5986 Levy Assessments1 1 ORDINANCE NUMBER 5986 (Published in the Salina Journal ' LCX L % , 1955 ) AN ORDINANCE relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, guttering and paving Eleventh Street with concrete thirty-six (36) feet from face of curb to face of curb from the north line of Grand Avenue to the south line of Broadway Boulevard; of curbing, guttering, paving and grading Pearl Street with concrete twenty-eight (28) feet toe of gutter to toe of gutter from the north line of Martin Avenue to the south line of McAdams Road; of paving and grading Republic Avenue from the east line of the Missouri Pacific right-of-way to the center line of Broadway Boulevard; of paving and grading Roach Street with concrete twenty-eight(28) feet toe of gutter to toe of gutter from the north line of Ellsworth Avenue to the south line of Kirwin Avenue; of paving Wood Avenue with concrete from the south line of Crawford Avenue to the north line of Bond Avenue; and relating to and providing for the collection and payment of such assessments. BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas: Section 1. For the purpose of paying for that part of the cost of improvements in certain portions of certain streets as hereinafter set forth in the following section of this ordinance which is chargeable to the private property in the assessment districts for each of such improvements, respectively, as set forth in the following sections of this ordinance with; respect to each of such improvements, there are hereby levied and assessed on the property liable therefore, being all the lots and pieces of ground lying on either side of said street so improved, respectively, to the middle of the block for the distance improved with respect to the improvements mentioned in Sections 2, 31 4, 5, and 6 of this ordinance, according to the appraised value of such lots and pieces of ground with respect to each such improvement, without regard to the buildings or g g improvements thereon, special assessments covering the cosh of such work and improvements, said special assessments being based on the special valuation and appraisement of said lots and pieces of ground heretofore made by three disinterested appraisers appointed by the Board of Commissioners of the City of Salina, Kansas, with respect, to each such improvement, which said appraisements are hereby referred to and made parts of this ordinance, and the several amounts so levied, apportioned and assessed against the lots and pieces of ground for each such i rovements improvements, respectively, for the purpose aforesaid, are hereby found and determined to be the amounts set forth in the following sections ofthis ordinance with respect to each of said improvements. Section 2. Said amounts so levied, apportioned and assessed as aforesaid will be due and collectible in ten equal installments, the first becoming due with the taxes levied for the year 1956, and one of said ind llment falling due each and every year thereafter a until all are paid and all to be collected with interest as in this ordiance provided, PROVIDED, HOWEVER, that the owner of any pieces of property liable for any such assessment may redeem his property from such liablility by paying to the City Treasury the entire amount chargeable against the same as in this ordinance � , provided, at any time within thirty days after the publication of this ordinance and before the issuance of bonds of said city in payment of the balance of the cost of said improvements, the property so paid on shall not hereafter be liable for any further assessments for the cost of said improvements nor for any part of said bonds. Section 8.
