AN ORDINANCE providing for the construction of a pumping station for the purpose of pumping
the sewage of Main Sanitary Sewer "AC" and extensions thereof into the existing sewer
located at the intersection of Quincy Street and Cloud Street in order to conduct the sewage
of Main Sanitary Sewer "AC" to a point of outlet and providing for the payment of the cost
thereof.
WHEREAS, the City of Salina has by ordinances provided for the construction, maintenance
and operation of its sewer system and of a Main Sanitary Sewer "AC" for the purpose of dis-
posing of sewage in such district, and
WHEREAS, on account of the elevation it is impracticable and too expensive to excavate in
connection with such sewer so as to dispose of the sewage of said Main Sanitary Sewer "AC"
and
WHEREAS, in order to provide an outlet for the sewage of Main Sanitary Sewer "AC", it is
necessary in the judgment of the governing body of the City of Salina to construct a pumping
station for the purpose of pumping the sewage of such Main Sanitary Sewer "AC" into the
present existing sewer located at the intersection of Quincy Street and Cloud Street, in ordek-
to conduct the sewage of said Main Sanitary Sewer "AC" to a point of outlet, NOW, THEREFORE,
BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas:
Section 1. That the preambles hereof are hereby incorporated herein. That a pumping
station for the purpose of pumping sewage of Main Sanitary Sewer "'AC" and extensions thereof

to the sewer now existing at the intersection of Quincy Street and Cloud Street, be con-
structed in the manner provided by law.

Section 2. That the City Engineer shall on or before the 21st day of February
1956, prepare and file in the office of the City Clerk, plans and specifications for the
construction of the pumping station provided for in Section 1 of this ordinance and shall be
of the proper character and at the proper location to pump the sewage of said Main Sanitary
Sewer "AC" into the sewer at the intersection of the Quincy Street and Cloud Street, so as

to conduct the sewage from Main Sanitary Sewer "AC" and extensions thereof, to a point of
outlet as a part of the sewage disposal system of the City of Salina, Kansas, and shall on
or before said date prepare and submit to the Board of Commissioners under oath detailed
estimates of the cost thereof and that thereafter the City Clerk shall advertise for three
consecutive days in the official city paper for sealed proposals for the building and con-
struction of such pumping station according to such plans and specifications, which proposals
shall be filed with the City Clerk on or before the time fixed in such notice, at which time
the Board of Commissioners may let a contract for the building and construction of such

pumping station to the lowest and best responsible bidder therefore; provided that such bids

shall not exceed the estimated cost thereof and provided further that said Board shall re-
serve the right to reject any and all such proposals and that if no responsible bids shall
be received within said estimated cost said Board may proceed and build such pumping station
within such estimated cost.

Section 3. That for the payment of the cost of such work the building and construction
of said pumping station, the Board of Commissioners of the City of Salina, Kansas, shall
issue improvement bonds of said city, in an amount not to exceed the total cost of such work,'
and improvements, to be payable in four approximately equal annual installments and to bear
interest at not to exceed 5% per annum from the date of such bonds, and for the purpose of
paying such bonds and interest as they severally mature, the Board of Commissioners shall
annually levy a tax upon all real and personal property in the City of Salina in an amount
sufficient to a the annual installments of such

the cost of such work.
Section 4. That before the pumping station herein provided for shall be constructed,
the plans and specifications therefore shall first be submitted to the department of the
Board of Health of the State of Kansas and be approved by such department.
Section 5. This ordinance shall take effect and be in full force from and after its
publication and adoption in the official city paper.
