe ;;teed five
p 2r. cent ner annum, nhich bonds shall be is: ued and payable according to laid; and for
the purpose of paTing the principal and interest on said bonds auk as they severally
become due and payable, the 2oard of Commissioners shall apportion and assess against
the lots or pieces of land r1thin the taxi nE district of such improver^ents, special
assessments cover-inZ the cost of such improvements and the apnorti.onr,.ent therein con -
twined shall hold -ood for all of the installments that are to be collected from the
specific property chargeable 7i.th said improvement, Such assessment and appo.rtiotzment
ordinance shall contain the total amount of tax apportioned to each tract, _piece or
parcel of land r,ithin the taxing district and shall state the number of annual in-
stallments in which such tax is to be collected; and th wafter the City Clerk shall
