6111 Levy AssessmentsCON SOLIDA TED-SALINA I Li 1 1 ORDINANCE NUMBER 6111 (Published in The Salina Journal ((�, , 1956) AN ORDINANCE relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas to pay the cost of construction of Main Sanitary Sewer District "AC" and Lateral Sanitary Sewer Districts Numbered 329, 330. 331, 332, 333, 334, 335, 336, 337, 338, 339, 340, 341, and 342, and relating to and providing for collection and _payment of such assessments. BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas; Section 1. That for the purpose of paying for the cost of building and constructing Main Sanitary Sewer District "AC" and Lateral Sanitary Sewer Districts Numbered 329, 330, 331 332, 333, 334, 335, 336, 337, 338, 339, 340, 341, and 342 and as authorized by the provisions of Ordinance Numbers 6035, 6014, 6017 and 6040, the cost of which has been duly ascertain6d as shown by the City Engineer's final estimate of cost, which has been duly approved by the Board of Commissioners, there are hereby levied and assessed on the property liable therefor, being all the lots and pieces of ground lying in the sewer district mentioned above as created by Ordinances 6035m 6014, 6017, and 6040, according to the appraised value of such lots and pieces of ground without regard to the buildings or improvements thereon, special assessments covering the cost of such improvements constructed in said sewer district, said special assessments being based on the special valuation and appraisement made by three disinterested appraisers appointed by the Board of Commissioners of the City of Salina, Kansas, which said appraisement is hereby referred to and made a part of this ordinance and the several amounts levied, and apportioned against the cost of improvements constructed in such district being hereby found and determined to be as set forth in the following sections of this ordinance. Section 2. S7 Section 1& Said amounts levied, apportioned and assessed as aforesaid shall be due and collectible in four equal installments, the first becomni.ng due with the taxes levied for 1957, and one of said installments falling due each and every year thereafter until all are paid, all to be collected with interest as in this ordinance protaided for, however, that I the owner of any piece of parcel of property liable for any such assessment may redeem his property from any such assessment liability by paying into the City Treasury the entire amount chargeable against the same as in this ordinance designated at any time within thirty j days from the publication of this ordinance, and before the issuance of bonds of said city, in payment of the cost of said improvements, and his property so paid shall not thereafter i be liable for any further assessment for the cost of said improvements nor for any part of said bonds. i 18 Section )M9. There is hereby levied and assessed further against auch lots and pieces of ground as described in this ordinance, interest at such rate per annum as shall be borne `i by the bonds hereafter to be issued for the payment of the remaining unpaid cost of such i improvements, such rate to be hereafter determined and fixed by ordinance when such bonds are issued, on all of said installments mentioned and provided for in this ordinance, from the j date of the bonds which may be issued at the end of thirty days, as specified in the preceeding section hereof as by law provided, to the time of collection of the last installment i as provided by law, which said -interest shall be collected annually at the same time and in the same manner as said installments are collected, and after the taking effect of this ordinance i and the fixing of the interest rate when such bonds are authorized and issued, it khall be I the duty of the City Clerk of said City to annually at the same time other taxes are certified, I j to certify to the County Clerk of Saline County, Kansas, a full list of all property liable i to assessment and taxation for such work and improvements, except such property on which the special assessments aforesaid have been paid in full as hereinbefore provided, together with the respective amounts due on each of such lots and pieces of ground, which amounts shall Iinclude the annual installments of such special assessments together with the interest at one j year at the rate to be fixed and provided for in this ordinance, being the rate borne by the bonds to be issued an all unpaid balances of such assessments and such amounts so certified as herein provided shall be placed upon the tax roll by the County Clerk of Saline County, I Kansas, and collected as all other taxes are collected CONSOLIBATED-SALINA 19 Section 2N.
