09-15-2005 Minutes ~./ ~ . - 763- The regular monthly meeting of the Salina Public Library Board of Trustees was held at 7:00 a.m. on Monday, September 15, 2005, in the Tech Center Meeting Room. The following Board members were present: Debbie Divine, Harris Rayl, David Hawksworth, Janice Ostrom, Lynne Ryan and Betsy Scholten. Others present were Joe McKenzie, Roberta Ring, David Clouston from The Salina Journal, Mike Wilson, observer for the League of Women Voters and Jason Gage, City Manager. Betsy Scholten called the meeting to order and asked for any changes or additions to the August Board meeting and Public Hearing. No changes were suggested. 05-45 On a motion made by Debbie Divine and seconded by Lynne Ryan it was RESOL VED THAT: The Board of Trustees of the Salina Public Library approves the minutes of the August Board meeting, the August Public Hearing as printed. Motion passed. P. 763. 9/15/05 PUBLIC COMMENTS: None . FRIENDS OF THE LIBRARY REPORT: Joe McKenzie reported that the Friends Board has not met yet this month. They will meet September 20. The Talk Book Discussion Series starts this month. They are working on getting ready for the booksale that is coming up September 23, 24 and 25. ORIENT A TION: Intellectual Freedom and Libraries Joe McKenzie talked about the library recognizing Banned Books Week which is September 24 - October 1. A handout was given out written by the American Library Association explaining what intellectual freedom and censorship is. The American Library Association has a publication showing a collection of titles of materials that have been challenged, debated or banned. If a patron here at the library has a concern for a book that they feel is inappropriate in content, the department head will visit with them and then refer them to Joe. There is a "Request for Review and Consideration of Library Materials" form for them to fill out. If they request the material to be moved to another area or removed, a committee will be formed to review the request and will be brought to the Board. DISCUSSION: CLASS Update Joe McKenzie reported that word of mouth has been positive. It has had an effect on computer classes. Monday mornings are a busy time for enrollment. Income is real strong. It will exceed $16,000 this semester. . ACTION ITEM: GAAP WAIVER: The Board discussed the GAAP Waiver. This waiver is an annual resolution to continue the cash basis accounting practice of the library. - 764- 05-46 On a motion made by Janice Ostrom and seconded by David Hawksworth it was RESOLVED THAT: The governing body of the Salina Public Library, hereby requests a waiver from the following components of generally accepted accounting principles for the fiscal year ending December 31, 2005, in accordance with the provisions of Senate Bill 531 of the 1982 Legislature (K.S.A. 75-1120a). These are GAAP-prescribed financial statements. Motion passed. P. 764. 9/15/05 ACTION ITEM: Art Exhibits Policy - 2nd Reading: Six applications have been received from area artists. Request for artist applications will be made twice a year. The Library may make selections ourselves. 05-47 On motion made by Lynne Ryan and seconded by Debbie Divine it was RESOLVED THAT: The Board of Trustees of the Salina Public Library approves the Art Exhibits Policy as written on 2nd reading. Motion passed. P.764.9/15/05. FINANCIAL REPORT: Looking at the revenue and expenditure report the library is on tract. Materials budget is at 62%. STATISTICAL REPORT: Community Learning stats will be added to the Statistical report. The Tech Center is having large volumes of users. LIBRARIAN'S REPORT: The library has received two grants from The Greater Salina Community Foundation. One is for Community Learning and one is for NovelKansas for author Sarah Peretsky to come. There will be a meeting next week with Chris Riffel to start the Strategic Planning process. Several staff will be attending a customer service seminar at the Salina Area Chamber of Commerce. Lori Brack will be going to Las Vegas in November for a conference. The Kansas Library Board of Trustees is asking for contributions from libraries to help with continuing ed opportunities for Board members around the state. Joe received an em ail from the Junction City library saying they had passed a resolution to collect fine money in October to help with relief for libraries affected by Hurricane Katrina. 05-48 On motion made by Debbie Divine and seconded by Lynne Ryan to have the Director have the Salina Public Library's fine money collected in October be donated to libraries affected by Hurricane Katrina. .-... u...---....-.. .,I .. . - 765- The Building Authority has recommended concrete work be done on the north entrance on the west side. Lori Brack will be having some work and re-arranging done in her work area within the next month or two. George Pyle will be here September 23rd for a book reading and signing. The Friends Book Sale will start then also. This Friday, September 16th, there will be a reception for the featured artist Mri Pilar. Her doll sculpture display is being featured in the coffee bar area. The Library will be closed October 10th. It is Columbus Day and Sirsi will be doing an update that day. Training for the new system will be done in the Tech Center. October is Teen Read Week & Photo Contest. BOARD COMMENTS: Janice Ostrom said that she had received comments from a college student that was in Salina visiting how wonderful our library was. ADJOURNMENT: There being no further business to come before the Board, the meeting was adjourned. 05-49 On a motion made by Lynne Ryan and seconded by David Hawksworth it was RESOLVED THAT: The Board of Trustees of the Salina Public Library adjourns the September 15, 2005 meeting.
