Ali 0 3i::I uh.NCE relating to and apportioning and levying special assessments on certain
lots and pieces of ground in the City of Salina, Kansas, tc pay the cost of
curbing, guttering, paving and grading of Smoky Hill Drive fro.,i the east line
of Oakdale Avenue to the east line of Penn Avenue; for the paving and grading
of Lincoln Street from the westline of Reynolds Street to the east line of
Broadway Boulevard; for the paving and grading of Johnstown. Avenue from the
east line of Penn Avenue to the west line of Colum is Avenue; for the paving
and grading of Pershing Street from the north line of Beloit Avenue to the center
line of Republic Avenue; and relating to and providing for the collection and pay-
ment of such assessments.
Section 1. That for the purpose of paying for that part of the cost of improve -
ments of certain portions of certain streets as hereinafter set forth in the following
sections of this ordinance which is chargeable to the private property in the assessments
districts for each of such improvements, respectively, as set forth in the following
sections of this ordinance with respect to each of such i:_provements there are hereby
levied and assessed on the property liable therefor, being all the lots and pieces of
ground lying on each or either side of said streets so improved, respectively, to the
middle of the distance improved., with respect to the improvements mentioned in Sections
2, 3, 4 and 5 of this ordinance, according to the appraised value of such lots and pieces
of ground with respect to each such improvement, without regard to the buildings or improve-
ments thereon, special assessments covering the cost of such work and improvements and
said special assessments being based on the special valuation and appraisement of said
lots and pieces of ground heretofore made by three disinterested appraisers apppinted by
the Board of Commissioners of the City of Salina, Kansas, with respect to each such im-
provement, which said appraisements are hereby referred to and riade parts of this ordinance,
and the several amounts levied, apportioned and assessed against -the lots and pieces of
ground for each of such improvements, respectively, for the purpose aforesaid, are hereby
found and determined to be the amounts set forth in the following sections of this ordin-
ance

Section 2. For that part of the cost of curbing, guttering, paving and grading
of Smoky Hill Drive from the east line of Oakdale Avenue to the east line of Penn Avenue,
which is chargeable to the private property within the district chargeable therefor, and
which cost is hereby determined to be $4733.36 there is hereby levied, apportioned and
assessed against the following described lots and pieces of land as provided for in Section
1 of this ordinance, the following amounts:

Section 6. Said amounts levied, apportioned and assessed aforesaid will be due
and collectible in ten equal installments, falling due each and every year thereafter
until all are paid, and all to be collected with interest as in this ordinance provided,
P;tOVIL,a, MIEVLil , that the owner of any piece of property liable: for any assessment may
redeem his property from such liability by paying into the City Treasury the entire

amount chargeable against the same, as in this ordinance designated, at any time within j
i
thirty days after the publication of this ordinance and before the issuance of bonds
of said city in payment of the balance of the cost of said improvements, and the property
an paid on shall not thereafter be liable for any further assessments for the cost of
said improvements nor for any part of said bonds.
Section 3. There is hereby further levied and assessed against each lot and piece
of ground described in this ordinance, interest at such rate per annum as shall be borne
by the bonds hereafter to be issued for the pa -orient of the remaining unpaid cost of such
improvements, to be hereafter determined and fixed by ordinance when such bonds are
issued, on all of said installments mentioned and provided for in this ordinance, from
the date of the bonds which may ':e issued at the end of thirty days as specified in the
proceeding sections hereof, as by law provided, to the time of collection of the last in- '
stallment as provided by law, which said interest shall be collected a nually at the same
tune and in the same manner as said installments are collected, and after the taking
effect of this ordinance and the fixingof said intoe when ,
interest rate V.hen such bonds are authorized
and issued, it shall be the duty of the City Clerk of said city to annually at the same
time other taxes are certified and until all of said installments and assessments so
apportioned and levied herein have been certified, to the County Clerk of Saline County,
Kansas, a full list of all property liable to assessment and taxation 'orsuch ,Toric and
iiprovanent, except such property on 4inich the special assessments aforesaid have been
paid in full as hereinbefore provided, together with the respective amounts due on each
of such lots and pieces of ground, which amounts shall include the annual installments
of such special assessments together with the interest for one year at the rate tD be fixed
as provided for in this ordinance, on all unpaid balances of such assessments, and such
a-,ounts so certified as herein provided shall be placed upon the tax roll by the County
Ulerk of Saline County, Kansas, and collected as other taxes are collected.
Section 8. This ordinance shall take effect and be in force from and after its
publication once in the official city paper.
