That it is necessary and it is hereby ordered that Anderson Avanue, from the center line of Fourth Street to a point 25 feet east of the west line of Lot 12, Block 3, College View Addition, be curbed, guttered and graded with excavation thereof, and graded i j to the established paving grade to each side thereof, as may be necessary for the completion; i i of said work. That it is necessary and it is hereby ordered that Coronado Street, from the south line of ,Jewell Avenue south 435 feet, be curbed, guttered and graded, with excavation necessary therefore and graded to the established paving grade to each side thereof, as may be necessary for the completion of said work. That it is necessary and it is hereby ordered that Charlotte Street,tN* the west line of Gebhart Street to the east line of Larson Street, be paved and graded with' concrete (twenty-eight (28) feet wide from toe of gutter to toe of gutter) with excavation thereof, and graded to the established paving grade and paved between the guttering lines thereof. That it is necessary and it is hereby ordered that the South side of Jewell Avenue , from the center line of Rush Street to the center line of Coronado Street, be curbed, guttered, and graded, with excavation necessary therefore and graded to the es"blished paving grade to each side thereof, as may be necessary for the completion of said work. That it is necessary and it is hereby ordered that Sunrise Drive, from the south line of 1Wilson Street to the north line of Morningside Drive, be paved and graded with concrete (twel:ty-eight (28) feet wide from toe of gutter to toe of gutter) with excavation thereof, and graded to the established paving grades and paved between the guttering lines thereof. Section 26.�at it is necessary and it is hereby ordered that Stapler Avenue, from the east line of Connecticut Avenue to the west line of Delaware Avenue, be paved and graded ! i i with concrete (twe ty-eight (28) feet wide from toe of gutter to toe of gutter) with eecavatibn thereof, and graded to the established paving grades and paved between the guttering lines thereof. Section 27. Tat it is necessary and it is hereby ordered that Steahlin Avenue , from the north side of Craw ord Avenue to the south line of Haven Avenue, be paved and graded with concrete (twenty-e�ght (28) feet wide from toe of gutter to toe of gutter) *tth excavation thereof, and graded to the established paving grades and paved between the guttering lines thereof. Section 28. That it is necessary and it is hereby ordered that Woodlawn Avenue, on the North Side, from tie west line of Eleventh Street to the west line of Lot 8, Block 1, of West Evergreen Addition to the City of Salina, Kansas, be curbed, guttered, and graded with excavation necessary (herefore, and graded to the established paving grade to each side thereof. Section 29. T} at it is necessary and it is hereby ordered that Woodlawn Avenue on the South Side, from the east line of Pershing Street to the west line of Eleventh Street, be curbed, guttered, and graded with excavation necessary therefore, and graded to the established paving grade to each side thereof. Section 30. That for the work and improvements h&rein provided for the City Engineer shall make and file *tth the City Clerk on or before the 2nd day of July 1957, complete plans and specifics ion= for the curbing, guttering, paving and grading with excavation necessary thereforej, of each of the streets or portions thereof described in Sections 1 to 29, both inclusive, of his ordinance, with the following type of improvements: CONSOLIDATEDD-j ALINA n 1 CONerete combined curb and gutter on each side thereof, 30 inches wide from back of curb to paving line, curb 12 inches deep at back, guttertng 6 inches deep; and the necessary grading of each to the established paving grade, and the paving thereof with 6 inch reinforced concrete, providing that in the event of the non-availability of reinforced material that then said pavement shall be constructed with concrete to a depth of 7 inches between the curb and gutter lirf on each side thereof and within the limits of said streets hereinbefore described. The streets between the guttering lines and within the limits hereinbefore defined shall be graded to the established paving grades and paved with reinforced concrete six (6) inches deep, provided that in the event of the non availability of reinforced material, then that said pavement shall be constructed with concrete to a depth of 7 inches. and said Engineer,shall on or before the same date, submit to the Board of Commissioners under oath, detailed estimates of the cost of such work and improvements Section 31. That after such plans and specifications have been made and prepared by the City Engineerland filed with the City Clerk as aforesaid, the Board of Commissioners I i may advertise published advertisements in the official city paper of the City of Salina, I Kansas for three consecutive days for the receipt of sealed proposals for the improving of slid streets with the kind of material named and specified in the preceeding section hereof, and for the excavation and grading necessary for the completion of said work, and after the receipt of such proposals, the said Board of Commissioners may and are hereby authorized and 1' directed to let contracts for the improving of said streets with the materials selected by them to the lowestresponsible bidder or bidders thereof, as determined by the Board of Commissioners, andlfor such excavation and grading. Said Board reserves the right to reject any or all bids. li Section 32. That for the improving of the above mentioned streets, such assessments shall be made for the full cost thereof according to law on all lots and pieces of land to the center of the block on either side of the streets to be improved according to the appraisers valuation thereof, without regard to the buildings or improvements thereon for the distance to be improved. Section 33. *fter the passage and publication of this ordinance, the Board of Commissioners shall appoint three disinterested appraisers, householders, who after having taken an oath to make a true and ;impartial appraisement, of all lots and pieces of land liable to assessment and taxation as aforesaid, as may be designated by the Board of Commissioners of the said City, without regard to the buildings or improvements thereon and after making such appraisement shall return to the Board of Commissioners of said City and said Board of Commissioners shallldesignate a time and place for the hearing of any complaints that may be made as to the value of any lots and pieces of land appraised as aforesaid, of which due notice shall be given in the official city paper, at which hearing the Board of Commissioners may alter any valuation of any lot or piece of land, if, in their opinion, the same has been appraised too high or too low. CONSOLIDATED -j AL:NA 1 1 1 Section 34, That for the purpose of paying the cost of the work and improvements in this ordinance pr�vided for, the Board of Commissioners are hereby authorized and directed to issue internal improvement bonds of the City of Salina, in an amount not to exceed the contract price for the cost of such improvements and to run for a period of ten years and be payable in ten equal installments, together with interest not to exceed five per cent per annum, which bonds shall be made payable at the Fiscal Agengy of the State of Kansas and for tate purpo e of paying the principal and interest on said bonds as they severally become due and payable the Board of Commissioners shall apportion and assess against the lots and pieces of land within the taxing district of such improvements special assessments covering the costlof such improvements and the apportionment herein contained shall hold good for all of the installments that are to be collected foom the specific Dronerty eharuafll,�c with said improve nts. Such assessments and apportionment ordinance shall contain the j total amount of talx apportioned to each tract piece and P' parcel of land within the taxing district and shall'state the number of annual installments in which such tax is to be collected; and thereafter the City Clerk shall annually, at the same time other taxes are certified, certify to the County Clerk of Saline County, Kansas, a full list of all property liable to such work and assessments, together with the respective amounts due on each of said tracts, piece of land, which amounts shall include the annual installments and interest) on all unpaid balances for one year at the rate of not to exceed five per cent per annum on such amounts so ce ified which shall be collected as others taxes are collected; PROVIDED, that for the purpose of defraying the cost of improving the intersections and areas formed by the crossing oflstreets and alleys, and for the grading of said streets where the same is provided for in this ordinance as well as where the improvement is through or adjacent to property of the City for which the City is liable, the assessment will be made against all taxable property of the City and paid by the City at large.
