AN ORDINANCE relating to and apportioning and levying special assessments
on certain lots and pieces of ground in the City of Salina, Kansas, to
pay 1 -he cost of grading and paving Anderson Avenue from the west line of
rront Street to the west line of Third Street; for the paving and grad—
Ing of the center parking in Ash Street from Oakdale Avenue to Penn
Avenue; and paving and grading of the center parking in Ash Street from
Penn Avenue to Columbia Avenue; for the paving and grading of the cen—
ter parking in Ash Street from Kansas Avenue to Des Ivioines Avenue; for
the paving and grading of Delaware Avenue from the south line of Gypsum
Avenue to the south line of Stack Avenue; for the paving and grading of
Garfield Avenue from the norih line of Lincoln Avenue to the north line
of North Street; for the paving and grading of Grant Street from the
north line of North Street to the south line of Rock Island Railroad
right-of-way; for the paving and grading of Illinois Street from the
west line of Sherman Street to the east line of Custer Street; for the
j paving and grading of Lincoln Avenue from the east line of Garfield Ave-
nue to the east line of Arthur Avenue; for the paving and grading of
j ! Rahm Street from the west line of Front Street to the east line of
j Third Street; for the paving and grading of Sheridan Street from the
south line of Crawford Avenue to the south line of Illinois Street; for
the paving and grading of Sheridan Street from the south line o' Wilson
Street to the north line of Franklin Street; for the paving and grading
j of Sunrise Drive from the south line of Beloit Avenue to the south line
of Ellsworth Avenue; for the paving and grading of Sunrise Drive from
the south line of Ellsworth Avenue to the north line of Kirwin Avenue;
! ! for the paving and grading of the alley between Third Street and Fourth
Street, from the north line of Walnut Street, 400 feet more or less
to the Smoky Hill River, and relating to the providing for the collection
and payment of such assessments.
BE IT ORDAINED by the Board of Commissioners of the City of Salina,
Kansas:
Section 1. For the purpose of ;paying for that part of the cost

jof improvements in certain portions of certain streets as hereinafter
i
set forth in the following sections of this ordinance which is charge—
able to the private property in the assessment districts for each of
such improvements, respectively, as set forth in the following sections
I
of this ordinance with respect to each of such improvements there are
h,�rcay levied and assessed on the property liable therefor, being all
the lots and pieces of ground lying on either side of said streets so
improved, respectively, to the middle of the block for the distance
improved, with respect to the improvements mentioned in 2, 3, 4, 5, 6,
7, 35, 99 10, 11, 12, 13, 14, and 15 of this ordinance, according to the
appraised value of such lots and pieces of ground with respect to each
such improvement, without regard to the buildings or improvements thereon
special assessments covering the cost of such work and improvements,

said special assessments being based on the special valuation and
appraisement of said lots and pieces of ground heretofore made by three
disinterested appraisers appointed by the Board of Commissioners of the
City of Salina, Kansas, with respect to each such improvement, which
said appraisements are hereby referred to and made parts of this ordi—
nance, and the several amounts so levi?d, apportioned and assessed against
the lots and nieces of ground for each such improvements, respectively,
for the purpose aforesaid, are hereby found and determined to be the
amountsset forth in the following sections of this ordinance with respect
to each of said improvements.

Section 16. Said amounts so levied, apportioned and assessed

Section 17
• There is hereby levied further and assessed against
such lots and pieces of ground described in this ordinance, interest a}
such rateper annum as shall be borne by the bonds hereafter to be issued
for the payment of the remaining unpaid cost of such improvements, to
be hereafter determined and fixed by ordinance when such bonds are
Issued, on all of said Installments mentioned and
Provided for In this
ordinance, from the date of the bonds which may be issued at the end
of thirty days as specified in the preceding sections hereof, as by
law provided, to the time of the collection of the Installment as pro-

vided by law, which said Interest shall be collected' annually at the
same time and in the same manner as said installments are collected
and after the taking effect of this ordinance and the fixing of the
said interest rate when such bonds are authorized and issued, it shall
be the duty of the City Clerk of said city to annually at the same

time other taxes are certified and until all of said assessments so
I
apportioned and levied have been certified to the County Clerk of Saline
j County, Kansas, a full list of all property liable to assessment and
taxation for such work and improvement, except such property on which
the special assessments aforesaid have been paid in full as hereinbefore
j Provided, together with the respective amounts due on each of such lots
and pieces of ground which amounts shall include the annual installments
of such special assessments together with
the interest for one year at
the rate to be fixed as provided for In this ord
inanceon all unpaid
