ORDINANCE NUMBER 95-9676
AN ORDINANCE AMENDING THE COMPREHENSIVE PLAN OF
CITY OF SALINA, KANSAS.
Kansas:
BE IT ORDAINED by the Governing Body of the City of Salina,
Section 1. That the Growth and Development Strategy (p.170)
amended as follows:
Delete - Secondary Service Areas may receive urban development only whe:
the
Primary Service Area has been substantially completed.
Add - Secondary Service Areas should not ordinarily receive urban
development until Primary Service Areas have been substantiall
completed. However, development may be allowed in the Secondar
Area provided: 1) adequate public facilities and services ar
provided; 2) the area is annexed into the city; 3) capital cost
for city facilities are recovered on an equitable basis; 4
appropriate building restrictions are imposed to protect public healt:
and safety; and 5) no financial assistance is provided by the cit
for completion of public improvements such as streets and utilities.
Section 2. That the Salina Service Areas Map (Figure 18, P.172) b
amended as follows:
1) An area northeast of Holmes and Country Club Roads changed
Rural to Secondary.
2) An area southeast of Holmes Road and Cloud Street chan
from Secondary to Rural.
3) An area around the south end of the old city airport chan
from Secondary to Primary..
4) An area south of Magnolia and Markley Roads changed f
Rural to Secondary.
Section 3. That the Land Use Plan Map (Figure 11, p. 107)
be amended to show all areas identified in Section 2. above as Low Densi
Residential.
Section 4. That this ordinance shall be in full force and effect f
and after its adoption and publication once in the official city newspaper.
