BE Ii' 0_,_d;AEJ;ED by the %oard of CO 1aissioners of the City of Salina, K_.nsas: Section 1. Lateral Sanitary Sewer 1Jistrict 285. `iha:t there be and there is hereby created Lateral Sanitary Sewer District in the City of Salina, KMsas, which shall be and it is hereby designated as Lateral Sanitary Sewer District Number 285 and Thich district shall include all the following described property in the City of Salina, Kansas, to -1 -wit: Benefit District: All of College Court Addition. Section 2. It is necessary and it is hereby ordered that an eight inch V. C. F. ls_teral sanitary sewer with all necessary connectians, manholes, flushing tanks, and other appurtenances be constructed and built in and to serve said Lateral Sanitary Sewer iistrict; Number 285 as created by Section 1 of t' -is ordinance along with the following course, to -wit: An 8 inch clay pipe sewer beginning at a manhole to be constructed at a point 25 feet east of Ninth Street and 20 feet south of the north line of Euclid; thence east 1410 feet to the center line of the alley .first east of Fifth Street, at w1c.ich place a pumping station wJ-11 be installed which i -rill be terminus of Lateral 285, Section 3. That the City 1:nEineer shall on or before June 23rd 1952, prepare and file in the office of the City Clerk, plans and specificat:_ons for the con- struction of the lateral sanitary sewer provided for in the preceding sect -ons of this i ordinance :rhich shall be of proper character to serve the property 1T% p ;irig with the dis- trict which such sewer is to be constructed and shall on or before the same date prepare and submit to the Board of Counissioners a detailed estimate unJer oath of the cost thereof. That hereafter the City Clerk shall advertise for three consecutive days in the official cit p p r S y paper for sealed ro orals .nor the building and construction of such sewer according; to such plans and specifications, which proposals shall be filed with the City Clerk on or before the ti,.,:e fixed in such notice, at ii,.ich tirie the Board of Cor- issioners may let a contract for the b.5_1ding and construction of such sewer to the JOT est and best responsible bidder or bidders therefor, if there be any whose bids do not exceed the estimated cost thereof, but said Board shall reserve the right to reject; any or all such Proposals, and if no bid shall be received within such cstixaate, the Board of Co: aissioners shall have the power to do such work and make such improvements within the estimated cost t.�ereof as provided by law. Section 4. That for the cost of building and constr-doting such sewer, special assessments shall be made for the full cost thereof on alllots and pieces of land within and for which such sewer shall be built, according to the appraised value thereof, ;without 1 regard to the improvements or building thereon. Section 5. lifter the passage and publication of this ordinance, the Board of C $sioners shall appoint three disinterested appraisers, who having taken oath to make a true and impartial appraisement of all lots and pieces of land to taxation for tie cost of such improvements, shall within five days after having been notified for t eir ,appointments proceed to appraise all of the lots and pieces of land within such district liable to assessment and taxation as aforesaid, without regard to the buiid- Ings or improvements ovements Qereon, and after akin,.. such appraise gents, shell return to the poard of Commissioners of said city and said Board shall detignate a time for a special meetinC of said Board for the purpose of hearing any complaints that may be made as to i the value of any lot or piece of land appaised as aforesaid, of which special session i due notice shall be viten in the official city paper, at which special session said i Board may alter any valuation of any lot or piece of land if, in their opinion, the same has been appraised too hiSh or too low. Section 6. The special assessment herein provided for may be paid by the person liable therefor in four approximately equal annual installments but the owner of any property liable to such assesaaent may within thirty days from the date of determining the a.r_ount assessed against the property, pay the sale in full and his propertyx.11 c:. not be liable for any assessments for the cost of such improvements, quad bonds as herein- after provided for shall be issued in the amount of the cost of such improvements re- maining unpaid at the end of the thirty days from the time such assesanont in nzej.
