REGULAR MEETING OF THE BOARD OF COMMISSIONERS
November 14, 2005
4:00 p.m.
The City Commission convened at 2:30 p.m. in a Study Session for a Ft. Riley Initiative Program
w Speaker. The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in
U Room 107, City -County Building. A roll call was taken followed by the Pledge of Allegiance and a
moment of silence.
There were present:
Vice -Mayor Donnie D. Marrs, Chairman presiding
Commissioner Alan E. Jilka
Commissioner R. Abner Pemey
comprising a quorum of the Board, also present:
Jason A. Gage, City Manager
Greg Bengtson, City Attorney
Lieu Ann Elsey, City Clerk
Absent: Mayor Deborah P. Divine
Commissioner John K. Vanier II

AWARDS - PROCLAMATIONS
(4.1) Presentation of the 2005 Kansas Inclusive Communities Award to the City of Salina.
Carolee Meiner, OCCK, explained the honor and presented the award to the City
Commission.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
None.
CONSENT AGENDA
(6.1) Approve the minutes of November 7, 2005.
(6.2) Accept dedication of a permanent public utility easement, and a permanent public drainage
easement for the Salina Vortex Project.

DEVELOPMENT BUSINESS
None.
ADMINISTRATION
(8.1) Second reading'Ordinance No. 05-10311 levying the Salina Business Improvement District
No. 1 service fees for 2006.
Lieu Ann Elsey, City Clerk, noted that Ordinance No. 05-10311 was passed on first reading
on November 7, 2005 and since that time no comments have been received.

05-701 Moved by Commissioner Jilka, seconded by Commissioner Perney, to adopt Ordinance
No. 05-10311 on second reading. A roll call vote was taken. Aye: (3) Jilka, Perney, Marrs. Nay: (0).
Motion carried.
(8.2) Second reading Ordinance No. 05-10312 providing a change in zoning district
classification from R-3 (Multi -Family Residential) to C-3 (Shopping Center District) to allow
w improvements for additional off-street parking.

on November 7, 2005 and since that time no comments have been received.

05-7013 Moved by Commissioner Perney, seconded by Commissioner Jilka, to adopt Ordinance
No. 05-10312 on second reading. A roll call vote was taken. Aye: (3) Jilka, Perney, Marrs. Nay: (0).
Motion carried.
(8.3) Award contract for the purchase and installation of operable walls in Heritage Hall of the
Salina Bicentennial Center, Project No. 05-1518.
Vice -Mayor Marrs noted that he needed to recuse himself from this item, and asked for
postponement because it would only leave two commissioners.
05-70111 Moved by Commissioner Perney, seconded by Commissioner Jilka, to postpone the award
of contract for the operable wall until November 21, 2005. Aye: (3). Nay: (0). Motion carried.
(8.4) Change Order No. 1 on the Pioneer President's Place, Project No. 05-1548.
Brad Johnson, City Engineer, explained the project, project funding, and the agreement.
05-701 Moved by Commissioner Perney, seconded by Commissioner Jilka, to approve Change
Order No. 1 on the Pioneer President's Place, Project No. 05-1548 with Frank Construction Company
in the amount of $14,000. Aye: (3). Nay: (0). Motion carried.
(8.5) Request for Executive Session.
05-701 Moved by Commissioner Jilka, seconded by Commissioner Perney, to recess into executive
session for 10 minutes to discuss matters subject to the attorney-client privilege for the reason that
public discussion would waive the privilege; and reconvene at 4:25 p.m. Aye: (3). Nay: (0). Motion
carried. Motion carried.
The City Commission recessed into executive session at 4:15 p.m. and reconvened at 4:33
p.m. No action was taken.
