For the purpose of paying for that part of the cost of improvements in certain portions of certain streets as hereinafter set forth in the following sections of this jordinance which is chargeable to the private property in the assessment disctrict for such improvements as set forth in the following sections of this ordinance with respect to such improvements there are hereby levied, and assessed on the property liable therefor, being all the lots and pieces of ground lying on either side of said streets so improved, to the middle] I of the block for the distance improved, with reppect to the improvements mentioned in Section' 21 3, 4, 5, 6, 7, 8, 9, 10, 11, 121 13, 14 1 16 1 18 1 20 21 22 2 24 bf this 5, , 7, , 9, , 3, , j ordinance, according to the appraised value of such lots and pieces of ground with respect I j j to such improvements, without tegard to the buildings or improvements thereon, special assessments covering the cost of such work and improvements, said special assessments being based on the special valuation and appraisement of said lots and pieces of ground heretofore I j made by three disinterested appraisers appointed by the Board of Commnissioners of the City of Salina, Kansas, with respect to such improvements, which said appraisement is hereby referred; i to and made a part of this ordinance, and the several amounts so levied, apportioned and assessed against the lots and pieces of ground for such improvement, for the purpose aforesaid, and hereby found and determined to be the amounts set forth in the following sections of this ordinance with respect to each of said improvements. Said amounts so levied, apportioned and assessed as aforesaid shall be due and collectible in ten equal installments, the first being due with the taxes levied for the year 1957, and one of said installments falling due each and every year thereafter until all j are paid, and all to be collected with interest as in the ordinance, provided, however, that, the owner of any piece or pieces of property liable for any such assessment may redeem his property from such liability by paying into the City Treasury the entire amount chargeable against the same, as in this ordinance designated, at any time within thirty days after the publication of this ordinance and before the issuance of bonds of said city in payment of the I balance of the cosh of said improvements, the property so paid on shall not thereafter be i liable for any further assessments for the cost of said improvements nor for any part of said bonds. I i Section 26. There is hereby levied further and assessed against such lots and pieces of ground described in this ordinance, interest at such rate per annum as shall be borne by the: I bonds hereafter to be issued for the payment of the remaining unpaid cost of such improvements, to be hereafter determined add fixed by ordinance when such bonds are issued on all of said'[ installments mentioned and provided for in this ordinance, fnom the date of the bonds which I may be issued at the end of thirty days as specified in the preceding sections hereof, as by law provided, to the time of the collection of the installment as provided by law, which said interest shall be collected annually at the same time and in the same manner as said inktallrnents i are collected and after the taking effect of this ordinance, and the fixing of said interest rate when such bonds are authorized and issued, it shall be the duty of the City Clerk of said I City to annually at the same time other taxes are certified and until all of said assessments, so apportioned and levied have been certified tb the County Clerk of Saline County, Kansas, a full list of all property liable to assessment and taxation for such work and improvement I except such property on which the special assessments aforesaid have been pa1d in full as hereinbefore provided, together with the respective amounts due on each of such lots and i pieces of ground which amounts shall include the annual installments of such special assessment together with the interest for one year at the rate to be fixed as provided for in this ordinance, on all unpaid balances of such assessments, and such amounts so certified as herein provided shall be placed upon the tax roll by the County Clerk of Saline County, Kansas, and collected as other taxes are collected. i Section 27.
