CITY OF SALINA, KANSAS
REGULAR MEETING OF THE BOARD OF COMMISSIONERS
May 8, 2006
4:00 p.m.
The City Commission convened at 2:30 p.m. in a Study Session for a Solid Waste/Sanitation Financial
discussion. The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in
Room 107, City -County Building. A roll call was taken followed by the Pledge of Allegiance and a
moment of silence.
There were present:

Commissioner Deborah P. Divine
Commissioner Alan E. Jilka
Commissioner R. Abner Perney
Commissioner John K. Vanier II
comprising a quorum of the Board, also present:
Jason A. Gage, City Manager
Greg Bengtson, City Attorney
Lieu Ann Elsey, City Clerk

CITIZEN FORUM
AWARDS - PROCLAMATIONS
(4.1) The week of May 14 — 20, 2006 as "Police Week" in the city of Salina. Sheri Farris, Salina
Police Officer, read the proclamation and announced upcoming events.
(4.2) The week of May 14 — 20, 2006 as "Emergency Medical Services Week" in the city of
Salina. Michael Alvarez, Salina Firefighter/Paramedic, read the proclamation and announced
upcoming events.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
None.
CONSENT AGENDA
(6.1) Approve the minutes of May 1, 2006.
Moved by Commissioner Vanier, seconded by Commissioner Jilka, to approve the consent
agenda as presented. Aye: (5). Nay: (0). Motion carried.
None.
DEVELOPMENT BUSINESS
ADMINISTRATION
(8.1) Award of contracts for the 2006 Subdivision Improvements, Piercy Addition, Project No.
06-1588, and Quail Meadows, Phase II, Project No. 06-1590.
Brad Johnson, City Engineer, explained the projects, bids received, and project funding.

Mayor Marrs noted his preference to use option three, to allow time for further discussion
and analysis of life cycle cost comparison of asphalt versus concrete pavement.
A discussion followed between Commissioner Vanier, Mr. Johnson, and Shawn O'Leary,
Director of Public Works, regarding life cycle study analysis that could be done to compare the use of
asphalt and concrete.
Stan Byquist, 233 Highland, Assaria, developer of Quail Meadows, commented on the cost
of using concrete and being competitive with other developers within the city. Mr. Byquist then
responded to Commissioner Divine's question regarding the material used for the construction of Jack
Circle.
A discussion followed between Commissioner Jilka and Mr. O'Leary regarding the
benefits of using concrete versus asphalt.
Moved by Commissioner Vanier, seconded by Commissioner Divine, to award the contract
to APAC-Kansas, Inc. in the amount of $578,611.90 for the 2006 Subdivision Improvements, Piercy
Addition, Project No. 06-1588 and Quail Meadows, Phase II, Project No. 06-1590. Aye: (5). Nay:
(0). Motion carried.
(8.2) Discussion relating to an ordinance amending Article III of Chapter 8 of the Salina Code
pertaining to Building Contractor and Skilled Contracting Licenses (postponed from May 1, 2006).
f Greg Bengtson, City Attorney, explained the licensing classifications and the role and
responsibilities of the general contractors. Mr. Bengtson continued to explain the use of the Class D
license.
Michael Schrage, Deputy City Manager, explained the testing requirements
Mayor Marrs commented on tests that are available, importance of education, and what
surrounding communities are requiring. He also felt that testing for roofing and the A, B, and C
licensing are important, but unsure about the Class D. Mayor Marrs also commented on the
provisional license.
A discussion followed between Mr. Schrage, Mike Roberts, Building Official, Jason Gage,
City Manager, and Mayor Marrs regarding the Class D license, testing requirements, provisional
license, continuing education, and possible licensing requirements for roofing.
Commissioner Perney expressed that he liked the classification breakdown and the
advantages of Class D licensing, and agreed with testing of the roofing trade.
Commissioner Jilka noted his agreement of sending the item back to the Building Advisory
Board for further review.
Commissioner Divine agreed with testing of roofing and foundation trades and expressed
the importance of getting input from the Building Advisory Board.
Commissioner Vanier concurred with the classification breakdown, sending the item back
to the Building Advisory Board, and required testing to the roofing, framing and foundation trades.
Mayor Marrs commented on the importance of regulations to improve the safety and
welfare of the public.
A discussion followed between Mr. Gage, Mayor Marrs, Mr. Roberts, and Commissioner
Divine regarding testing, specialty trades requiring permits, and the Class D classification.
No action taken by the City Commission, but directed staff to return the item to the
Building Advisory Board for further review.
