The purpose of this study is to provide the City of Salina with signal warrant analysis at the intersections of 7th Street and Iron Avenue, 5th Street and Iron Avenue, and Santa Fe Avenue and Mulberry Street to determine if they still meet the Manual of Uniform Traffic Control Devices (MUTCD) traffic signal warrant requirements. The quality of traffic operation at an intersection is defined through intersection capacity analysis. Capacity analysis provides a grade for intersection operation known as level of service (LOS). Level of service consists of a grade assignment "A" through "F", with "A" being the best LOS and "F" being the poorest LOS, based on vehicle delay during the commuter peak period. The procedures and methodology for determining the level of service are outlined in the Highway Capacity Manual (HCM2000), produced by the TranspOliation Research Board. Generally LOS "A" through "D" is considered acceptable traffic operation. Stop controlled intersection level of service is based on the vehicle delay of the stopped approach. A summary of the LOS criteria used in these analyses is shown in Table 1. Typically, crash history at an intersection is reviewed to determine if a traffic signal is warranted, but this is only applicable when the crashes studied are at an unsignalized intersection. The accident repOlis provided for analysis were from when the intersections were controlled by a traffic signal. Therefore the analysis of the crashes at the intersections shows the crash pattern for the signalized conditions. Removal of the signal can lead to an increase in right angle crashes. Warrants for Traffic Signals A traffic signal is considered to be warranted if traffic conditions meet one or more of eight signal warrants described in the 2003 Edition of the MUTCD. The MUTCD is the state adopted standard for traffic control devices. The satisfaction of a warrant is not in itself justification for a 1111111 BUCHER, WilLIS & RATLIFF Ilun... The signal should improve the overall safety and operation of the intersection. If a warrant is not met, then removal of the existing signal should be considered. Typically warrants are applied to intersections that are stop controlled and the warrants are reviewed to determine if a traffic signal is warranted. Several of the warrants may also be applied at a signalized intersection to determine if the traffic signal is still warranted. The eight warrants are: . Warrant 1: Eight Hour Vehicular Volume . Warrant 2: Four Hour Volume . Warrant 3: Peak Hour . Warrant 4: Pedestrian Volume . Warrant 5: School Crossings . Warrant 6: Coordinated Signal System . Warrant 7: Crash Experience . Warrant 8: Roadway Network Warrant 7 can not be used to evaluate if a signal is still needed because the crashes occurring during the time period analyzed occurred under traffic signal operations. The analysis of the crashes was conducted to determine any predominate crash patterns. The 24 hour traffic volumes were evaluated to determine if the MUTCD warrants were met using PC-Warrants for Windows, Version 1.4.0. The reports produced by this program are included in the appendix. A summary of the warrant analysis conclusions and existing data for each of the intersections follows: 5th Street and Iron Avenue Existing Conditions and Trafflc Volumes Fifth Street is a two lane north-south street. Iron Avenue is an east-west four lane arterial street with a posted speed limit of 30 mph. The posted speed limit on 5th Street is 30 mph. The total intersection volumes for 2006 are summarized in Table 2 and the traffic counts are included in the appendix. The original study compared the peak hour volumes obtained in 1996 to the traffic signal warrants. In 1996 the peak hour volumes were such that they indicated a signal was still warranted and no further study was done. The 1996 and 2006 peak hour counts are summarized in Table 3. As can be noted from the table, the one way operation present in 1996 for the northbound traffic is currently operating as two way traffic with only half the traffic in each direction. Since the warrant traffic volume thresholds are based on the heaviest minor street approach volume, the readjustment of the minor street traffic has significantly reduced the minor street volume needed to warrant a signal. The total intersection volumes are summarized in Table 4 and the pedestrian counts are included in the appendix. The accident reports indicate that the vehicle violations were traveling on Iron. The cause of the crash type could be poor signal visibility. This warrant is satisfied for 5 of the 8 hours. Warrant 2 - Four Hour Volumes is met for 2 of the required 4 hours. In the 1996 warrant study the volumes warranted a signal based on the Minimum Vehicular Volumes for the peak hours. The intersection does not currently warrant a signal based upon the traffic volumes. 7th Street and Iron Avenue Existing Conditions and Trafflc Volumes Seventh Street is a two lane north-south street that intersects with Iron Avenue. Iron Avenue is an east-west four lane arterial street. The posted speed limit for both streets is 30 mph and both streets allow on-street parallel parking. The 24-hour counts for 7th Street and Iron Avenue were taken starting at 2:00 p.m. on Tuesday, March 7, 2006, and ending at 2:00 p.m. Wednesday, March 8, 2006. The total intersection volumes for 2006 and volumes from a 1996 study are summarized in Table 7, and the traffic counts are included in the appendix. As can be noted from the table, the one way operation present in 1996 for the nOlihbound traffic is currently operating as two way traffic with only half the traffic in each direction. The total intersection volumes are summarized in Table 8 and the pedestrian counts are included in the appendix. However, the crashes are not occurring because of consistent driver error on one street or another. Traffic signal visibility could be an issue at this intersection. The volumes at the intersection have decreased since 1996, most likely since Roosevelt School was closed. The current volumes do not meet the warrant requirements for a traffic signal. Stop Delay The traffic signal at this intersection has been taken out of service to replicate the proposed traffic operations if the signal is permanently removed. The stop delay for the intersection was calculated for 7th Street at its intersection with Iron Avenue, for the a.m. and p.m. peak hours, and is summarized in Table 12 along with the signalized delay for a comparison between the modes of operation. The delay when the intersection was signalized was available from the 2005 Corridor Study computed by Bucher, Willis & Ratliff Corporation. The stop delay surveys and signalized capacity analysis are included in the appendix. Mulberry Street is an east-west two lane street. On-street parallel parking is allowed on Mulberry Street. The posted speed limit is 20 mph for Santa Fe and 30 mph for Mulberry Street. The 24-hour counts for Santa Fe Avenue and Mulberry Street were taken starting at 2:00 p.m. on Wednesday, March 22, 2006, and ending at 2:00 p.m. Thursday, March 23, 2006. The total intersection volumes for 2006 and volumes from a 1996 study are summarized in Table 13, and the traffic counts are included in the appendix. The commuter peak hour pedestrian counts for Santa Fe Avenue and Mulberry Street were taken starting at 11:45 a.m. and ending at 1: 15 p.m. for the a.m. peak hour and were taken starting at 4:30 p.m. and ending at 5:30 p.m. for the p.m peak hour on Tuesday, May 2, 2006. The crashes are likely due to driver inattention and not lack of visibility. The traffic volumes have decreased over the last ten years, probably due to the closure of Roosevelt-Lincoln Middle School. Stop Delay The traffic signal at this intersection has been taken out of service to replicate the proposed traffic operations if the signal is permanently removed. The stop delays for the intersection were calculated for Mulberry Street at the intersection of Santa Fe Avenue for the a.m. and p.m. peak hours and are summarized in Table 17 along with the signalized delay as a comparison between the modes of operation. The delay when the intersections were signalized was available from the 2005 Corridor Study computed by Bucher, Willis & Ratliff Corporation.
