6019 Issue GO Bonds F-170f] i i ORDINANCE NUMBER (Published inthe Salina Journal dJ' cV_r'\fitC- ��, 1955) i { AN ORDINANCE authorizing and providing for the issuance of bonds of the City of Sal.ina,Kansas, in the sum of $120,000.00 to pay the cost of purchasing a site for and erecting and equipping thereon a public building for such city, to -wit, a public fire station, within and for the City of Salina, to be designated as Series F-170. WHEREAS, At an election duly called and regularly held in the City of Salina, Kansas on, October 25, 1955, there was submitted to the qualified electors of said city the proposition of "Shall the City of Salina, Kansas, issue its general obligation bonds in an amount of not exceeding $120,000.00, under the provisions of Section 13-1431, et seq., General Statutes of Kansas, 1949 for the purposeof paying the cost of purchasing a site for and erecting and equipping thereon a public building for said city, to -wit, a public fire station?"; all pursuant to Ordinance No. 5992 of said city and the laws of the State of Kansas; and WHEREAS, all directives of said Ordinance No. 5992 and the requisites of the laws of the State of Kansas, with reference to such elections, were fully and timely complied with; and WHEREAS, at such election a majority of the votes cast thereat upon said proposition were cast in favor of authorizing the said City of Salina to issue its said bonds in said sum for said purpose, all as duly and regularly determined by the Board of Commissioners, meeting as a Board of Canvassers (ex -officio) in the manner and form required and provided by law; and WHEREAS, Harold F. Harper, a competent engineer, by Resolution No. 1622, duly adopted by the Board of Commissioners of said city, was directed to and did submit unto said Board of Comm- issioners of said city,under oath, a detailed estimate of the cost of purchasing a site for and erecting and equipping thereon a public building for such city, all in compliance with the! directives of said Resolution No. 1622 and WHEREAS, said Board of Commissioners did receive, accept, and approve said detailed estimate of the cost thereof; and WHEREAS, said estimate of cost was the sum of $120,000.00; and S0, NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF SALINA,KANSAS:! Section 1. That the foregoing preambles are hereby made a part of this ordinance; that the Board of Commissioners of the City of Salina, Kansas, deem it necessary to provide for the purchase of a site for and for the erection and equipment thereon a public building for such city, being a public fire station as heretofore duly authorized by the qualified i electors of said city; that for the purpose of paying the cost of such acquisitionand the erection and equipment of said building, it is necessary and it is hereby ordered that in- s ternal improvement and general obligation bonds of the Cit of Salina in the Total g y , principal i sum of $120,000.00 be issued, being the cost of acquiring said site and the erection and i equipment of such a building thereon as heretofore duly authorized by the qualified electors, aforesaid. That the sum of $120,000.00 shall be represented by one hundred twenty (120) bonds! in the principal sum of $1,000.00 each, and numbered 1 to 120, both inclusive. Said bonds shall all be dated November 11 1955• Said bonds shall bear interest(tor- 6 on February 1, 1957 Nos. 7 to ca*t�i per annum, payable February 1, 1956, and semi-annually thereafter on August 1 and February 1 of each year; said interest to be evidenced by interest coupons as herein pro- vided for, and said bonds shall become due and payable as follows: Nos. 1 to 6 on February 1, 1957 Nos. 7 to 12 on August 1, 1957 Nos. 13 to 18 on February 1, 1958 Nos. 19 to 24 on August 1, 1958 Nos. 25 to ;,30 on February 1, 1959 Nos. 31 to 36 on August 1, 1959 Nos. 37 to -42 on February 1, 1960 Nos. 43 to .48 on August 11 1960 Nos. 49 to 54 on February 1, 1961 Nos. 55 to 60 on August 1, 1961 in Nos. 61 to 66 on February 1, 1962 Nos. 67 to 72 on August 1, 1962 Nos. 73 to 78 on February 1, 1963 Nos. 79 to 84 on August 1, 1963 Nos. 85 to 90 on February 1, 1964 Nos. 91 to 96 on August 1 1964 Nos. 97 to 102 on February 1, 1965 9 Nos. 103 to 108 on August 1, 1965 Nos. 109 to 114 on February 1, 1966 Nos. 115 to 120 on August 1, 1966 Section 2. Said bonds shall be signed by the Mayor and shall be attested by the signature of the City Clerk and the corporate seal of the City shall be affixed thereto, and each of said bonds shall have interest coupons attached which shall be in the form arequired a by law and each thereof shall bear the printed lithographed facsimile signature of the Mayor and City Clerk of said city, and said bonds and interest coupons shall be I registered in the office of the City Clerk and in the office of the State Auditor, as y required by law. Section 3. Series F-170 $ KNOW ALL MEN BY THESE PRESENTS: That the City of Salina, Kansas, and the County of Saline, State of Kansas, acknowledges itself to be indebted and for value received hereby promises to pay the sum o in lawful money of the United Statesof America on the 1st day 19 , With interest thereon from the date hereof at the rate of per cent —�) Per annum, payable February 1, 1956, and semi-annually thereafter on the first days of August and February in each year on presentation and surrender of the interest 3 coupons hereto affixed, as said coupons severally become due. Both principal and interest of this bond being payable at the office of the State Treasurer of the State of Kansas, in the City of Topeka, Kansas, and said City of Salina, Kansas, is held and firmly bound by these presents and the full faith, credit and resources of said City are hereby irrevocably pledged for the payment of said principal and interest at maturity. This bond is one of a series of 120 bonds of like date and tenure, excepting number and maturity, aggregating the principal sum of $120,000.00 issued by the City of Salina, Kansas, for the purpose of paying the cost of purchasing a site and erecting and equipping thereon a public building for such city, to -wit, a public fire station, by the authority of and in full compliance with the provisions, restrictions, and limitations of the laws of the State of Kansas, including Sections 10-101 to 10-125, both inclusive, and of Sections 13-1431 and 13-1433, all of the General Statutes of Kansas, 1949, and all amendments thereto, and all other provisions of the laws of said state applicable thereto; and this bond and all other bonds of this city and all interest thereon are to be paid by the City of Salina, Kansas. And it is hereby declared and certified that all acts, conditions, and things required to be done and to exist precedent to and in the issuance of this bond,have been properly done and performed and do exist in due and regular form and manner as required by the Constitution and the laws of the State of Kansas, and the total indebtedness of said City, including this aeries of bonds, does not exceed any constitutional or statutory limitation. The Mayor and City Clerk are hereby authorized and directed to prepare and execute the bonds hereby described and when said bonds are duly executed and registered, to deliver said bonds to the purchaser or purchasers thereof whose bid was duly accepted by the City. Section 5. The full faith, credit, and resources of the City of Salina, Kansas, shall be and they are hereby irrevocably pledged to the prompt payment of said bonds and all interest thereon. The Board of Commissioners of the City of Salina, Kansas, shall annually make provision for the payment of the principal and interest on said bonds as the same become due by levying taxes on all property liable therefore within said city and as provided by law.
