Wilson Street; of paving and grading Phillips Street with 6" reinforced concrete 28 feet
back of curb to back of curb from the north line of Morrison Avenue to the north line of
Prescott Avenue; of paving and grading Wilson Street with 6" reinforced concrete 33 feet
back of curb to back of curb from the east side of Fifth Street to the west side of Front
Street; of curbing, guttering, paving and grading Bond Street with concrete 32 feet wide
± from face of curb to face of curb from the east line of Fifth Street to the west line of
Front Street; of curbing, guttering, paving and grading Crawford Avenue, to a width of 40
feet, from the center line of Broadway Boulevard to the west line of Cherokee Drive; of
curbing, guttering, paving and grading Decatur Street with concrete 32 feet wide from face of
curb to face of curb from the east line of Nidh Street to the west line of Santa Fe; of curb-
ing, guttering and paving Harsh Avenue with concrete 32 feet wide from face of curb to face
of curb from the west line of Ninth Street to the east line of Tenth Street; of curbing,
guttering, paving and grading Kirwin Avenue with concrete 32 feet wide from face of curb to
face of curb from the east line of Osborne Street to the west line of Quincy Street; of curb-
ing, guttering, paving and grading Morrison Avenue with concrete 33 feet wide back of curb to
back of curb from the west line of Phillips Street to the east line of College Street; of
curbing, guttering, paving and grading Roach Street with concrete 32 feet wide from face of
curb to face of curb from the south line of Minneapolis Avenue to the south line of Ellsworth
Avenue, and relating to and providing for the collection andpayment of such assessments.
BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas:
Section 1. For the purpose of paying for that part of the cost of improvements in
certain portions of certain streets as hereinafter set forth in the following sections of
" this ordinance which is chargeable to the private property in the assessment districts for
each of such improvements, respectively, as set forth in the following sections of this or-
dinance with respect to each of such improvements, there are hereby levied and assessed on
the property liable therefore, being all the lots and pieces of ground lying on either side
of said street so improved, respectively, to the middle of the block for the distance improved
n with respect to the improvements mentioned in Sections 2, 32 4, 5, 6,7, 8, 9, 10, 11, and

12 of this ordinance, according to the appraised value of such lots and pieces of ground with
respect to each such improvement, without regard to the buildings or improvements thereon,

special assessments covering the cost of such work and improvements, said special assessments
being based on the special valuation and appraisement of said lots and pieces of ground here-
tofore made by three disinterested appraisers appointed by the Board of Commissioners of the
City of Salina, Kansas, with respect to each such improvement, which said appraisements are

hereby referred to and made parts of this ordinance, and the several amounts so levied,
apportioned and assessed against the lots and pieces of ground for each such improvements,

respectively, for the purpose aforesaid, are hereby found and determined to be the amounts
set forth in the following sections of this ordinance with reapect to each of said improve-
ments.

Section 13. Said amounts so levied, apportioned
and assessed as aforesaid will be
due and collectible in ten equal installments, the first
becoming due with the taxes levied
for the year 1955, and one of said installment falling due each and every year thereafter
until all are paid and all to be collected with interest
as in this ordinance provided,
PROVIDED, HOWEVER, that the owner of any pieces of profperty liable for any such asessment
may redeem his property from such liability by paying to
the City Treasury the entire amount
chargeable against the same, as in this ordinance provided, at any time within thirty days
after the publication of this ordinance and before the issuance of bonds of said city in
z
payment of the balance of the cost of said improvements, the property so paid on shall not
hereafter be liable for any further assessments for the cost of said improvements nor for
any part of said bonds.
Section 14. There is herby levied further and asessed against such lots and pieces
of ground described in this ordinance, interest at such rate per annum as shall be borne by
the bonds hereafter to be isued for the payment of the remaining unpaid cost of such imrprov
ments, to be hereafter determined and fixed by ordinance when such bonds are issued, on all
of said installments mentioned and provided for in this ord mnce, from the date of the bonds
which may be issued at the end of thirty days as specified in the preceding sections hereof,
as by law provided, to the time of the collection of the installment as provided by law,
which said interest shall be collected annually at the same time and.in the same manner as
said installments are collected and after the taking effect of this ordinance and the fixing
of the said interest rate when such bonds are authorized and issued, it shall be the duty
of the City Clerk of said City to annually at thesame time other taxes are certified and
until all of said assessments so apportioned and levied have been certified to the County
Clerk of Saline County, Kansas, a full list of all property liable to assessment and taxation
for such work and improvement, except such property on which the special assessments afore-
said have been paid in full as hereinbefore provided, together with the respective amounts

due on each of said lots and pieces of ground which amounts shall include the annual install-
ments of such special assessments together with the interest for one year at the rate to be
fixed as provided for in this ordinance, on all unpaid balances of such asessmeds,and such
amounts so certified as herein provided shall be placed upon the tax roll by the County
Clerk of Saline, County, Kansas, and collected as other taxes are collected.
Section 15. This ordinance shall take effect and be in force from and after its
publication once in the official city paper.
