Section 3. That the City Ln,;ineer shall on or before December 18th 1950,
prepare and =ile in the office of the City Clerk, plans and specifications for the con-
struction of the lateral sanitary- se-er provided for in the preced-ng sections of this
ordinance Bich shall be of proper character to serve the proper. ty :i, -int -v:ithin the
district v;hich such seiner is to be constructed and shall on or befo:_-e the same date
prepare and submit to the Board of Co.^i;issioners a detailed estimate under oath of the
cost thereof. That hereafter the City Clerk shall advertise for three consecutive dans
in the o.= ?icial city paper for se:,_led proposals or the bu' ldin ; ane: construction of
such sewer according to such plans and specifications, vrhich proposals shall be filed
i,:ith the City Clerk on or before the time fixed in such notice, at -,:rnich time the Foard
of Comiissi.oners ma,- let a contract for the buildin;- and construction of such sei:,,er to
the loi-lest and best responsible bidder or bidders therefor, if there be any iyhose bids
do not exceed the estimated cost thereof, but said Board shall reserve the right to
reject any or all such proposals, a:nd if no bici shall be received Yd.thin such estimate,
the r3oard of Come,issi oners shall have the not^er to do such ° ork and male such improvements

Section 4. That for the cost of bu_lding and constructing such se?°:ger, special
assessments shall `)e made .for the full cost thereof on all lots and nieces of land
'thin and _'or z:�nich such sei,er shall be built, accordincr to the appraised value t,iere-
of, itr.iout re;;ard to the improvements or bu _ .(!in,, tzereon.
Section 5. After the passage and publication of this ordinance, the Hoard of Com-
missioners shall appoint three disinterested appraisers, z°rlio havint; taken oath to make
a true and impartial appraisement of all lots and pieces of land to taxation ":'or the
cost of such improvements, shall vrithin five da Ts after having been notified. for their
ap.^ointments proceed to appraise all of the lots and pieces of land rd_thin such district
liable to assessment and taxation as a''oresaid, v�thout regard to the buildings or ie-

Co-mmissioners of said city and said poard shall designate a time for a eci al meeting

Section 6. Tile special assessment herein provided f'or may be paid by the person
