I I I I ~ I This Survey was taken through the instigation of several Junior Chamber of Commerce members. Not having had an extensive survey of the Salina community for quite a few years it was felt that a survey such as this, reaching 10% of the homes in Salina, would reveal the feelings of citizens better if it were taken from each economic group and area of the city in a fair proportion. I I This has been done. In the composite revealed here, the city was divided into 28 specific areas. Considering the population in- volved in each of these areas an equal sampling was taken from each of these. I I A copy of the survey, as taken, is included in this brochure with percentage figures given for the response to each of the questions. The written response to the front page questions is also compiled in four sections with the replies worded to as nearly express the feelings of all those answering these questions with written com- ment and yet not making it too difficult to read. I I It is felt that those taking part in answering the questionnaire did so while exercising a very logical approach to the material in- volved. Most Salinans seem to feel that it is a very good community in which to live, that there are certainly some problem areas that need attention and some of the problems of the future need attention devoted to them now. I I I I It is hoped that the remarks contained in the material within the brochure will provide an insight to the needs of the community and that some of those needs can better be met in the future by their being revealed in this form. I I I I Incidentally about 3, 000 man hours of labor were involved in the taking of this survey. Approximately 1,500 calls were made with questionnaires being filled out and about three months of time was necessary to compile and tabulate the results. (26) Dogs and cats running free despite ordinance supposedly preventing this. ( 1) Litter about city and in residential areas cited. (17) Lack of good in-city bus service, fares too high. (17) Need citizens who assume the responsibility that is theirs, not expecting someone else to do everything. 4) Build a drag strip for sports enthusiasts. COMMENTS PERTAINING TO ECONOMIC CONDITIONS ETC. ( 65) Better wage rates for Salina area, wages generally poor. (56) Better employment opportunities. 5) Reduced Doctor and hospital fees. (1) More reasonable Grocery and clothing prices in Salina. High by comparison to other cities. 2) Encourage people to make living on farms rather than force them into unemployed force in city areas. (2) Promote housing facilities for senior citizens at reasonable cost or provide tax relief for people with fixed low incomes. (13) Better unions. 2) Increase job opportunities for heads of households and women who need to work. (5) Less service men employed in preferance to non-service or local labor. THE FOLLOWING COMMENTS ON HOUSING, ZONING, ETC. (39) More reasonably priced yet good quality rentals - homes and apartments. (10) A need to encourage improvement of condition of Indian Village property. ( 26) Better housing by competent builders. Salina builders give too little for money. Cost of homes higher than most areas. ( 28) Revise zoning plans to reduce commercial interference in residential and near shopping centers. (31) Use better judgement in zoning residential areas so that they will not be changed at a later date. Stiffer resistance by planning and zoning commission against pressure tactics or political pressures. (17) Better planning in locating new schools. Direct traffic (Through) on school district lines. ( 21) Enlarge high school and provide junior college. Of those answering question. . . . . yes.... .661 No.... .16 WHAT ARE THE FIVE MOST IMPORTANT THINGS NEEDED TO BE DONE TO ENCOURAGE INDUSTRY LOCATING IN SALINA? (190) A favorable tax structure, sensible, reasonable, fair, for a certain period of time (tax forgiveness). (173) Competitive utility rates, utility concessions, lower rents, etc. (156) Concessions as to sites, rents for first year, desirable sites, reduced purchasing price. (16) Education of general public of possibilities of community. (30) Lower real estate prices, Equitable to industry. (53) More vigorous reaction from City Commission and established local business toward new industry interested in locating here. (187) Adequate water supply with competitive rates. ( 1) Is it one man, or a small group keeping industry out? It it the City or County Commission keeping industry out? Why do other cities such as McPherson, Great Bend, Hutchinson acquire industry but Salina does not? (18) Better community leadership. Particularly encourage those interested to serve on industrial committee. ( 1) Attitude or general feeling of community leaders has not discouraged industry seeking to locate here, heither has it actively encouraged it. Self satisfaction with own interests seems to prevail without much concern for future needs. (14) Admit the value of industries presence on the local scene. (21) A labor survey and acceptable labor conditions for prospective new companies would be a help. ( 1) A two party system in state government would be a help. 1) Recognize them for their potential value, even if small now. Encourage but don't force participation in civic activities. Provide a financial boost to help them get started. Co-operate with other county and area cities in promoting new plants. It is good for any community to gain new industry but it is probably better to promote those already here. Provide sites that are protected by zoning, interest by zoning board. Publicize the rail center and highway facilities. Advertise the fact of good housing conditions in Salina. Display the fact that Salina has appreciable labor force in area. Provide reasonable money, grants and loans. Publicize the potential of Salina locale, sell Salina, more encouragement. Better business management, good City Government. Aggressive industrial developement organization, active campaign by Chamber of Commerce. Good Schools. City Fathers object too much. Attract smaller firms rather than large ones. Training facilities, industrial school, vocational training for a skilled labor supply. Eliminate one man or small group control. Good labor relations. Provide no gifts for industry. City owned power facilities. Stronger financial institutions. A professional staff to attract industry. Abolish right to work laws in Kansas. Sincere indication that the town wants more industry. Abandonment of selfish personal interests which conflict with progress of Salina, persuade those objecting. Lose fear of decent union wages and the effect of such on present industry. Let municipal improvements wait until an increasing population and more income makes a better program possible. 6) Make full use of state laws to attract industry. 4) Better air service. Better Rail transportation. Attract agricultural type industries. 1) Industry not allowed to pick own sites. 2) Leave choice areas for industries close to railroads and highways. Same kind of action as taken with "JATO" and Community Inn. Adequate natural gas supply. 6) Provide good parks, churches, schools and police and publicize them. 9) Stronger effort by City Commission. Study other cities programs to find out why they are successful. Provide location for industries to build.
