5944 Crude Petroleum Regulation1 ORDINANCE NUMBER 5944 (Published in the Salina Journal r,t ('-'V (,?'-. -,1955} producing AN ORDINANCE, regulating the business of/crude Petroleum within the City of Salina, Kansas, and prescribing penalties for the violation thereof. WHEREAS, the production of crude petroleum is deemed to be inherently dangerous; and i WHEREAS, it is deemed advisable to provide for additional regulations to be prescribed re- lating thereto; and SO, NOW, BE IT ORDAINED BY THE BOARD OF COMMISSIOkTERS OF THE CITY OF SALINA, KANSAS: a i Section 1. TANK BATTERIES. That all crude petroleum storage facilities shall be designed and completed so that all hatches and openings in the top of, on or about the tanks,j_.. OM recurely Locked at all times. The locks shall be adoptable to opening only by key. Section 2. MIP JACKS AND MOTORS. That all pump jacks and motors shall be sec- urely and permanently fenced bya six-foot chain link fence, topped by three (3) strands of barbed wire. That ani gate installed for operative use shall be designed of like or eq- uivalent rreterial and shall be securely locked at all times and _:.d,._table to opening only by key. Section 3. PROHIBITION. That production of crude petroleum from, sub -surface with- in the City of Salina, Kansas, except after strict compliance, as a condition precedent with the requisites of Sections 1 and 2 thereof, is hereby prohibited. Seect`�011 4. PENALTY. That any person violating any provisions of this ordinance or an;,, person failing to strictly comply with its requisites, shall be deemed to be guilty w of a public offense and fined not less that: $50.00 and not more than *500.00. Each day of violation is hereby declared to be a separate offense. Section 5. Thatthis ordinance shall be in full force and effect sixty (60) days from and after its adoption and publication in the official city paper.
