1310, 1283, 1286 and 1309, duly adopted on I•Sarch 24, 1952, April 21, 1952, June 9, 1952,
tray 5, 1952, %larch 31, 1952, June 9, 1952, Hay 19, 1952, April 14, 1952 and February 25,
1952, respectively, the Board of Corzgissioners of the City of Salina, Kansas, have declared
that they deem it necessary to grade and pave Anderson Avenue from. the gest line of Front
Street to the gest line of Third Street; the center parkin" in Ash Street from Oakdale
Avenue to Penn Avenue, and center parking in Ash Street from Penn Avenue to Columbia Avenue;
the center parking in Ash Street from Kansas Avenue to Des Moines Avenue; Delaware Avenue
from the south line of Gypsum Avern_e to the south line of Stack Avenue; Garf ield Avenue
from the north line of Lincoln Avenue to the orth line of dortln Street; Grant Street from
the _north line of North Street to tine south line of mock Island Railroad right-of-way;
Illinois Street from the west line of Sherman Street to the east Line of Custer Street;

Section 1. That it is necessary and it -is hereby ordered that Anderson Avenue from
the hest line of front Street to the west lige of Third Street, in said city be graded to
the established paving s7, -rade and paved between the guttering lines thereof.
Section 2. That it is necessary and it hereby ordered that t:ie center parking in
Ash Street from Oakdale Avenue to Penn Avenue, and the center park:izng in Ash Street from
Penn Avenue to Coltunbia Avenue in said city be graded to established paving grade and paved
between the guttering lines thereof.

Section 11�. That for the work and improvements herein provided for, the City ingineer
shEll make and file with the City Clerk on or before the lith day of August �
1952, complete plans and specifications -for the 1)aving and grading, with el -ca -vat -on necessary
therefor, of each of the streets or portions thereof described in Sections 1 to 13 inclusive,
of this ordinance, t.Tith the following type of i;iprovements:
The streets between the guttering li-;.es and within the limits
hereinbefore defined shall be graded to the established paving
grades and paved with reinforced concrete six inches deep, pro-
vided that in the event of the non-availability of rei:"orcing
material, that then said pave.:.ent shall be constructed with con-
crete to a depth of seven inches,
and said Engineer s call on or before the same date, si bmit to the Board of Cornnissioners
und.er oath, detailed estimates of the cost of such work for said improvements.

Section 15. That after such plans and specifications shall have been glade and pre-
pared by the City Engineer and filed ;,rith the City Clerk as aforesaid., the Board of Com -

City of Salina, Kansas, for three consecutive days for the receipts of sealed proposals
for the improving of said streets with the kind of materials named and specified in the
j precedin sections hereof, and for the excavating: and grading necessary for the completion
of such ti,rork aid after the receipt of such proposals the said oard of Cofunissioners may
and are hcreb, authorized to let contracts for the improving of said streets with the
i
material selected b -NT them to the lowest responsible bidder or bidders thereof, as deter-
Dined by said Board of CorLrissioners, and for such excavat=_on and grading. Said -oaxd
of Commiss` oners reserve the right to reject any and all bit's.
li Section 16, That for the improving of the above mentioned str%;ct such asses lent
shall be made for the full costs Hereof according to lair, on all lots and I_,ieces of land

Section 17. That after the passage and , ublication of this ordinance, the Board of

taken an oath to make a true and impartial apraisement of all lots and pieces of land
liable to assessaent and taxation for the cost of the improvements herein provided for,
shall grit -lin -five days after having been notified of their a.ppo _ntlnent proceed to appraise
said lots and pieces of land liable to assess ,lent and taxation as aforesaid, as may be
desi"na.ted by the Board of Coru:issioners of said cit-.,- :zit _out regard to the bu l_=_dings
or improvements thereon and af'. or malci._-_g said a rpp�� aisement shall return the sa: ;e to the
