AN ORDINANCE authorizing and providing for the issuance of bonds of the Ctty of Salina, Kansas,
in the sum of $375,000 to pay the City's share of the actual cost of acquiring additional
land to enlarge the present municipal airport, and to pay the City's share of developing,
equipping and improving said lands to acquired and now constituting said municipal airport
for aviation purposes, and all things incidental thereto, to be designated as Series A-174.
WHEREAS, at an election duly called and regularly held in the City of Salina, Kansas, on the
7th day. of August, 1956, there was submitted to the qualified electors of said City the proposition
of "Shall the City of Salina, Kansas, issue its general obligation bonds in the amount of
$375,000 for th e purpose of acquiring additional land to enlarge the present municipal
airport, developing and dquipping said airport for aviation purposes, and all things incidental
thereto, the proceeds of said bonds to be used in conjunction with a grant from the United
States in the approximate amount of $375,000"; all pursuant to Ordinance Number 6073 of said
City and the laws of the State of Kansas; and
WHEREAS, all directives of said Ordinance Number 6073 and the laws bf the State of Kansas,
relative to such elections, were fully and timely complied with; and
WHEREAS, at such election, a majority of the votes cast thereat upon said proposition, were
case in favor of authorizing the said City of Salina, Kansas, to issue its bonds in said sum
for such purpose, all as duly and regularly determined by the Board of Commissioners as a
Board of Canvassers (ex -officio) in the manner and form required by law; and
WHEREAS, A. G. Aldridge, a competent engineer, by Resolution Number 1767, duly ad.®pted by
the Board of Commiswioners of said City, wad directed to and did submit unto said Board of
Commissioners, under oath, a detailed estimate of the cost of said land and easements to be
acquired, and the cost of developing, equipping and improving of said lands so acquired and
now constituting said municipal airport for aviation purposes and all things incidental
thereto, all in compliance with the directives of said Resolution Number 1767; and
WHEREAS, said Board of Commissioners did receive, acdept and approve the detailed estimate
of the cost thereof; and
WHEREAS, said estimate of cost was the sum of $750,000; and
WHEREAS, the Civil aeronautics Administration, or smme similar agency of the United States of
America has allocated $375,000 to contribute toward the cost of acquiring additional land and
easements to enlarge the present municipal airport, and the cost of developing, dquipping
and improving of said lands so acquired and now constituting said municipal &irport for
aviation purposes and all things incidental thereto all as set forth in said estimate; and
WHEREAS, the actual cost of said project to the City of Salina, Kansas, is the estimated
sum of $375,000; and SO,NOW THEREFORE
BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas;
Section 1. That the foregoing preambles are hereby made a part of this ordinance. That
in the opinion of the Board of Commissioners of the City of Salina, Kansas, the public safety,
service and welfare can be advanced by the present municipal airport of the City of Salina,
Kansas, being extended by acquiring additional land to enlarge the same for aviation purposes
and by developing, equipping and improving the said municipal airport as now constituted and
as to be extended by the acquisition of land for aviation purposes, and all things incidental'
thereto, as heretofore duly authorized by the qualified electors of said City; and that said
Board of Commissioners deems it necessary for said land to be so acquired and for said airport,
as extended to be developed, dquipped and improved for the purposed aforesaid. That for the
purpose of paying the City's share of the cost of acquiring additional land to enlarge the present
municipal airport and the cost of developing, dquipping and improving of said lands so acquired
and now constituting said municipal airport for aviation purposes and all things incidental
thereto it is hereby ordered that Internal Improvement General Obligation bonds of the City of

Salina, Kansas, in the principal sum of $375,000.00 be issued, being the City's share of the
cost of said land and improvements, as heretofore duly authorized by the qualified electors:

each year, said interest to be evidenced by interest coupons as herein provided for and
said bonds shall become due as follows:

Section 2. Said bonds shall be signed by the Mayor and shall be attested by the
signature of the City Clerk and the corporate seal of the City shall be affixed thereto and
each of said bonds shall have interest coupons attachdd, which coupons shall be in the form
required by law and each thereof shall bear the printed or lithographed facsimile, signatures
of the Mayor and the City Clerk of said City and said bonds and interest coupons shall be
registered in the office of the City Clerk and in the office of the State Auditor, as required
by law.
Section 3. Said bonds shall be designated as Series A-174 and shall be in the form and
contain recitals substantially as follows, to -wit:

KNOW ALL MEN BY THESE PRESENTS, that the City of Salina, in the County of Saline, State of
Kansas, acknowledges itself to be indebted and, for value received, hereby promises to pay
the bearer the sum of DOLLARS in lawful money of the
United States of America, on the First day of , 19 , with interest
thereon from the date hereof at the rate of per cent per annum,
payable September 1, 1957, thereafter on each March lst, and September lst, in each year, on',
presentation and surrender of the interest coupons hereto attached as said coupons severally
become due, both principal and interest on this bond being payable at the office of the
State Treasurer of the State of Kansas, in the City of Topeka, Kansas, and said City of
Salina, Kansas, is held and firmly bound by these presents, and the full faith, credit and
resources of said City are hereby irrevocable pledged for the payment of said principal and
interest at maturity.

This bond is one of a series of 375 bonds of like date and to on i/ aggregating the principal
sum of $375,000, issued by the City of Salina, Kansas, for the purpose of paying the City's
share of the cost of acquiring land to extend the municipal airport, and to equip, improve
and develop the said municipal airport, as extended, by the authbrity of and in full compliance
with the provisions, restrictions and limitations of the State of Kansas, including Sections
10-101 to 10-125, both inclusive, and 3-113 of the General Statutes of Kansas, 1949, and all
amendments thereto, and this bond and all other bonds of this series, and all interest
thereon are to be paid by the City of Salina, Kansas.
And it is hereby declardd and certified that all acts, conditions and things required to be
doneand to exist precedent to and in the issuance of this bond have been properly done and
performed and do exist in due and regular form and manner as required by the Constitution and
laws of the State of Kansas, and that the total indebtedness of said City, including this
series of bonds, does not exceed any constitutional or statutory limitation.
IN WITNESS WHEREOF, the Gaid City of Salina, Kansas, has executed this bond causing it to be
signed by its Mayor and its corporate seal to be hereto affixed, attested by its City Clerk
and the interest coupons hereto attached to be signed with the facsimile signatures of said

Section 4. The Mayor and City Clerk are hereby authorized and directed to prepare and
execute the bonds hereinbefore described and to advertise and sell the same in the manner
provided by law, and when executed and registered to deliver said bonds to the purchaser or
purchasers thereof.

Section 5. The full faith, credit and resources of the City of Salina, Kansas, shall
be and the same are hereby irrevocably pledged for the prompt payment of said bonds and all

interest thereon. The Board of Commissioners of the City of Salina, Kansas, shall annually

make provision for the payment of the principal and interest on said bonds as they severally'',
become due by levying taxes and assessments upon the property liable therefor as provided
by law.
Section 6. This ordinance shall take effect and be in force from and after the
publication once in the official city paper.
