Section 1.

Section 2. That for the cork and improvements he_.�eto?ore-p-lovidec for, the City
,ngineer shfa ll make and file with the City Ulerk on or before the 11th ;aay of August
1952, co.,iplete flans and speci ficLtions for thepavi ng of certain: public alleys des-
cribed in the preceding sections of this ordinance, and for such e.lcavat on and grading
and other -v ise improvi-zg as may be necessary therefor, and shall, on or before the same
date, submit to the Board of Coim',ii.ss-Loners of the City of Salina, hansas, under oath,

detailed estimates of the cost of such work for such L.,Lprove:aent.
Seetin 3. That after such plans and specifications shall have be n made and pre-
p:: red by the City hngineer and filed with the City Clerk as aforesaid, -the Board of Com-
miss:ioners may advertise y advertisement published in t'_le Official city paper of the
City of "clina, Kansas, for three consecutive .ays for the receipt of sealed proposals for
the improving of said public a. i legs with the kind of materials and specified in the pre-
ceding
re-ceding sections hereof and for the excavating an-ra

frith the material selected by them to the lowest bidder or bidders therefor,as deter-

taken an oath to make a true and impartial appraisement of all lots and pieces of land
liable to assesa;lent and tal,at'_on for the cost of the i-.Tprovei�ent herein provided for
shall, within five days after having been notified of their appoI.ntrien_t, proceed to
appraise said lots and ?_Metes of land liable to assessment and taxation as aforesaid,
as may be designated by the Board of Com: iLzioners of bhi.d city, without regard to the
buildings or improvements thereon; and, after making said appraiser,,tent, shall return
the same to the Board of CorL1A_:sioners of said city and said -oard shall desi; nate a
ti .e and place for the hearing of any complaints that may be izdc as to the value of
any lots or pieces of land app_aised aforesaid, of which due notice shall be given in
the official c_ty paper, at iT -,ciz he .ring the �`oard of Com :issioners may alter any valua-
tion of any lot or piece of land, if, in their opinion, the same has bee -n app._°wised too
high or too aft low.
Section 6. 'hat br the .-purpose of na-ing, the cost o_� '-r,e tiro:^k and Liprovements in

this ordinance provided for, the Board of Corriss'_oners are hereb-
.7 authorized and directed
to issue internal :improve',ient bonds of the City of Salina in an ar,.ount not to exceed the
contract price or Cost oz' s c.ch :L p._•ovement and to run for a period of ten years and be
payable in ten equal installments, together with interest not to el�ceed five per cent
per annum, which onu's shall be made payable at the Fiscal Agency of the State of Kansas;
and for the purpose of paying principal and interest on said bonds as they severally be-
cor,�e due an -_d payable, the Board of Co,unissioners shall appor tion and assess against the
lots and pieces of land rithin the ta_-Zing district of such improvements, and the appor-
tionment therein contained shall hold rood for all tiie installments that are to be
collected from the specific property chargeable with said improvements. Such assessment
and apportionment ordinance shall contain the total amount of ta: apportioned to each
tract, piece or parcel of land within the ta.dn,; district and shall state tine number
of annual installments in which such tax is to be collected; and, lereafter the City
Clerk shall annually, at the same tine other taxes are certified, certify to the County
Clerk of :aline County, Kansas, a full list of all property li :ble for such c i work and

i.mpi-overlent, together with the respective amounts due on each of said tracts,
parcels of landpieces and

unpaid balances for one year at the ra-� e of not to exceed five L.e-r cent per annum, or such
