That it is necessary and it is hereby ordered that an Intercepting Sewer Listrict, together with all necessary connections, maniiol;s and other appurtenances, be constructed and built as Intercepting Sewer Listrict "AA", along t'.e following described I course within said district, as follows: Beginning in the intersection of Ash Street and Ohio Street in the City of Salina at a point intercepting the Ash Street main sanitary sewer, thence proceeding south in Ohio Street as a 24 -inch sewer 4j4OO feet where the 24 - inch seTrer terminates at a ,anhole to be there orstructed in that street; then continuing south in said street as a 16 -inch sanitary sewer force main a distance of 471 feet to a point where a sewage pumping station is to be constructed, thence continuing south from said pumping station in said street as a 24 -inch sewer a distance of 552.3 feet terminating at a manhole to be there const-•ucted at the point thereof, being located approximately 185 feet north of the center of Crawford Street, thence proceeding west from said Pan - hole in and through utility right-of-way, alleys and streets as a 21 -inch sewer, a distance of 1,832 feet to the center line of Amore Drive, thence south 175 feet as a 21 -inch sewer to a point in Crawford Street, thence west 611 feet as a 21 -inch sewer to the point of the intersection of the center line of Front Street and Crawford Street to an existing manhole and at a point of the inter- ception of main sewer iryn and that supplemental thereto an intercepting line sha'l be constructed as a 12 -inch sewer commencing at an existing manhole at the intersection of Fifth Street and Bond Street, being at a point of inter -- section with main sewer "K", thence east in Bond Street 253 feet, to an exist- ing manhole at the intersection of Fourth Street and Bond Street where said 12 -inch line will intercept main sewer "X". Section 3. That Murray A. Wilson, a duly qualified civil engineer, sh�_.11 on or before the th day of Duly , 1952, prepare and file in the o:::fice of the City Clerk plans and specifications for the construction of the Intercepting Sewer Listrict "AA", provided for in the preceding section of this ordi,.ance, wiich shall be of the proper character and d ong the proper course and at the proper grade to serve the property lying; within the district within which such sewer is to be constructed, and shall on or before said date, prepare and submit to the Board of Commissioners detailed estimates, under oath, of the cost thereof. That thereafter the City Clerk 7 1 C O NP.G _DAT LU -£:.L!- shall advertise for three consecutive days in the City paper for sealed proposals, for the building and cons:_-,uction of such a sewer according to such plans and specifications, which proposal shall be filed with the City `'lerk on or before the ti.je fixed in such notice, at which time the Board of Commissioners may let a contract for the bui._ding I and construction of such a sewer to the lowest responsible bidder or bidders therefor; j provided that the cost thereof shall not exceed the estimated cost thereof and provided further that said Board shall reserve the right to refuse any and a=1 such proposals; j and that if no responsible bids shall be received within said est'L:iated cost, said Board jmay proceed and build such sewer within such estimated cost. Section 4, That for the cost of building and constructing such a sewer, special assessments shall be made for the full cost thereof, on all lots or pieces of land with- in the Intercepting Sewer Listrict within which such ;Hain sewer shall be bullt, accord - ing to the appraised value thereof, without regard to the Lprovements or buildings thereon. Section 5. After the passage and publication of this ordinance, the Board of Com- missioners shall a point three disinterested appraisers who after having taken an oath to make a true and impartial appraisement of all lots or pieces of land liable to taxa- tion for the cost of such improvements, shall within five days after having been notified of their appointment proceed to appraise all of the lots or pieces of land within such district, liable to assessment and taxation as aforesaid, without regard to the build- ings or improvements thereon, and of er making said appraisements shall return the same to the .Board of Com:,rissioners of said city and said Board shall designate a time for holding a special meeting of said Board for the purpose of hearing any complaints that may be made as to the value of any lot or piece of land appraised as aforesaid, of which special session due notice shall be riven in the official city paper, and at which special session said Board may alter any valuation of any lot or piece of land, if, in i j their opinion, the same had been a -:praised too high or too low. Section 6. S -..ch assessment and apportionment I ordinance shall contain the total amount of tax apportioned to each tract, piece or parcel of land within the taxing district and shall state the number of annual in- stallments in which such tax is to be collected; and thereafter the City Clerk shall annually, at the same time other taxes are certified, certify to the County Clerk of Saline County, Kansas, a full list of all property liable for such work and improvements, together with the respective amounts due on each of said tracts, piece or parcels of land, utiich amounts shall include the annual installments and interest on all unpaid balances for one year at the rate of not to exceed Fid ve per cent per annum, on such amounts so certified, which shallbe collected as other taxes are collected.
