5609 Call GO Bond Issuance Election(Published in the Salina Journal (7 1952) __ AN ORDINANCE providing for the calling and holding of an election of the qualified electors of the City of Salina, Kansas, to vote upon the question of authorizing the Board of Commissioners of said city to issue general obligation bonds of the city in the amount of $3502000.00 for the purpose of paying the cost of acquiring real estate for off-street parking stations, and improving the site or sites so acquired by the necessary facilities, including buildings, for the off-street parking of vehicles to relieve parking congestion on the city streets. WiEREAS, the Board of Commissioners of the City of Salina, Kansas, deems it necessary to acquire real estate for off-street parking stations and to improve and develope such real estate, as sites for such stations, by the installation of necessary facilities thereon for the off-street parking of vehicles so as to relieve parking congestion on city streets; and the cost of so acquiring such real estate and improving the same, as aforesaid, will not exceed the esti:.1ated amount of $350,000.00; and tFIEREAS, it is deemed advisable and necessary to issue general obligation bonds of the city payable by a general tax to pay the cost of so acquiring said real estate and the improve- ment thereof; and tiMREAS, it is necessary before said bonds may be legally issued to submit the proposition of issuing the same for said purpose to the qualified electors of said city at an election to be held within 30 days from the date of the adoption and publication XXdxpEk1ixxti= of this ordinance; and i^ IEi ;AS, the City of Salina is a city of the first class and is within a critical defense area; and W IEREAS, the issuance of said bonds and others now contemplated will not create a debt in excess of the limit now provided by law; and so, NOad TH�REFOHE BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas: Section 1. That the preambles of this ordinance are hereby incorporated herein and that an election is hereby called to be held in theCity of Salina, Kansas 'Tuesday February 19, 1952, between the riours of 6:00 o'clock A. M. and 7;00 otclock P. m. of said day, and with- in 30 days after the adoption and publication of this ordinance according to law and that such election be held at the usual place of holding elections and shall be conducted by the officers or persons provided by law for holding elections in said City of Salina, Kansas, and that a majority of the Board of Commissioners of the City of Salina, Kansas, being the governing body thereof, shall and are hereby ordered and directed to publish notice of said election in the manner and form directed and required by Section 10-120 General Statutes of Kansas, 19.9, and that the purpose of calling said election is to submit to the qualified electors of said city the proposition of the issuing of general obligation bonds of said city, payable by a general tax levy, in the a.r:ount of x;;350,000.00 to pay the cost of ac- quiring real estate and improving the same as sites for off-street parking stations of vehicles so as to relieve parking congestion on the city streets, as more particularly set forth in Section 2 hereof. Section 2. That the proposition to be voted upon by the qualified electors of said city at said election stall be substantially the following: Shall the following be adopted? Shall the City of Salina issue its general obligation bonds, payable by a general tax, in the amount of $350,000.00 for the purpose ofay of acquiring real estate for off-street parking stations and improve improving the site or sites, so acquired by the necessary facilities, including buildings, for off-street parking of ve.icles to relieve parking congestion on the city streets. To vote in favor of the bonds,, make a cross X mark in the square after the word 'yes'. To vote against the bonds, make a cross X mark in the square after the word 'Not YES NO ;r Section 3. That this ordinance shall take effect and be in force from and after its publication once in the official city paper.
