AN ORDINANCE authorizing and providing for the issuance of Improvements Bonds of the City of
Salina, Kansas, all in the sum of $292,381.66, to pay the cost of improving certain streets
in said city to be disigmted as Series Number P-169. i
WHEREAS, pursuant to proceedings duly had according to law, contracts have been let and per-
formed for the construction of the following street improvements in the City of Salina,
Kansas, to -wit:
Curbing, guttering, Paving and grading with two-inch hot mixed asphaltic
concrete over a six-inch rock stabilized base, 32 feet wide from face of
curb to face of curb Birch Drive from the north line of Lot 9, Block 8
and the north line of Lot 23, Block 7, all in Replat of Edgemere Addition
to the west line of Hemlock Drive, as provided for by Resolution Number
1474 and Ordinance Number 5896.
Paving and grading with two-inch hot mixed asphaltic conrete over a six-
inch rock stabilized base, Hemlock Drive, 28 feet toe of gutter to toe of
gutter from the north line of Lot 7, Block 9, Replat of Edgemere Addition
to the south line of Redwood Drive, as provided for by Resolution Number
1473 and Ordinance Number 5896.
Curbing, guttering and grading of Hemlock Drive from the north line of
Lot 7, Block 9, Replat of Edgemere Addition to the center line of Red-
wood Drive, as provided for by Resolution Number 1450 and Ordinance
Number 5896.

Resurfacing of Iron Avenue with two-inch hot mixed asphaltic concrete from
the west line of Delaware Avenue to the East line of Fifth Street, as pro-
vided for by Resolution Number 1528 and Ordinance Number 5953•
Curbing, guttering, paving and grading with two-inch hot mixed asphaltic
concrete over a six-inch rock stabilized base, Cherokee Drive, from the
south line of Pueblo Avenue to the center line of Republic Avenue, as
provided for by Resolution Number 1517 and Ordinance Number 5953•
Curbing, guttering, paving and grading to a width of thirty-six (36)
feet from back to back of the curbing, with two-inch hot mixed asphal-
tic concrete over a six-inch rock stabilized base, Front Street from
the north line of Crawford Avenue, thence north to the north line of
Prescott Avenue, as provided for by Resolution Number 1519 and Ordi-
nance Number 5953•
Curbing, guttering, paving and grading with two-inch hot mix asphalt
over a six-inch crushed rock base, 28 feet wide from toe of gutter to
toe of gutter Kirwin Avenue from the east line of Lewis Avenue to the west
line of Ohio Street, as provided for by Resolution Number 1525 and Ordinance
Number 5953•
Paving and gradag with two-inch hot mixed asphaltic concrete over a six-inch
rock stabilized base, Kirwin Avenue, from east side of Roach Street to west
side of Lewis Avenue, as provided for by Resolution Number 1513 and Ordi-

Paving and grading with two-inch hot mixed asphaltic concrete over a six-
inch rock stabilized base, on Kansas Avenue, from the north line of Ash
Street to the south line of Elm Street, as provided for by Resolution

Paving and grading of Republic Avenue from the east line of the Missouri
Pacific right-of-way to the center line of Broadway Boulevard, as provided

Kirwin Avenue, as provided for by Resolution Number 1497 and Ordinance Number

Paving and grading of Wood Avenue from the south line of Crawford Avenue
to the north line of Bond Avenue, as provided for by Resolution Number 1486
and Ordinance Number 5922.
WEM2MAS, the total cost of said improvements has been ascertained and the portion thereof in
the amount of $88,626.27 to be paid by general taxes to be levied upon all taxable property
within said city for the improvement of squares and areas formed by the crossing of streets!)
and alleys and for the improvement of any of said streets , where the same is throuth or

adjacent to property of the city for which the city is liable, and for which bonds are to be
issued; and

WHEREAS, the total cost of said curbing, guttering, paving and grading of said streets, which,
are to be paid by special assessments and to be levied upon lots and pieces of gound liable
for the payment of said curbing, guttering, paving and grading in said streets has been
ascertained and has been hereby found and determined to be the sum of $214,222.51 which amount
has been heretofore duly assessed and apportioned to the several lots and pieces of ground
liable therefor according to law provided for in the ordinance of the City of Salina, Kansas,;
relating thereto, duly passed and approved of which amount the sum of $10,467.12 has been
duly paid by the property owners liable therefor, leaving a balance of $203,755.39 for which
bonds are to be issued; and
WHEREAS, bonds in the aggregate sum of $292,381.66 are to be issued to pay the actual cost
thereof.
BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas:
Section 1. That the foregoing preambles be and they are hereby adopted as a part of
this ordinance and that for the purpose of providing funds to pay the cost of the improve-
ments hereinabove referred to and described in the ordinances and resolutions of said city
and hereinbefore referred to, there shall be issued Internal Improvement Bonds of the City
of Salina, Kansas, in the total principal sum of $292,381.66, which shall consist of two
hundred Ninety-two, numbered 1 to 292, inclusive all dated November 1, 1955, which shall
bear interest at the rate of

Per annum and from and after said date until the respective maturities of said bonds, payable)
May 1, and November 1, 1956 thereafter on each May 1, and November 1, in each year, said �
interest to be evidenced by interest coupons as herein provided for and said bonds shall
become due as follows:

Section 2. Said bonds shall be signed by the Mayor and shall be attested by the
signature of the City Clerk and the corporate seal of the city shall be affixed thereto and
said bonds shall have attached thereto interest coupons representing the interest thereon,
which coupons shall be in the form provided by the law and shall bear the printed or lith-
ographed facsimile signature of the Mayor and City Clerk of said city and said bonds and
interest coupons shall be registered in the office of the City Clerk and in the office of

KNOW ALL MEN BY THESE PRESENTS, That the City of Salina in the County of Saline, State of
Kansas, acknowledges itself to be indebted and for value received hereby promises to pay
to the bearer the sum of DOLLARS in lawful money fo the
United States of America, on the first day of , 19 , with
interest thereon from the date hereof at the rate of
per cent per annum payable May 1, and November 1, 195 thereafter on each May 1, and
November 1, in each year, on presentation and surrender of the interest coupons hereto af-
fixed as said coupons become severally due, both principal of and interest on this.bond
being payable at the office of the State Treasurer of the State of Kansas.,in the City of
Topeka, Kansas, And said City of Salina, Kansas, is held and firmly bound by these presents
and the full faith, credit and resources of said city are hereby irrevocably pledged for the
payment of said principal and interest at maturity.
This bond is one of a series of 292 bonds of like date and tenor, excepting denomination,
interest rate and maturity, aggregating the principal sum of $292,381.66 issued by the City
of Salina, Kansas, for the purpose of paying the cost of constructing, curbing, guttering,
paving and grading improvements in said city by the authority of and in full compliance with'
the provisions, restrictions and limitations of the constitution and laws of the State of
Kansas, including Sections 10-101 to 10-127, 12-601 to 12-608 and 13-1011 and 13-1011a, all
of the General Statutes of Kansas, 1949, and amendments thereto, and all other provisions of
the laws of said state applicable thereto, and this bond and all other bonds of this series,
and all interest thereon are to be paid by the City of Salina, Kansas.
And it is hereby declared and certified that all acts, conditions, and things required to
be done and exist precedent to and in the issuance of this bond have been properly done
and performed and do exist in due and regular form and manner as required by the constitution
and laws of the State of Kansas, and that the total indebtedness of said city, including this
series of bonds, does not exceed any constitutional or statutory limitation.
IN WITNESS WHEREOF, the said City of Salina, Kansas, has executed this bond by causing it
to be signed by its Mayor and its corporate seal to be hereto affixed, attested by its
Clerk of the City and the coupons hereto attached to be signed with the facsimile signatures
of said officers and this bond to be dated the first day of November, 1955•

and execute the bonds hereinbefore described and to advertise and sell the same in the
manner provided by law, and when duly executed and registered to deliver said bonds to the

Section 5. The full faith, credit and resources of the City of Salina, Kansas, shall
be and the same are hereby irrevocably pledged for the prompt payment of said bonds and all
interest thereon. The Board of Commissioners of the City of Salina, Kansas, shall annually

become due by levying taxes and assessments upon the property liable therefor as provided
