ORDINANCE NUMBER 5977

AN ORDINANCE authorizing the raising of funds to be contributed to the Kansas Military Board
for acquiring or constructing an armory for the City of Salina, Kansas, to be used by the
Kansas National Guard and the Kansas State Guard, as provided for by Article 3 of Chapter 48
of the General Statutes of Kansas, for 1949, and all amendments thereto, and providing for
the issuance of $80,000.00 in general obligation bonds of said city designated as Series
A-166 to pay the cost of same.
W$CREAS, the City of Salina, Saline County, Kansas, has a National Guard Organization within
its boundaries; and
WHEREAS, the Board of Commissioners of the City of Salina, Saline County, Kansas, has here
tofore by ordinance duly and regularly passed on September 27, 1954, authorized and provided
for a special election for the purpose of providing funds to be contributed to the Kansas
Military Board for acquiring or constructing an armory for the City of Salina, Kansas, to
be used by the Kansas National Guard and the Kansas State Guard; and
WHEREAS, notice of said special election for that purpose, stating the purpose for which
the election was called, the amount of bonds to be voted on, and the purpose for which the
bonds were to be used, and the time when and the place where, and the voting places where
said election was to be held, was given by the Board of Cormi.ssioners, which notice, signed
by the Commissioners and City Clerk, was duly regularly published in three consecutive issues
of the SALINA JOURNAL, the official paper of the City of Salina, Saline County, Kansas, the
first publication of which was on October 8, 1954, which was at least twenty-one (21) days
prior to the date fixed for such election; and
3 WHEREAS, said election was held on the 2nd day of November, 1954, and the Board of Commiss-
ioners did duly and regularly canvass the vote thereon, and declare that a majority of the
electors voting voted in favor of the proposition of issuing said bonds; and
WHEREAS, all other legal requirements, as provided in the statutes ofthe State of Kansas,,
have been fully complied with, with reference to the making of said improvements, and the
issuance of bonds to pay for the cost thereof; and
SO NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF SALINA, SALINE
COUNTY, KANSAS:
Section 1. That the City of Salina, Saline County, Kansas, raise funds to be con-
tributed to the Kansas Military Board Zr acquiring or constructing an Armory for the City
of Salina, Kansas, to be used by the Kansas National Guard and the Kansas State Guard.
Section 2. That for the purpose of raising said funds there shall be issued General
Obligation Bonds (Argy), of the City of Salina, Saline County, Kansas, to be known as Series!
A-166, in the amount of $80,000.00, which said bonds shall be in the denomination of $1,000.00!
each, numbered from 1 to 80, both inclusive, dated August 1 1955,
and bear interest as follow,

Said bonds
and coupons shall contain recitals,
and be in the form and
of the size as provided by the
statutes of the State of Kansas.

Section 4. That said bonds shall be signed by the Mayor and attested by the Clerk
of said City, and shall have the corporate seal affixed, and the interest couponsshall be
signed with the facsimile signatures of said Mayor and City Clerk, and both principal and
interest shall be payable at the office of the State Treasurer of the State of Kansas, in
the City of Topeka, Kansas.
Section 5. That the Mayor and City Clerk are hereby authorized to prepare and ex-
ecute said bonds and coupons and, when so executed, said bonds shall be registered as required
by law, and the governing body SIZU annually make provision for the payment of the principal
and interest of said bonds as the same shall become due by levying a tax upon all the taxable
property of said city.
Section 6. That all ordinances or parts of ordinances in conflict herewtth are hereby
repealed.
Section 7. That
