07-03-1978 Minutes - SpecialCity of Salina, Kansas Special Meeting of the Board of Commissioners July 3, 1978 The Special Meeting of the Board of Commissioners met in the Commissione Room, City -County Building, on Monday, July 3, 1978, at two o'clock P.M. There were present: Mayor Jack Weisgerber, Chairman presiding Commissioner Keith G. Duckers Commissioner Dan S. Geis Commissioner Karen M. Graves Commissioner Gerald F. Simpson comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: None The meeting was called for the purpose of discussing appointments to boards and commissions and the Old Smoky Hill River Channel Study. A motion was made by Commissioner Simpson, seconded by Commissioner Geis to recess into executive session to discuss appointments until 2:35 P.M. Ayes: (5). Nays: (0). Motion carried. The Commissioners recessed at 2:06 P.M. and reconvened at 2:57 P.M. Representatives of Wilson and Company were present to answer the City Commissioners' questions concerning the Old Smoky Hill River Channel Study. The Commissioners, Wilson and Company representatives, and staff members discussed the advantages and disadvantages of Revenue Bonds and General Obligation Bonds to finance Item A (construction of a sedimentation basin), and federal assistance to fund Item B, (restore the upper reaches of the channel) and Phase 1, Item B for the parkway system. They also discussed sources of water from Milford Reservoir, north of the City, the availability of water from the Smoky Hill River and from Kanopolis Reservoir. The Commissioners asked Wilson and Company to submit a design cost next week for Item A, (sedimentation basin); Item B (restore the upper reaches of the channel) and land acqusition for the entire project; and for the filing of the applications for federal funds. The representatives of Wilson and Company said they would be happy to submit the proposal, and suggested the City consult its legal counsel for a recommendation to issue Revenue Bonds or General Obligation Bonds to finance the project. The City Attorney was to check with Boettcher and Company about the possibility of issuing additional revenue bonds. A MOTION was made by Commissioner Duckers, seconded by Commissioner Simpson that the Special Meeting of the Board of Commissioners be adjourned. The meeting adjourned at 3:53 P.M. D. L.
