6153 Construct Pump StationCO\SOLIDAT F D -J AL:NA 1 D 1 ORDINANCE NUMBER 6153 (Published'in The Salina Journal 1957) AN ORDINANCE providing for the construction of a pumping station for the purpose of pumping and diverting the sewage of Main Sewer "E" and extensions thereof into a Sanitary Sewer Force Main the existing sewer located at the intersection of Ash and Second Streets in order to conduct the'sewage of Main Sewer "E" to a point of outlet at the Sewage Treatment Plant and providing for the payment of the cost thereof. WHEREAS, the City of Salina, has be ordinances provided for the construction, maintenance and operation of its'sewer system and of Main Sewer "E" for the purpose of disposing of sewage in such districts and WHEREAS, on account of the elevation it is impracticable and too expensive to excavate in connection with such sewer as to dispose of the sewage of said Main Sewer "E" and WHEREAS, in order to provide an outlet for the sewage of Main Sewer "E"s it is necessary in the judgement of the',governing body of the City of Salina to construct a pumping station for the purpose of pumping and diverting the sewage of X I at the intersection of Ash and Second Streets in order to conduct the sewage of Main Sewer "E" to a point of outlet, SO NOW, THEREFORE BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas: Sec&ion__1.g That the preambles hereof are hereby incorporated herein, that a pumping station for the purpose of pumping and diverting the sewage of Main Sewer "E" and extensions thereof into the existing sewer located at the intersection of Ash and Second Streets, be constructed in the manner provided by law. Section 2. That the City Engineer shall on or before the 18th day of June, 19579 prepare and file in the office of the City Clerk, plans and specifications for the constructio6 of the pumping station provided for in Section 1 of this ordinance and shall be of the proper character and at the proper location to pumpthe sewage of said Main Sewer "E" and extensions thereof into the existing sewer located at the intersection of Ash and Second Streets, so as to conduct the sewage of Main Sewer "E" and extensions thereof, to a point of outlet as a part of the sewage disposal system of the City of Salina, Kansas, and shall on or before said date prepare and submit to the Board of Commissioners under oath detailed estimates of the cost thereof and that thereafter the City Clerk shall advertise for three consecutive days in the official city paper for sealed proposals for the building and construction of such pumping station according to such plans and specifications, which proposals shall be filed with the City Clerk on or before the time fined in such notice, at which time the Board of Commissioners may let a contract for the building and construction of such pumping station to the lowest and best responsible bidder therefore; provided that such bids shall not exceed the estimate cost thereof and provided further that said Board shall reserve the right to reject any and all such proposals and that if no responsible bids shall be received within said estimated cost said Board may proceed and build such pumping station within such estimated cost. That for the payment of the cost of such work the building and construction of said pumping station, the Board of Commissioners of the City of Salina, Kansas, shall issue improvement bonds of said City in the amount not to exceed the total cost of such work i and improvements, to be payable in ten approximately equal annual installments and to bear I interest at not to exceed 50% per annum for the date of such bonds, and for the purpose of paying such bonds and interest as they severally mature, the Board of Commissioners shall I annually levy a tax upon all real and personal property in the City of Salina in an amount sufficient to pay the annual installment of such principal and interest, and pending issuance and sale of such bonds, temporary notes shall be issued according to law, to pay the cost of i such work. Sectio 4 That before the �.� pumping station herein provided for shall be.constructea, the plans and specifications therefore shall first be submitted to the department of the Board of Health of the State of Kansas and be approved by such department. Section 5. This ordinance shall take effect and be in full force from and after its publication and adoption in the official city paper.
