Said improvements shall be built and constructed in accordnace with the In clans andspecifications therefore prepared by the City Engineer on file in the office of the City Clerk and in accordance with the proposal of said contractor and under the terms of said contract, all of which are hereby referred to and made parts of this ordinance. QBE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas: a Section 1. That the acceptance by the City of Salina, Kansas, of the proposal of 'the N.J.
